Report for the above referenced site.
This quarterly report represents DELTA's professional opinions based upon
the currently available information and are arrived at in accordance with
currently acceptable professional standards. This report is based upon a
specific scope of work requested by the client. The Contract between DELTA
and its client outlines the scope of work, and only those tasks specifically
authorized by that contract or outlined in this report were performed. This
report is intended only for the use of DELTA's Client and anyone else

The Arvin Edison Canal is located approximately 790 feet east of the
site location. Buena Vista Lake Bed is located approximately 1020
feet northeast of the site. The nearest municipal well (CBK 15 -01) is
located approximately 3,909 feet southwest of the site.
Soils encountered on site consists primarily of fine- grained sand- to
approximately 65 feet below ground surface (bgs). A sandy to silty
clay layer was encountered above approximately 12 feet bgs.
Monitoring and Natural Attenuation
Soil Vapor Extraction wells are currently installed on -site.

I have reviewed the work plan for the Shell Station located 4550
Gosford Road, Bakersfield Ca. I would like to see some changes in the
location of the borings including the addition of one more boring (CB-
4). First, move CB -2 closer to VEW 1A and 1 B, and add CB-4 (new) in
the vicinity of VEW 2A and 2B so we could capture a better
representative sample in the heaviest contaminated area. Second,
readdress the sensitive receptor section of your work plan, these
schools and care centers do not exist in the area.
Please resubmit a correction action plan to this office within 30 days
from receipt this letter. The work plan should follow the guidelines
found in: Appendix A: Reports, Tri- Regional Board Staff
Recommendations for Preliminary Investiaation and Evaluations of
Underground Tank Sites: 16 April 2004.

On behalf of Equilon Enterprises LLC dba Shell Oil Products US (SHELL), Delta
Consultants (DELTA) respectfully submits this Revised Work Plan for Soil
Confirmation Borings in response to the August 3, 2009 City of
Bakersfield Fire Department (CBFD) correspondence (Appendix A) for
DELTA the above - referenced site. The correspondence was in response to the
DELTA Workplan for Soil Confirmation Borings, submitted June 19,
2009, and expressed CBFD concern regarding the quantity and location of
the proposed soil confirmation borings, as well as information contained in
the sensitive receptor section of the workplan. This addendum addresses
each of the concerns in the August 3, 2009 CBFD correspondence. The
objectives of this work plan are to evaluate the potential for remaining vadose
zone impacts at the subject site in anticipation of case closure. DELTA proposes to
conduct on -site soil sampling at three confirmation soil borings (CB -1, CB -2, and C13-3)
in selected locations to determine soil conditions.
This work plan has been prepared to comply with the California Code of
Regulations, Title 23, Division 3, Chapter 16, Article 11. The following
site background information is provided and followed by a detailed scope
of work for the proposed site assessment. All work will be performed
under the supervision of a California- professional geologist and/or
professional civil engineer.

Background
Site Description
The subject site is currently an active Shell branded service station located on the northeast corner of the
intersection of Gosford Road and White Lane in Bakersfield, California (Figure 1). The site is located in a
commercial area of Bakersfield. The service station consists of three 10,000 - gallon and one 12,000- gallon gasoline
underground storage tanks (USTs), two dispenser islands each equipped with two multi - product dispenser pumps, a
carwash, and a station building (Figure 2).

Regional Geology and Hydrogeology
The geologic conditions in the site vicinity are characterized from alluvial deposits, underlain by marine and non -
marine sedimentary units, metamorphic rocks and crystalline basement material. Surface and near - surface
conditions as designated by the U.S. Geological Survey are older alluvium, deposited in northwest- dipping alluvial
fans resulting from outwash from the Sierra Nevada mountain range to the east. This alluvium is composed
primarily of poorly graded and unconsolidated sands, sandy gravels and occasional discontinuous lenticular bodies
of sandy clay and silt. Regionally, the surface of these old alluvial fans is undulatory, with a distinct dip toward the
Kern River to the northwest of the site. The site itself is located along one of the crests of the alluvial fan surface
ripples" at an elevation of approximately 363 feet above mean sea level (amsl). The total thickness of the alluvial

