Public Presentations Andrew Barling from the Stockdale Learning Center, Mr. Strong from the Corporation for B� and Konrad Moore, Kern County Public Defender, all heard. 2. KC Sheriff, KC Probation, Bakersfield Police Department and District Attorney handoui data and comparison to last period. Lisa Green, Kern County District Attorney, heard regarding a press conference she will be h 2013 at 3p.m. to provide an update which will include gang prosecution statistics. 3. Project 180/Prevention Update Cindy Utez with the Department of Human Services provided a presentation with details ak partners. Review and take action on Strategic Plan 2013 Update Committee reviewed a draft of the strategic plan. Karen Goh heard regarding the necessity of intervention services. Councilmember Rivera mentioned statistics where individuals were arrested and releasE many times over and asked what types of services are available to target this type of repea Kim Albers, Executive Director of Garden Pathways, spoke about a program her organizatio target the type of individual mentioned by Councilmember Rivera. Garden Pathways provic preparation services to 18-24 year olds in the community to stop the cycle of repeat incarc was obtained for this program through the Department of Labor. Greg Gonzalez from Kern County Sheriff's office provided details on the types of programs � community partners as well as statistics on the volume of inmates released daily. No Action Taken. 5. Discussion of Current Jail Capacity Issues Kern County Sheriff Youngblood provided an update on the County Jail capacity. Due tc restrict jail capacity, inmates now serve approximately 22% of their sentence. Kern Count also consists of nearly 100 multi-year sentenced inmates. In addition, California is now f� where 10,000 additional state inmates may be released. 6. Q & A / Discussion None heard. 7. Committee Member Announcements or Reports Councilmember Johnson requests the addition of an agenda item to be considered at regarding the direction, goals, and scope of the Committee. Councilmember Sullivan reaffirmed the importance of the committee and applaudec participation of those from the City of Bakersfield, County of Kern, as well as all invol groups. Late last year, a second Mandatory Supervision Unit was established to assist in thf supervision on the growing number of offenders being sentenced pursuant Penal Cc Section 1170(h)(5)(B). These offenders have been ordered by the Court to an invo: term of supervised release following a term in local custody. The Mandatory Supe� Units receive approximately 50 offenders per month. The High Risk Offenders Unit has been collaborating with the Bakersfield Police Department in targeting criminal activity, including participation in criminal street in the Bakersfield area. The High Risk Offender Unit, along with the Gang Interve and Suppression Team, organized a department-wide targeted gang sweep in the m Bakersfield area. The Gang Intervention and Suppression Team continues to supervise high risk, gan related offenders while also proactively working to suppress gang activity in the mE Bakersfield area. In addition, the Gang Intervention and Suppression Team continl prepare and provide gang expert testimony for gang related criminal cases initiated Probation Department. The attached statistics are derived from the monthly activity of the six Kern Count� Probation Department units which supervise and contact the majority of probatione affiliated with criminal street gangs in Kern County.
