Each message showed a great depth of emotion on this topic, and we want everyone to know that we heard you. As a result, the engraved bricks will not be removed from the Plaza, and we will eliminate tripping hazards by other means. Again, we thank each and every person who took the time to contact City staff and the City Council to offer their input, and we sincerely apologize for the concern that was caused. Good News:  We received the E76 on the Beltway Operational Improvements. The federal earmark amount is $88 million. These are improvements along SR-99, SR-58 and the Rosedale off-ramp. The Gas Tax legislation expires in the middle of September, so we have been trying to secure it before that- which was done. This also allows us to go to bid. The opening date has not yet been set. Congress approved an extension of the Gas Tax legislation to May, 2015. That bill will now go to the President for signature.  Attached you will find the monthly TRIP Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. This is the fifth edition of this important report.  The City of Bakersfield has made live its Facebook and Twitter accounts. Fire, Police and Recreation and Parks have received numerous likes and followers. The City is happy to provide its citizens with relevant and timely information that addresses their specific needs. The front page of the City website has also been restructured so that it is more user friendly. We will continue to look for ways to reach out and serve our community.  Per the State Mandate on water conservation, the City of Bakersfield had to close its spray parks early on Tuesday, July 29th. To offset the early closures, the City will offer free and discounted swimming at its pools. General Information August 1, 2014 Page 2  Councilmember Hanson and I had the opportunity to attend the groundbreaking ceremonies for Belcourt at Seven Oaks on Wednesday, July 30th. Belcourt will be a pedestrian and bicycle friendly housing development by Woodbridge Pacific as a part of the West Ming specific plan. It also represents a step on the road to economic recovery.  The Hosking’s Interchange project is out to bid. August 27th is the date scheduled to open bids and we plan on awarding September 10th!  The next projects up are Rosedale Highway, we hope the documents are processed in the near future, and then some months down the path, the 178 widening from Canteria to Miramonte. Miscellaneous News: • I will be on vacation the week of August 4th through 8th. Chris Huot will be in charge during my absence and the staff will have my contact information in the event that I need to be contacted. • PG&E has an upcoming community event. They are conducting this event since their residential rates are changing today, August 1st. This new rate structure will even change CARE customer’s rates. The event will be held Wednesday, August 13th from 5:00 – 8:00 p.m. at the MLK Community Center. Please see attachment for more details. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. MILESTONES GREAT NEWS: The City of Bakersfield received the E76 for construction of the Beltway Operational Improvements project on July 31st, encumbering and protecting $88 million of the federal earmark secured by Congressman Bill Thomas (retired) in the 2005 Transportation Act. This project will improve safety and traffic operations along State Route 58 and State Route 99/Ming Avenue by making various improvements to interchange ramps and constructing auxiliary lanes. The project also includes construction of retaining walls and soundwalls. The design consultant is currently working on the construction bid package, and the project is expected to be advertised for construction soon. TRIP has advertised the State Route 99/Hosking Avenue Interchange for construction. Bids are due on August 27, 2014 by 11 a.m. This project will improve circulation and access in this fast-growing area in south Bakersfield, benefitting existing and planned residential and commercial developments. The new access point to/from State Route 99 will improve operations on adjacent interchanges and arterial roadways. The project will also support jobs in the local construction industry, as well as a variety of local suppliers and vendors. The circulation period for the Centennial Corridor draft environmental document closed July 8th, and the team has started work on the final environmental document. A total of 81 individuals/public agencies responded during the comment period. Many submitted multiple comments, and the total number of individual comments to be addressed in the final environmental document stands at 308. In comparison, the 24th Street Improvement Project received 284 submissions, plus 328 individual signatures on various petitions. The total number of individual comments for the 24th Street project topped 1,700. Right-of-way activities for Centennial Corridor are underway for the 100 property owners who have requested early acquisition; 23 offers have been accepted. PROJECTS UNDER CONSTRUCTION Three TRIP projects are currently under construction. The State Route 99/Hosking Avenue Interchange has been advertised for construction and will now be listed under this category. Please see page 4 for photos. Westside Parkway 6C Contractor: Security Paving Company 48% complete; anticipated completion: late 2014 The contractor is erecting falsework for the west half of the Renfro Road Bridge, and anticipates placing concrete for the stem and soffit (girders and the bottom of the bridge) in late August. Construction activities continue throughout the work zone. Upcoming activities include fine grading in preparation of placing the base layer of concrete on the freeway lanes, finish paving for the westbound loop on-ramp at Allen Road, work on the sewer lift station at Renfro Road, completing the retaining wall for the Allen Road eastbound off-ramp, barrier rail installation, and electrical work for signals and lighting throughout the