Dear Mr. Rodgers,
Douglas R. Greener I The Bakersfield Fire Department is proposing a change in regulatory fees for the better!
Fire Chief Since 1999, the California Accidental Release Program (CaIARP) has been administered
by the Bakersfield Fire Department as the Certified Unified Program Agency (CUPA) for
Deputy Chief Tyler Hartley the City of Bakersfield. Time spent reviewing CaIARP documents and procedures, etc.,
Operations/Training /Arson was previously charged on an hourly basis for the actual time required to perform these
661 - 326 -3655 governmental reviews. These billings were then sent periodically throughout the year.
Deputy Chief Tim Lynch However, State law (California Health and Safety Code, section 25404.5) requires CUPAs
Fire Safety /Prevention to issue just one invoice per year for all hazardous materials related program fees,
Services including any CaIARP fee.
661 - 326 -3652 To accomplish this, we have averaged your CaIARP annual costs, over the past 10 years
based on actual past performance in today's dollars) to obtain a flat annual CaIARP fee
2101 "H" Street amount for your business.
Bakersfield, CA 93301
661) 326-3911 (office) As an annual CaIARP fee, your historic average would have actually been $ 500.
661) 852 -2170 (fax)
However, your new annual CaIARP fee will instead be slightly reduced to $ 475.
By comparison, if you were in Kern County outside the City limits, their fee is $ 13,270).
Howard H. Wines, III
Director This new, lowered annualized CaIARP fee of $ 475 will appear on next year's fee invoice
Prevention Services in December 2012.
661) 326 -3979
661) 852 -2171 (fax) This new CaIARP fee proposal will do several things better:
It consolidates all environmental related fees on a single annual invoice.
It provides stability and predictability in the annual fee amounts.
It reduces your fee slightly from what it otherwise would've been.
If this proposal is acceptable, no response is needed. If you would like to discuss further,
please call me at (661) 326 -3659.
Sincerely,
Howard H. Wines, III
Prevention Services Director