fan deposits is estimated to range from approximately 600 feet west of the site to over 4,000 feet near the Sierra
Nevada Mountains.
The site lies within the Edison hydrogeologic sub -area of the Edison Maricopa area. Uppermost groundwater
within this area occurs within the old alluvial fan deposits. In the site vicinity, deeper aquifers of limited areal
extent are present in the consolidated non - marine sedimentary units and within fracture zones of the crystalline
basement rock. The most prominent subsurface features controlling the groundwater flow direction are the
groundwater barriers formed by the northwest to southwest trending Edison Fault and subparallel splays of this
fault, located south and north of the site, respectively (WGR, 2003b). Depth to water in the vicinity of the subject
site was approximately 140 feet below ground surface (bgs) in February 2009, according to California Water
Service records.
Site Specific Geology and Hydrogeology
The soils encountered at the site during vapor extraction well installation activities conducted in September 2003
consisted primarily of fine- grained sand to the total depth explored of approximately 85 feet below ground surface
bgs). A sandy to silty clay layer was encountered above approximately 12 feet bgs.
Well Receptor Information
The nearest surface water body is the Arvin Edison Canal, which is field- verified to be approximately 790 feet east
of the site. The Buena Vista Lake Bed is located approximately 1,020 feet northeast of the site. The nearest well
CBK 14) is approximately 3,800 feet southwest of the site; it has been measured from 01/1989 through 02/2009
and has an average groundwater elevation of 179 feet below ground surface (bgs). Well CBK 16 is located
approximately 4,000 feet south of the site; it has been measured from 04/1989 through 02/2009 and has an average
groundwater elevation of 185 feet bgs. Well CBK 30 is located 4,200 feet southeast of the site; it has been
measured from 05/1995 through 02/2009 and has an average groundwater elevation of 191 feet bgs.
Sensitive Receptors
The site is located in a primarily commercial area with some residential areas nearby. According to the sensitive
receptor survey performed by DELTA in 2005, a day care center and a school are located within a half -mile radius
from the site. Cindy Bear Day Care is field- verified to be 1,926 feet northeast of the site, and Tevis Junior High
School is field- verified to be 2,003 feet west of the site. On June 10, 2009, DELTA office verified the location of
Tevis Junior High School, but was unable to office verify the location of Cindy Bear Day Care. The location of
Cindy Bear Day Care will be field verified during field activities proposed in the workplan and addendum.
Proposed Scope of Work
DELTA previously proposed to conduct confirmation soil sampling to evaluate the potential for remaining vadose
zone impacts by advancing three confirmation soil borings (CB -1, CB -2, and CB -3) to approximately 100 feet bgs
or until refusal is encountered utilizing a truck - mounted drill -rig equipped with hollow -stem auger.

The three proposed soil boring locations, (CB -1, CB -2, and CB -3), were chosen based on the May 8, 2009 meeting
with the City of Bakersfield Fire Department, SHELL, and DELTA. Confirmation boring CB -1 is proposed in the
vicinity of VEW -5A, VEW -5, BB -9, BB -18, and BP -3 and is approximately 15 feet northwest of the existing tank
pit. Boring CB -2 is proposed approximately 50 feet southwest of the existing tank pit. Boring CB -3 is proposed
approximately 30 feet south by southeast of the existing tank pit.
As a result of a telephone and e-mail correspondence between Mr. Craig Perkins of the CBFD and Mr. Philip
Gilchrist of DELTA on September 4, 2009 and September 9, 2009 respectively, DELTA proposes to relocate two
of the originally proposed confirmation soil borings, CB -2 and CB -3. The alternative location for confirmation
boring CB -2 is proposed in the area of vapor wells VEW -lA and VEW -113, approximately 20 feet north of the
former proposed location. The alternative location for confirmation boring CB -3 is proposed approximately 18 feet
northwest of the former proposed location. The proposed location of confirmation boring CB -1 will not change.
The former and current proposed locations for these confirmation borings are shown on Figure 2.
In the August 3, 2009 CBFD correspondence, the CBFD also recommended adding a fourth confirmation soil
boring in the vicinity of vapor extraction wells VEW -2A and VEW -213. Subsequent to telephone conversations
between Mr. Perkins and Mr. Gilchrist, the alternative proposed locations of confirmation borings CB -2 and CB -3
appear to address the concerns that the additional confirmation boring would have addressed, and therefore the
fourth boring will not be required at this time.
Pre -Drill Activities
Upon approval of the work plan DELTA will visit the site and vicinity prior to drilling to clearly identify and mark
the proposed drilling locations. DELTA will then supervise a geophysical contractor who will perform a
geophysical survey; contact Underground Services Alert a minimum of 48 -hours prior to drilling; arrange the
drilling schedule and coordinate with a drilling contractor who will mobilize drilling equipment and materials. A
site - specific health and safety plan will be prepared by DELTA and followed during field activities. Notifications
regarding the field activities will be made in advance to the appropriate agencies and property owners.
Drilling Activities
Prior to drilling, each boring location will be cleared using air -knife equipment to a depth of approximately eight
feet bgs. Soil samples will be collected at five foot sampling intervals, beginning at approximately 10 feet bgs, to a
total depth of approximately 100 feet bgs or until practical refusal is encountered. Soil samples will be collected
using a 2 -inch diameter California modified split -spoon sampler. At each sampling interval, the soil samples will
be collected and logged using the Unified Soil Classification System and samples will be retrieved in 2 -inch
diameter brass sleeves. The sleeves will be sealed at each end with TeflonTM lined plastic end caps and labeled in
accordance with specified sampling procedures. The brass sleeves will be stored on ice for transport with the
appropriate chain -of- custody documentation to a state - certified analytical laboratory.
During sampling operations, all soil samples will be field screened for the presence of volatile organic compounds
VOCs) by headspace analysis using a photo - ionization detector (PID) calibrated to 100 parts per million by
volume of isobutylene. PID readings will be recorded on the boring logs

