RESOLUTION DETERMINING THAT CERTAIN DIGITAL
AERIAL IMAGERY COMPATIBLE WITH PHOTOMAPPER
SOFTWARE CANNOT BE REASONABLY OBTAINED
THROUGH USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFOR, NOT TO EXCEED $85,000
WHEREAS, City has numerous employees who depend upon aerial imagery to
accomplish their assignments; and
WHEREAS, City provides access to the aerial imagery for these employees through
the PhotoMappere software; and
WHEREAS, City currently has unlimited licensing for the PhotoMappere software;
and
WHEREAS, AirPhoto USA is the sole provider of the PhotoMappere software; and
WHEREAS, City has a need for up-to-date aerial photography within the City of
Bakersfield 2010 General Plan; and
WHEREAS, City has determined that it will be more efficient to continue with the
City's software for which AirPhotoUSA is the sole provider; and
WHEREAS, the Finance Director recommends the Council find said digital aerial
imagery cannot be reasonably obtained from more than one vendor because
PhotoMapper~ software is exclusive to AirPhotoUSA, and recommends that the Council
dispense with bidding in accordance with subsection D.2 of Section 3.20.060 of the
Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above-recitals are true and correct and incorporated herein by
reference.

The Digital Aerial Imagery cannot be reasonably obtained from more than
one vendor because this imagery must be compatible with the existing City-
wide software and because of the need to successfully integrate such
updated digital aerial imagery into the City's existing software to view such
aerials.
The Finance Director is authorized to dispense with bidding in accordance
with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
The expenditure of funds for said digital aerial imagery shall not exceed
$85,000.
