The purpose of this work was to collect soil samples as required by the City of Bakersfield Fire Department (CBFD). This report also presents the results of over - excavation activities conducted to address hydrocarbon- impacted soil encountered beneath the former dispensers and product piping. BACKGROUND Site Description The subject site is an active Texaco service station located on the northeast corner of the intersection of Gosford Road and White Lane in Bakersfield, California (Figure I and 2). The property is currently occupied by a service station building with a mini -mart, three 10,000 - gallon and one 12,000 - gallon underground fuel storage tanks (USTs), two dispenser islands, and a car wash. The property is currently occupied by a service station building with a mini -mart, three 10,000 - gallon and one 12,000 - gallon underground fuel storage tanks (USTs), two dispenser islands, and a car wash. t e August 21, 2001 Page 2 Previous Environmental Activities On January 19, 2000, Pacific Environmental Group (PEG) conducted a Phase II environmental assessment at the subject site (PEG, February 2000). Six soil borings were advanced to depths of 20 to 40 feet below ground surface (bgs). Soil analytical results revealed low -level hydrocarbon impact near the USTs and northwest dispenser island (soil borings BB -1, BB -2, and BB -6). Soil boring locations are shown in Figure 2. Historical soil boring analytical results are presented in Table 1. Geology and Hydrogeology The geologic conditions in the site vicinity are characterized by alluvial deposits underlain by marine and non - marine sedimentary units, metamorphic rocks, and crystalline basement material. Surface and near - surface soil is designated by the U.S. Geological Survey (USGS) as older alluvium, deposited in northwest- dipping alluvial fans resulting from outwash from the Sierra Nevada mountain range to the east. This alluvium is composed primarily of poorly - graded and unconsolidated sands, sandy gravels, and occasional discontinuous lenticular bodies of sandy clay and silt. Regionally, the surface of these old alluvial fans is undulatory, with a distinct dip toward the Kern River to the northwest of the site. The site itself is located along one of the crests of the alluvial fan surface 'ripples', at an elevation of approximately 390 feet above mean sea level (MSL). The total thickness of the alluvial fan deposits is estimated to range from approximately 600 feet west of the site to over 4,000 feet near the Sierra Nevada Mountains. The site lies within the Edison hydrogeologic sub -area of the Edison - Maricopa area. Uppermost groundwater within this area occurs within the old alluvial fan deposits. In the site vicinity, deeper aquifers of limited areal extent are present in the consolidated non - marine sedimentary units and within fracture zones of the crystalline basement rock. The most prominent subsurface features controlling the groundwater flow direction are the groundwater barriers formed by the northwest -to- southeast trending Edison fault and subparallel splays of this fault, located south and north of the site, respectively. Site Specific Geology and Hydrogeology Based on soil samples collected during this station upgrade and a previous site assessment PEG, February 2000), site lithology consists of interebedded sand, silty sand and sandy silt to a total depth of 40.5 feet bgs. Groundwater was not encountered during any site activities. PERMITTING ACTIVITIES EQUIVA's general contractor, LC Services (L( ern Coun v n nmental Health Services Modification Modification Permit from the KCEHS A copy of the 1' N:\ data \PROJECn705 - equiva \Gosford -160 \829246 \upgrade)- overex -7 -01 #2.doc n August 21, 2001 Page 3 FIELD ACTIVITIES UST Sumps, Dispensers, and Product Piping Removal and Soil Sampling On July 5, 2001, IT collected soil samples beneath four product dispensers and associated product piping as specified by Inspector Underwood of the CBFD. IT personnel conducted sampling under the oversight of a California Registered Geologist. A total