Social Media is a way for the City of Bakersfield to better serve its citizens through
active engagement and the dissemination of information. This policy establishes
guidelines for the establishment and use of social media by departments and
employees of the City of Bakersfield.
Definition of Social Media
The U.S. Government defines social media as the various activities that integrate
technology, social interaction, and content creation. Through social media, individuals or
groups can create, organize, edit or comment on, combine, and share content. Social
media uses many technologies and forms, including social-networking, blogs,
photo-sharing, video-sharing, podcast, social bookmarking, mash-ups, widgets,
worlds, microblogs, Really Simple Syndication and more. Not all forms of social
may be appropriate for use by the City of Bakersfield.

1. Scope
This policy is applicable to all persons who have, or are responsible for, any social
media account or page that officially represents a City department. It is established to
provide clear rules to guide City employees who request, supervise, manage, maintain,
administer or contribute to an official City of Bakersfield social media site, safeguard the
information provided on social media pages, and moderate information posted by others
on an official City of Bakersfield social media site. The City expects all who participate in
social media on behalf of the City to understand and to follow these guidelines. These
guidelines will evolve as new technologies and social networking tools emerge.

needed. Approval for additional staff members will be made on a case-by-
case basis and must be approved by the City Manager's Office. The names of
these individuals must be on file with the City Manager's Office prior to the
establishment of a page, and made current as soon as future changes occur.
Only those employees specifically authorized by their Department Heads are
permitted to access, manage, or otherwise utilize official City of Bakersfield
social media sites.
h. Any official City of Bakersfield social media site is required to include
language that the page is maintained by the City of Bakersfield and that it
follows the City's social media policy.
i. The City website will remain the City's primary and predominant internet
presence. All City of Bakersfield social media sites should link back to the
official City of Bakersfield website. Wherever possible, content posted to the
City's social media sites will also be available on the City's main website.
Content posted to the City's social media sites should contain links directing
users back to the City's official websites for in-depth information, forms,
documents or online services necessary to conduct business with the City.
j. Any and all communications from or by staff on a City of Bakersfield social
media site must be related solely to City business.
k. The City Manager's Office and Information Technology Division will also
monitor content on City social media sites to ensure adherence to both the
City's social media policy and the goals of the City.
I. The City reserves the right to restrict or remove any content that is deemed in
violation of this social media policy.
3. Employee Social Media Conduct
Employees representing the City of Bakersfield via social media must conduct
themselves at all times as representatives of the City and in accordance with all City
policies. Employees shall:

a. Represent the City of Bakersfield ethically, with integrity, and respectfully;
b. Be clear, accurate, and factual in their postings. Information is not to be
misrepresented;
c. Speak for the department they represent and not as an individual;
d. Act in an honest and straightforward manner;
e. Protect the privacy of information—no confidential and/or personal
information is allowed to be shared. City employees are required to follow
privacy protection laws;
f. Not engage in exchanges that are offensive and/or adversarial;
g. Respect brand, trademark, copyright, fair use, disclosure of processes and
methodologies, confidentiality, and financial disclosure laws;
h. Do not comment on anything related to legal matters or litigation;
i. Ensure they have any needed permissions before posting comments; and
j. Avoid language that is difficult for the public to understand.
4. Public Social Media Conduct
Users and visitors to social media sites will be notified that the intended purpose of the
site is to serve as a mechanism for quick communication between City Departments
and members of the public. City does not maintain records of such transitory
communications. City social media site articles and comments containing any of the
following forms of content are not allowed and subject to deletion:

commented upon;
Insults to the author (or commenters) of an article or post;
Profane language or content;
Content that promotes, fosters, or perpetuates discrimination on the basis of
race, creed, color, age, religion, gender, marital status, status with regard to
public assistance, national origin, physical or mental disability, or sexual
orientation, or any other basis protected by federal or state law;
Sexual content or links to sexual content;
Solicitations of commerce;
Use of City resources, including social media sites and websites, for
campaign purposes;
Conduct or encouragement of illegal activity;
Information that may compromise the safety or security of the public or public
systems; or content that violates or infringes on a copyright or other
proprietary right; or
Any violations of the site's Terms and Conditions

