O Bids were opened for the State-Route 99/Hoskings Interchange pr�
week. The apparent low bid is from Granite Construction at $20.
which is less than the engineer's estimate of $21.7 million. The bic
checked and verified, and the award will appear on the Septer
Council meeting agenda. It has taken some time, but it is good tc
finish line ahead!
O This past Tuesday, we attended the groundbreaking ceremon�
long-awaited Mill Creek Courtyard project. This project will pr�
units of low-income affordable housing for seniors on S Street, jusi
California Avenue. Attached is an artist's rendering of what the f<
look like when completed, which we anticipate in Summer, 2015.
O A new employee will be joining the City Manager's staff ne;
Christopher Gerry was recently hired from a pool of very
candidates for the positon of Administrative Analyst III, and we e
see great things from him.

California Water Service (CalWater) notified us recently about tr
of their latest rate review before the California Public Utilities Cor

At its meet�r�g �n August 14, the California Public Utilities Commissian (CPUC) issued a final decision o
Water Service Company's 20s2 Gerieral Rate Case, setting water uti�ity rates for 2014 to 2016 and inc
discounts for low-income customers.
The decision marks the erd of a rigorous, 25-month review of Cal ltiater's operations, costs, and prop
system improvements by the CPUC's Water Division and Office of Ratepayer Advocates. Cal Water is
undergo this review proc?ss every three years to ensure that rates accurately reflect the costs of prov
utility service. The next required rate review will begin in 2015 and end in 2017.
Th�e final decision essentially approves the Settlement Agreement reached after 26 weeks of deliberat
Ca! Water, the CPUC, an� numerous other parties to the case. The agreed-upon increase in water util
enable us to continue providir�g custorners with safe, reliable service. It reflecrs the costs of necessar�
impro��emer�ts, as well as higher costs associated with operating and maintaining the water system, ir
preventative maintenance, materials, water production, and water testing and treatment.
The n2vu rates become effective on Au�ust 29, 2014, when the typical residential customer using an a
15,7C8 gallor�s of water per month (21 Ccf) will seP water util�ty charges of $50.57 in 2014, with small�
inflationary-type increases in 2015 and 2016. Customers enrolled in our Low-Income Rate Assistance
who use the typical �meunt of water �vill see water utility charges of $43.25 in 2U14. Additionally, be�
rates were s�hecJul�d to became e►fective on January 1, 2014, the CPUC has authorized Cal Water to r
differerice �etv,reen previous rates and new rates via a temporary surcharge that will begin in mid-Se�
�Ne work diligently t� oberat� as efficiently as p�ssible to maintain affordable rates; we recagnize tha�
cc�ntinue tc� be critical as we, like water utilities throughout �he country, face rising costs associated w
rnaintainin� �nfrastruct�re, securing adequate supplies, and deliver;ng safe water.

SUBJECT: Underground Utility District on 34th Street
Referral No. 516
Councilmember Maxwell requested that the Public Works staff ineet with P
Oxley to discuss questions he had regarding the Underground Utility Distric
34th Street.
Staff spoke to Mr. Oxley regarding his questions about this undergi
project. He was interested in how it would affect his property, which
34th Street but is served from the alley in the rear. He was informed
project was only to remove the power lines along 34th Street, not the all
only effect this project would have on him is the construction in fron
trench. He was satisfied with that answer and was very excited that
was doing this to clean up the area.