of 20 soil samples were collected from beneath the dispensers and piping for laboratory analysis. All soil samples were collected from the excavator bucket. Eight soil samples were collected from beneath the dispensers, at approximately depths of 4 to 8 feet bgs. Twelve soil samples were collected from beneath the product piping at approximate depths of 4 to 14 feet bgs. Soil samples were collected in 4 ounce glass jars, sealed with Teflon lined lids, labeled, stored on ice for transport with the appropriate chain -of- custody documents, and submitted to Calscience Environmental Laboratories, Inc. (CEL), in Garden Grove, a California state - certified laboratory. A total of eight pea - gravel /soil samples were collected from the stockpiles, generated during the uncovering and removal of the UST sumps, dispensers, and product piping, for laboratory analysis. A summary of soil analytical results is included in Table 2. Certified Laboratory Analytical Results and Chain of Custody Documents are included in Appendix B. Limited Over - Excavation Activities Low levels of TPH -g, TPH -d, and MtBE were detected beneath and adjacent to dispenser D -1 and piping locations P -1 and P -2 (Figure 2). On July 17, 2001; LC and IT performed limited over - excavation activities beneath dispenser D -1 and piping locations P -1 and P -2 and removed approximately 50 cubic yards (approx. 67 tons) of soil. The excavation was stopped at approximately 10 feet bgs beneath the dispenser and 20 feet beneath the piping. Using the excavator bucket, a total of eight soil samples were collected during the over - excavation activities (Figure 2). A total of four soil samples were collected from the stockpile, generated during the over - excavation activities, for laboratory analysis. A summary of the over - excavation soil analytical results is included in Table 2. Certified Laboratory Analytical Results and Chain of Custody Documents are included in Appendix B. LABORATORY ANALYSES Soil samples collected during site activities were submitted to CEL, in Garden Grove, California. All soil samples were analyzed for total petroleum hydrocarbons as gasoline and diesel (TPH -g and TPH -d) by EPA Method 8015 Modified. Soil samples collected beneath the dispensers and piping were analyzed for benzene, toluene, ethylbenzene, and total xylenes BTEX compounds), and fuel oxygenate compounds including methyl -tert -butyl ether MtBE), diisopropyl ether (DIPE), ethyl t -butyl ether (ETBE), tert-amyl methyl ether N : \data \PROJ ECT\705- equiva \Gosford -160 \829246 \upgradel - overex -7 -01 #2.doc 1 1 1 August 21, 2001 Page 4 TAME), and tert-butyl alcohol (TBA) using EPA Method 8260B. Soil samples collected during the over - excavation activities were analyzed for BTEX compounds and MtBE by EPA Method 8021B, and all MtBE hits found by 8021B were confirmed by EPA Method 8260B. A summary of the soil analytical results is included in Table 2. Certified Laboratory Analytical Results and Chain of Custody Documents are included in Appendix B. PRODUCT PIPING AND HYDROCARBON- IMPACTED SOIL On July 7, 2001, the product piping was transported to Ecology Control Industries (ECI) of Fontana, California, as non - hazardous waste solid. Approximately 300 cubic yards of pea gravel was generated during excavation of the UST tops, product dispensers and piping prior to July 5, 2001. Pea - gravel stockpiled during the station upgrade was used as backfill. The excavations were backfilled and compacted under the direction of LC. Approximately 50 cubic yards (approximately 67 tons) of hydrocarbon- impacted soil was generated during over - excavation activities performed within select dispenser and piping areas on July 17, 2001 (Figure 2). On July 31, 2001, the stockpiled soil was transported to TPS Technologies Soil Recycling in Adelanto, California, for disposal. The waste manifests are included in Appendix C. ANALYTICAL RESULTS Dispenser Areas. TPH -g and TPH -d concentrations were detected in soil sample D -1, 4 feet bgs, at 10 and 210 milligrams per kilogram (mg/kg), respectively. Benzene