MILESTONES
The TRIP team would like to express our appreciation to the Kern County Board of SuK
demonstrated full support for the Thomas Roads Improvement Program by approving the adv
$40 million contribution at their meeting on June 10, 2014. The County has already invested r
million to move TRIP projects forward, and had pledged an additional $40 million to be deli�

Vice Mayor Weir asked staff to look into the possibility of identifying an �
opportunity zone south of the East Hills Mall.
At the Council meeting of June 4, 2014, Councilmember Weir requested
economic opportunity area (EOA) be created for an area around East Hills Mc
proposed to comprise the East Hills EOA is bounded by Haley Street o
Columbus Street on the north, Oswell Street on the east (including the co
zoned land on the east side of Oswell), and Bernard Street on the south.
The East Hills EOA will be included with the four other identified EOA's: Bakers
EOA, Mt. Vernon/Highway 58 Corridor EOA, 34th Street Corridor EOA, and Dow

Economic Development Strategy, currently being developed.

There are only two methods to establish a speed limit in California:

Caltrans has approved the use of radar speed feedback signs for use on stre
the State of California. These signs display the driver's current speed as they c
the sign. These type of signs can also record and store speed data and volu
This data can be downloaded and used to create reports.
However, the manufacturer does not recommend the use of radar display sigi
vehicle volume counts. Due to the nature of how radar operates, if vehicl�
roadway are densely packed or approximately the same size, this will
occasional missed counts or double counts affecting volume totals. Ea
