She has served Bakersfield and its residents for over 19 years as a Councilmember since being sworn in July 19, 1995, passing Mark Salvaggio’s record. Congratulations Councilmember Sullivan! Good News:  This week several City officials took part in the groundbreaking ceremony for the Park 20th Housing Project, along with Mayor Hall and Councilmember Maxwell. The 55-unit project, located within the Mill Creek area and adjacent to the Federal Courthouse, will have 25 units set aside for veterans. The units are expected to be move-in ready by summer 2015. Attached you will find some pictures of the event, along with renderings of what the project is expected to look like. Another groundbreaking event for the Courtyard project is scheduled for Tuesday, August 26th at 10:00 a.m. at 1303 “S” Street, just north of California Avenue. This project will provide 72 units of housing for low-income seniors.  We received good news this week; as part of the existing Metropolitan Habitat Conservation Plan, the City and County have received a new Incidental Take Permit from the California Department of Fish and Wildlife (CDFW) and the extension of the existing Permit from the U.S. Fish and Wildlife Service for endangered species protection. The previous permits were set to expire this week. The new permit and extension are effective for a five-year period, through 2019. The Habitat Fee remains the same, however, some requirements associated with development activity will change under the new permit and extension. During the five-year period, the City and County will continue the process of producing a new Metropolitan Habitat Conservation Plan with the ultimate goal of obtaining long-term permits from both state and federal wildlife agencies upon competition of the new plan. A thank you is due to the Planning staff members (Cecelia Griego, Kate Shea, Pamela Elisheva and Debbie Lewis) who worked diligently to obtain the new permit and extension!  Staff continues to work on the implementation of the electronic agenda management system. Staff testing has occurred over the past two Council meetings with very positive results. We are anticipating the system to be live and available for use by the General Information August 22, 2014 Page 2 Council, staff and public for the September 10th meeting. In preparation, staff from the City Clerk’s Office will be reaching out to each of you in the next week to provide training on how to use the system and answer any questions you may have. For the following three meetings, staff will continue to produce hard copies of the agenda and then transition to only paperless agendas for Councilmembers who wish to go that route. Staff will be transitioning to paperless agendas during this period and the agenda on the City’s web site will be reformatted to allow for easier navigation and accessibility by the public. TRIP:  Update: Survey Work Continues on 23rd and 24th Streets Survey crews will continue to collect data for the final design of the 24th Street Improvement Project for several weeks, and motorists should anticipate seeing crews working along the corridor through October. Work will take place at various locations along 23rd and 24th Streets between the hours of 7:30 a.m. and 3:30 p.m., Monday through Friday. The majority of the survey work will occur off the street, but crews may need to be in and around the travel lanes for brief periods of time. Significant impacts to traffic are not anticipated.  Updated: Lane Closures at State Route 178/Canteria Drive The contractor for the State Route 178/Morning Drive Interchange project will be installing a new traffic signal at the State Route 178 and Canteria Drive intersection next week, and motorists are advised to anticipate lane closures in this area on Monday and Tuesday, August 25th-26th. This work was rescheduled from an earlier date. Crews will need to close the inside lanes in each direction to complete the planned operation, and work will take place between the hours of 6 a.m. and 4 p.m., each day. Motorists are reminded to obey construction signs and to pay close attention to road construction vehicles and personnel while driving through the area.  Street and Ramp Closures for State Route 58 Gap Closure Project Motorists are advised that P Street at State Route 58 is scheduled to be closed next week, August 25th-29th, between the hours of 8:30 a.m. and 4:30 p.m., each day. The closure is needed to allow the contractor for the State Route 58 Gap Closure project to work on the new bridge sections. Motorists can detour around the closure by using either Union Avenue or South Chester Avenue. In addition, the Chester Avenue/H Street westbound on-ramp will continue to be closed during nighttime hours through the month of September. These closures are necessary for construction of an adjacent retaining wall on the north side of State Route 58, west of H Street. The nighttime ramp closures are expected to be in effect each week from Sunday through Thursday, between the hours of 7 p.m. and 6 a.m. the following morning. General Information August 22, 2014 Page 3 Motorists should plan to use alternate routes to access State Route 58 and State Route 99. Motorists can use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Other Traffic Advisories:  Railroad Crossing Improvement on Brundage Lane San Joaquin Valley Railroad will be upgrading the railroad crossing on Brundage Lane between Martin Luther King Blvd and Clyde Street. City crews will be replacing the asphalt once the railroad has completed their work. The project is necessary to upgrade the existing rail and install concrete panels to improve the ride quality through this area. This section of road will be closed to all traffic beginning Saturday, August 23rd at 5:00 a.m. through Tuesday, August 26th at 5:00 p.m.  Pavement Rehabilitation Project continues on SR 178 in kern County next week The Department of Transportation (Caltrans) in cooperation with Windsor Fuel Inc. continues to implement a pavement rehabilitation project along State Route 178 in Kern County during night work operations. Crews will be grinding the existing roadway and conducting pavement overlay operations within the project limits from just west of Union Avenue to the Fairfax overcrossing. Eastbound and westbound State Route 178 between just west of Union Avenue to the Fairfax overcrossing, motorists will encounter lane reductions and temporary ramp closures beginning Sunday evening, August 24th through Friday morning, August 29th, between the hours of 6:00 p.m. and 6:00 a.m. each night. The contractor will be implementing pavement overlay operations within these project limits. Night time work is being utilized to minimize traffic impacts to motorists and construction personnel. Operations will take place within the work zone and on/off ramps located within the project limits will be temporarily closed while equipment moves through the area. At no time will two consecutive ramps be closed at the same time. Commuters are encouraged to avoid this area during project work hours and use alternate routes if possible. Closures may continue for longer periods of time if necessary.
