RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE
TO EMERGENCY DIGESTER CLEANING AT WASTEWATER
TREATMENT PLANT NO. 2, NOT TO EXCEED FIFTY -FIVE
THOUSAND DOLLARS ($55,000).
WHEREAS, on April 24, 2014 the Public Works Department authorized service
agreement PW14 -132 with Wastewater Solids Management Company in the amount of
$40,000 for cleaning of digester #4 at Wastewater Treatment Plant 2; and
WHEREAS, costs to clean digester #4 exceeded total costs approved on service
agreement PW14 -132 by $14,403.04 because the digester had not been cleaned since
originally constructed in 1998; and
WHEREAS, cleaning of digester #4 was fast tracked by staff because one of the
three digesters was already down and staff was experiencing difficulty getting another
digester back online; and
WHEREAS, digester #4 is the larger digester unit critical to have online to treat
sludge, and plant permits limits are negatively impacted, including overall plant failure,
by long term use of operating only one digester; and
WHEREAS, lack of sufficient digester sludge results in higher electrical costs
because cogeneration units cannot be utilized without the methane gas from proper
amount and digestion of sludge; and
WHEREAS, Wastewater Solids Management Company was authorized by the
Public Works Director to clean digester #4 at Wastewater Treatment Plant 2 since it had
the necessary material, equipment and expertise onsite to timely clean the digester in
order to get the digester operational as soon as possible.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above - recitals are true and correct and incorporated herein by
reference.
2. Based on the facts included in the above recitals, the work performed by
Wastewater Solids Management Company was of urgent necessity for the
preservation of life, health or property, thereby allowing the dispensing of
bidding requirements as set forth in Section 136 of the City Charter and
Section 3.20.060 of the Bakersfield Municipal Code.
3. The expenditure of funds to Wastewater Solids Management Company
described herein for the work, supplies, equipment and materials must not
exceed Fifty Five Thousand Dollars ($55,000).