concentrations were not detected in any samples collected beneath the dispensers. MtBE concentrations were detected in soil samples beneath dispensers D -1, D -3, and D -4, at depths ranging from 4 to 8 feet bgs, and concentrations ranging from 0.028 to 0.29 mg/kg, by EPA Method 8260. Product Piping Areas. TPH -g concentrations were detected in piping soil samples from P -1 and P -2, at depths ranging from 8 to 12 feet bgs, and at concentrations ranging from 0.78 to 7.9 mg/kg. TPH -d was detected in piping sample P -2, 10 feet bgs, at a concentration of 31 mg/kg. Benzene was not detected in any of the soil samples collected beneath the product piping on July 5, 2001. MtBE concentrations were detected in all piping soil samples except P -2, at 10 feet bgs. MtBE concentrations ranged from 0.011 to 16 mg/kg. Pea Gravel/Soil Stockpile. TPH -g was detected in stockpile sample SP -1 -A at a concentration of 15 mg/kg. TPH -d and benzene were not detected in any stockpile samples collected on July 5, 2001. L N:\ data \PROJEC71705 - equiva \Gosford -160 \829246 \upgradel - overex -7 -01 #2.doc 1 August 21, 2001 Page 5 ANALYTICAL RESULTS - OVER - EXCAVATION ACTIVITIES A total of eight confirmation soil samples were collected for analysis during over - excavation activities (P -1 -20, P- 1 -WS20, P- 1 -ES18, P -2 -20, P- 2 -WS20, D -1 -1 -, D- 1 -NS10, and D -1- WS 10). Dispenser Area. TPH -g, TPH -d, and benzene concentrations were not detected in any of the soil samples collected beneath dispenser D -I during over - excavation. MtBE concentrations were detected beneath D -1, in the north and west sidewall samples (D- 1 -NS -10 and D -1- WS10) at 0.026 and 0.042 mg/kg, respectively, by EPA Method 8021B, and 0.014 and 0.0088 mg/kg, respectively, by EPA Method 8260B. Product Piping Areas. TPH -g concentrations were detected in all confirmation soil samples from the bottom and sidewalls of P -1 and P -2 at depths of 18 to 20 feet bgs, ranging from 3.5 to 7.9 mg /kg. TPH -d and benzene were not detected in any of the over - excavation soil samples from P -1 and P -2. MtBE concentrations were detected in all confirmation soil samples from the bottom and sidewalls of P -1 and P -2 at depths of 18 to 20 feet bgs, ranging from 4.4 to 10 mg /kg by EPA Method 8021 B, and 6.1 to 16 mg/kg by EPA Method 8260B. Soil Stockpile. TPH -g concentrations were detected in all of the over - excavation stockpile soil samples ranging from 1.5 to 3.3 mg/kg. Benzene concentrations were not detected above laboratory detection limits in soil samples collected from the stockpiled pea gravel /soil generated during station upgrade activities. Over - excavation soil analytical results are presented in Table 2. Certified Laboratory Analytical Results and Chain of Custody Documents are included as Appendix B. CONCLUSIONS The dispensers and associated product piping were properly removed and disposed as documented in this report. In general, elevated concentrations of TPH -g and MtBE were identified in the soil samples collected from beneath the dispensers and piping. Based on the results of sampling activities, IT concludes the following: TPH -g and TPH -d concentrations in soil beneath dispenser D -1 decreased from 4 to 10 feet bgs (the maximum depth explored), while MtBE concentrations decreased from 4 to 8 feet bgs and increased from 8 to 10 feet bgs. Hydrocarbon- impacted soil beneath the product piping increased from 4 to 20 feet bgs (the maximum depth explored). Over - excavation sample analytical results indicate that shallow source area hydrocarbons have been removed to approximately 10 feet bgs beneath the dispensers and approximately 20 feet bgs beneath piping. Low -level TPH -g impacted soil is still present at or below 20 feet bgs in the vicinity of piping samples P -1 and P -2. Given the low -level hydrocarbon concentrations remaining in soil near sample areas P -1, P -2, and D -1, and low -level hydrocarbon concentrations encountered during previous assessment activities (Table 1), IT believes that no further action is warranted at this time.