project. August 2014 TRIP Status Report TRIP Status Report August 2014 Page 2 State Route 58 Gap Closure Contractor: Security Paving Company 31% complete; anticipated completion: late 2014 While much of the work has focused on bridge widening in recent months, motorists will soon see activity increase for the new freeway lanes. The contractor recently re-striped and placed concrete barrier rail along the westbound lanes, and roadway excavation within the median is expected to move forward in August. The Cottonwood Road Bridge has been post-tensioned and the completed deck has been lowered into place. Work will continue at Cottonwood Road while the contractor completes wing walls and ties the new bridge abutments into the pre-existing structure. Falsework has been erected at Madison Street, and concrete pours are planned in the next few weeks. The P Street Bridge will be post-tensioned and lowered into place in August. Work on the retaining wall adjacent to the H Street westbound on-ramp continues. State Route 178/Morning Drive Interchange Contractor: Granite Construction 42% complete; anticipated completion: The Morning Drive Bridge is underway. The “rat slab” has been placed and the contractor is currently placing the rebar for the bridge stems and soffit. Drainage system work continues at the east end of the project. Drainage system work, in coordination with extensive utility relocations, is also underway along Morning Drive. Other ongoing work includes construction of the soundwall adjacent to the Canyon Hills Church residential units, and roadway grading for the future freeway lanes. State Route 99/Hosking Avenue Interchange Right-of-way certified on July 1, 2014 Advertised on July 28th; bids are due August 27, 2014 by 11 a.m.; Engineers’ estimate: $19 million The existing 2-lane Hosking Avenue overcrossing bridge will be demolished and replaced with a new 6-lane overcrossing with a curbed median, and sidewalks and shoulders on both sides of the road. The project will widen Hosking Avenue east and west of the overcrossing to meet the City's major arterial standards. The project follows Caltrans' recently enacted polices regarding minimizing landscaping and resulting irrigation. PROJECTS IN DESIGN AND RIGHT-OF-WAY Two projects are in the early stages of final design, while three are moving rapidly toward construction. Beltway Operational Improvements Designer: Parsons Design 100% complete; Right-of-Way 100% complete; Anticipate bidding: Late summer 2014 100% plans were circulated for Caltrans signatures and approval in July E76 for construction of this project was received on July 31st (The federal earmark amount is $88 million.) Right-of-Way was certified on July 9th Rosedale Highway Designer: Mark Thomas Company (MTC) Design 100% complete; Right-of-Way 90% complete; Anticipate bidding: Fall 2014 Completion of Plans: July 2014 The draft PS&E certification (Plans, Specifications & Estimates) and draft E-76 for construction were provided to Caltrans on July 30th. Final PS&E approval is expected in August. Anticipated Right-of-Way completion: Summer 2014 • 99 Ownerships (105 parcels - Temporary Construction Easements and Permanent) - 89 ownerships have closed escrow/3 are currently in escrow - 7 ownerships are in condemnation TRIP Status Report August 2014 Page 3 State Route 178 Widening Designer: TYLin International Design 98% complete; Right-of-Way 25% complete; Anticipate bidding: late 2014 Completion of Plans: August 2014 - Caltrans approval of final plans and specifications is anticipated in August - Work is underway to obtain environmental permits, revalidation and certification Anticipated Right-of-Way completion: Fall 2014 • 40 Ownerships - All appraisals are complete; all offers have been presented - 6 ownerships have closed escrow; 8 purchase agreements signed and escrows opened - 12 ownerships (20 parcels) had RONs approved by City Council on July 16th 24th Street Improvement Project Designer: TYLin International (TYL) Design 4% complete; Right-of-Way 25% complete; Anticipate bidding: 2015 Final design is underway • Project development team meetings are being held and initial design work has begun • Survey crews have been working along 23rd and 24th Streets, with the majority of work taking place outside the roadway Property acquisitions are underway • 23 residential properties; approx. 40 partial acquisitions and Temporary Construction Easements - 12 appraisals are complete; 11 appraisals are in progress - 6 offers have been accepted Hageman Flyover Design: Caltrans Design 0% complete; Right-of-Way 0% complete The Final Environmental Document was signed on May 19, 2014 Survey information is being collected for final design PROJECTS UNDER ENVIRONMENTAL REVIEW Centennial Corridor Caltrans lead; Environmental Consultant: Parsons 80% to final environmental document completion; Right-of-Way 10% complete (single family properties) The public circulation period for the draft environmental document ended on July 8th and work has begun on the final environmental document. 81 people/agencies submitted a total of 308 individual comments on the draft environmental document. All comments will be addressed in the final environmental document. 118 soundwall surveys (out of 225) were returned. Because soundwalls would be constructed within Caltrans ROW, the proposed soundwalls are assumed to be part of the Centennial project unless 50% of the votes from responding benefitted properties oppose the soundwall. Out of eight proposed soundwalls, Caltrans received a “Yes” majority for six. Only one property owner/resident responded no to a soundwall. As requested by Council Member Maxwell, staff from the Operations Division has been conducting additional traffic enforcement on the 24th Street Corridor during the past week. These enforcement efforts resulted in 193 citations, five vehicle impounds, two warrant arrests, one Felony narcotic arrest, and one Grand Theft Auto recovery and arrest.