Once each boring is completed it will be backfilled with bentonite grout and/or hydrated bentonite chips to
approximately three feet bgs. The remaining space will be backfilled with compacted native soil, capped with
asphalt patch, or concrete and matched to the existing surface.
Equipment Decontamination
All down -hole sampling equipment will be washed between samples in a non - phosphate detergent, and triple rinsed
with distilled or deionized water.
Disposal of Drill Cuttings and Rinseate
Any excess soil cuttings and rinseate generated during drilling activities will be placed in Department of
Transportation (DOT)- approved 55- gallon drums. The drums will be sealed and labeled in accordance with
SHELL's protocols and each drum will be identified on a waste inventory form. The soil cuttings and water will
be placed on the Shell service station property at the end of each workday, pending analytical results. Upon proper
characterization, the drums will be transported, under appropriate manifests, by a state - licensed transporter.
Laboratory Analyses
Soil and groundwater samples will be submitted to a California certified hazardous waste analytical laboratory for
chemical analyses. Selected soil samples will be analyzed for TPH -d by EPA method 801513; and for TPH -g
benzene, toluene, ethylbenzene, and total xylenes (BTEX compounds); and fuel oxygenates (including MTBE,
ETBE, DIPE, TBA, TAME and ethanol) by EPA Method 8260B.
Data Analysis and Reporting
Following completion of field activities and receipt of all analytical results, a confirmation report will be prepared
summarizing the findings of the above described tasks, presenting conclusions and recommendations. In addition,
the report will include a site location map, description of field activities conducted, tables summarizing laboratory
analytical results, laboratory reports, and chain -of- custody documentation. The report will be submitted to the City
of Bakersfield Fire Department within 90 days of receipt of the final analytical report.
Concluding Remarks
The recommendations contained in this work plan represent DELTA's professional opinions based upon the
currently available information and are arrived at in accordance with currently acceptable professional standards.
This work plan is based upon a specific scope of work negotiated with the City of Bakersfield Fire Department.
The Contract between DELTA and its client outlines the scope of work, and only those tasks specifically
authorized by that contract or outlined in this work plan will be performed. This work plan is intended only for the
use of DELTA's Client and anyone else specifically listed on this report. DELTA will not and cannot be liable for
unauthorized reliance by any other third party. Other than as contained in this paragraph, DELTA makes no
express or implied warranty as to the contents of this work plan.

I have reviewed the work plan submitted by Delta Consultants for the
Shell Station located 4050 Gosford Road, Bakersfield Ca. I would like
to see some changes in the location of the borings including the
addition of one more boring (CB -4). First, move CB-2 closer to VEW
1A and 1B, and add CB-4 (new) in the vicinity of VEW 2A and 213 so
we could capture a better representative sample in the heaviest
contaminated area. Second, regarding the sensitive receptor section of
your work plan, these schools and care centers do not exist in the
area. Please make the appropriate adjustments and resubmit.
Please resubmit a correction action plan to this office within 30 days
from receipt this letter. The work plan should follow the guidelines
found in: Appendix A: Reports, Tri- Regional Board Staff
Recommendations for Preliminary Investigation and Evaluations of