Effective Date
The following text is recognized as the Comment Policy of the City of Bakersfield and is
required to be posted on all official City of Bakersfield social media sites authorized by
way of this rule. These guidelines must be displayed to users or made available by
hyperlink. Any content removed based on these guidelines must be retained, including
the time, date and identity of the poster when available.
The City of Bakersfield (Department Name) welcomes and encourages all visitors of our
online communities to contribute comments which are related to responsibilities of and
topics pertaining to the Department. The (name of department/division) Social Media
account is operated by the City of Bakersfield and posts are made by a City of
Bakersfield staff inember.
Comments posted to this page will be monitored. The following postings/comments are
prohibited:
a. Comments not topically related to the administrator's posting;
b. Content that violates City policy, including abusive, harassing, intimidating,
vulgar, obscene and offensive communications, communications that defame
or libel others, and communications that infringe upon the privacy rights of
others;
c. Disparaging communications or jokes that are based on race, national origin,
marital status, gender, sexual orientation, disability, age, religion, or any other
characteristic protected under federal, state or local law;
d. Communications of any copyrighted materials, trade secrets,
information, or any other highly sensitive confidential information;

media. Concerns, complaints, and requests concerning the City should be directed to
City Hall or the appropriate City department. Posts or comments are not considered
delivery of notices or requests to the City, and it is not a substitute for public comment at
City meetings or other public forums. Further, all comments posted by a member of the
public are the opinion of the poster only, and publication of a comment does not imply
endorsement of, or agreement by the City, nor do such comments necessarily reflect
the opinions of the City of Bakersfield.

violation of the City's Use of Electronic Systems and Tools policy, and may be subject to
account termination without prior notice and/or may be subject to appropriate
disciplinary action, up to and including termination of employment. In addition, criminal
and/or civil remedies may be pursued. Violation of state and local laws will be referred
to the proper authorities.

Council Referral item #504 - Solar Panels vs. Utility Surcharge
Referral - Councilmember Maxwell requested that staff provide informat
the credit received by citizens for having solar panels could reduce reven�
from the utility surcharge.
Response - The utility surcharge revenues received by the City each yea
on the gross revenue receipts received by PG&E for their sale of elect
revenues are a product of two factors; the quantity of electricity used ar
they charge per unit of electricity. In theory, as more and more people
panels on their homes each residence individually would use less electric
utility providers. However, there are multiple factors to consider in dete
overall impact in aggregate from year to year regarding the City's collec�
surcharge revenues.
One factor is the total quantity of electricity used in Bakersfield. Even tr
individuals may use less electricity from year to year, others may use morE
The California Energy Commission produced a report in 2012 which
electricity demands for California through the year 2022. The report esi
consumption of electricity in California will grow by 0.44� to 1.28� per y�
the year 2022.
The second factor is the price paid per unit for the given quantity used
rates with PG&E have risen steadily over the past 30 years and accor
Energy Commission forecast rates for electricity will continue to rise betweE
13.1 � from 2010 to the year 2022.
The Building department has been tracking the number of residential s�
since the year 201 1. The attached chart shows four different statistics that
the above discussion points. The two lines on the bottom of the chart sho�
building permits and residential solar permits for the 201 1 to 2013 calendai
top two lines show (in relative terms) gross receipts of electricity revenue
surcharge revenues.
As you can see on the chart, while the number of solar permits excE
construction permits in both 201 1 and 2013, both revenue streams continu

million and the utility surcharge revenues grew from $4,325,000 to $4,695,00�
Given the relatively short data history available we would suggest that we
monitor this issue and report back to the Council periodically.
