This is to inform you that this department has reviewed the results of the soils analyses from the well destruction and abandonment for the above mentioned location. Based upon the information provided, this department has determined that appropriate actions have been completed, and that at this time, no further investigation, remedial or removal action or monitoring will be required for this site. Nothing in this determination shall constitute or be construed as a satisfaction or release from liability for any conditions or claims arising as a result of past, current, or future operations at this location. Nothing in this determination is intended or shall be construed to limit the rights of any parties with respect to claims arising out of or relating to deposit or disposal at any other location of substances removed from the site. Nothing in this determination is intended or shall be construed to limit or preclude the Regional Water Quality Control Board or any other agency from taking any further enforcement actions. This letter does not relieve the parties involved of any responsibilities mandated under the California Health and Safety Code and California Water Code if existing, additional, or previously unidentified contamination at the site causes or threatens to cause pollution or nuisance or is found to pose a threat to public health or water quality. In a letter dated September 17, 2010, the CBFD (Attachment A) granted closure of this case requiring abandonment of all dual nested soil vapor wells (VEW -1 through VEW -5). The purpose of this report is to document the soil vapor well abandonment activities. Well names, depths, and abandonment methods are described in the following table and summarized in Table 1. Wells VEW -1, VEW -2, VEW -3 and VEW -5 were over drilled to total depth and backfilled using the tremie method with neat cement (portland cement with approximately 5% bentonite). Well VEW -4 was pressure grouted with neat cement at a pressure of approximately 25 pounds per square inch (psi). WASTE DISPOSAL A total of 25 drums of waste material (18 drums of soil, six concrete debris drums and one drum of decontamination water) were generated during well abandonment activities and stored on -site in Department of Transportation (DOT)- approved 55- gallon. The drums were sealed and labeled in accordance with SHELL and DELTA protocols. The waste was temporarily stored on the subject property pending transportation to an appropriate disposal facility. The waste inventory record is presented in Attachment C. REMARKS t This report represents DELTA's professional opinions based upon the currently available information and are arrived at in accordance with currently acceptable professional standards. This document is based upon a specific scope of work requested by the client.
