A RESOLUTION DETERMINING THAT CERTAIN
GEOTAB GPS FLEET TRACKING SYSTEMS
CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFORE AND
PURCHASE GEOTAB GPS FLEET TRACKING
SYSTEMS FROM BLACKHOLE TECHNOLOGIES,
INC., NOT TO EXCEED $40,000.
WHEREAS, CITY is in need of new and replacement GPS fleet tracking systems;

WHEREAS, City currently has GeoTab GPS Fleet Tracking Systems in service in
all applicable mobile fleet equipment since the original installation of GPS units;
and
WHEREAS, City currently has approximately 360 GeoTab GPS Fleet Tracking
Systems that are not interchangeable with any other system or fleet management
software; and
WHEREAS, GeoTab GPS Fleet Tracking Systems can only be acquired through
the regional distributor, Blackhole Technologies, Inc.; and
WHEREAS, it is necessary to purchase GeoTab GPS Fleet Tracking Systems
because of the necessity to successfully integrate such equipment into the existing
City GPS fleet tracking system.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by
reference.
2. As the sole regional distributor, the work and equipment can only be
reasonably obtained from one vendor, Blackhole Technologies, Inc., because of
the need to successfully integrate such equipment into an existing City system.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work and equipment shall not exceed �KF
Forty Thousand Dollars ($40,000).

HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof held
on AUG 13 2014 , by the following vote:
