ROLL CALL Present: Chairman Couch, Vice -Chair Hanson, Member Scrivner (seated at 2:10 p.m.) Absent: None 3. MINUTES A. Minutes of the May 12, 2010, regular meeting for approval, Motion by Hanson to approve the minutes of May 12,2010. APPROVEFO", ALL - absent. rkw A. Dennis Fox briefly spoke regarding ballot Proposition 21 regarding the vehicle registration regressive tax, rivers and wildlife, 5. KERN RIVER LEVEE DISTRICT A. Local Levee Assistance Program Status, Art Chianello, Water Resources Manager, gave a brief update regarding the levee recertification and stated the hydraulic study and the required Kern River survey has been completed. A draft analysis will be submitted to FEMA soon. The study identified a deficiency with one of the existing levees located on the south side of the Kern River, along the proposed new Ming Avenue alignment between Allen and Bakersfield, California, September 15, 2010 - Page 2 5. KERN RIVER LEVEE DISTRICT continued A. Renfro Roads. The existing levee is approximately one -half to one foot low, not allowing the appropriate 3 foot clearance between the top of the storm water level and the top of the levee, A minimum requirement of 3 foot free board is required. Plans and specifications have been assembled and the engineer's estimate on this project is $189,000 to do the work for a mile length of existing levee. This is a future capital improvement project that will be completed through the Water Resources Department within the next 18 months and within the FEMA calendar, This was one improvement that was identified throughout the FEMA study that needs to be completed and included in the report, The report will recertify the complete list of levees. This was information only, no action taken. 6. REPORTS A. Kern River & Isabella Reservoir Operations Report, John Ryan, Hydrographic Supervisor, gave a brief update and discussed the graphs. Mr. Ryan stated Isabella was at normal for this time of year. He thanked Improvement District 4 (ID4) for providing approximately 10,000 acre feet of water to the river channel, allowing water to run through the river up to the Labor Day Holiday. This was information only, no action taken. Member Scrivner seated at 2:10 p.m. None. A. Construction Cost Index Adjustment to Water Availability Fee per BMC 14.04.120(B). Maurice Randall, Business Manager stated staff is requesting an adjustment to the domestic water availability fee pursuant to the BMC 14.04.120(B). The water availability fee is charged or assessed to developers who request water service from the City, The development fee is used to pay costs associated with drilling of water wells, installation of transmission water mains and other water facilities to provide water to new development. The fee is currently $5,450 per acre. The adjustment is based on the construction cost index increase of 3.9 percent, the increase is $214.00. The fee would increase from $5,450 to 5,664. The public hearing is scheduled before the City Council on October 13, 2010. Bakersfield, California, September 15, 2010 - Page 3 8. NEW BUSINESS continued A. Motion by Scrivner to approve the Construction Cost Index Adjustment to Water Availability Fees pursuant to BMC 14.04.120(8) and recommend to the City Council for adoption of the resolution.
