CALL TO ORDER Chairman Couch called the meeting to order at 2:00 p.m. 2. ROLL CALL Present: Chairman Couch, Vice -Chair Hanson, Member Johnson Absent: None 3. MINUTES A. Minutes of the regular meeting of June 15, 2011 for approval. Motion by Hanson to approve the minutes of the regular meeting of June 15, 2011. APPROVED ALL AYES A. Ann Matthews, Director of Kern County Water Agency, thanked Russell Johnson for meeting with the Agency staff and T.R.I.P. regarding the exchange of water and building box culverts. KERN aIVE�� LEVEE C'STII'�T A. Kern River Levee Provisional Accredited Levee (PAL) Certification Update. Maurice Randall, Business Manager, stated the evaluation and certifications of the levees have been completed and the levees meet the 100 year flooding event as required by the State Department of Water Resources. The state is evaluating the report and a response is expected within the next two months. The City receives $55,000 a year from the Kern County Assessor's Office. The funds are part of the general I% tax assessment. The funds are used for operations and maintenance of the levees. Staff will continue to update the board. Board information only, no action taken. Bakersfield, California, September 7, 2011 - Page 2 6. REPORTS A. Kern River & Isabella Reservoir Operations Report. John Ryan, Hydrographic Supervisor, reviewed the charts and stated peak inflow of 6425 second feet was reached on June 16, 2011. Peak storage was 366,327 acre -feet on July 8, 2011. The regulated flow from 1954 to date is 784 cfs compared to today's regulated flow at 1580 cfs. In a 201% April -July runoff period for this time of year, the outflow is usually double the average, therefore the regulate flow is as expected. Board information only, no action taken. 7. DEFERRED BUSINESS None NE :U�Ir�IESS A. Demolition of Structures at 4301 Chester Avenue. Jason Meadors, Water Resources Director, stated staff has determined that three structures on property purchased by the City, located on 4301 Chester Avenue, south of the Kern River, have experienced numerous vandalism incidents and the dilapidated buildings will be demolished. The demolition will be the first phase of developing the property as a future amenity of the Kern River Parkway. Board information only, no action taken. • r,ISCE��A ��ous A. Water Resources Department's efforts to assist the Thomas Roads Improvement Project (TRIP) Construction Activities. Jason Meadors, Water Resources Director, stated the City and Rosedale -Rio Bravo Water Storage District have entered into an agreement to allow a temporary shutdown of Rosedale facilities to allow installation of underground utility crossings for the future Allen Road /Westside Parkway interchange. The water that would have been delivered to Rosedale's ponds will be discharged into the Kern River. In addition, City staff has worked with T.R.I.P. to temporarily shut down the flows in the Kern River upstream of the new Mohawk Street Bridge to allow construction work by Security Paving. Harold Hanson thanked Art Chianello and Jason Meadors for assisting the residents in the Pin Oak Park area regarding the sump issues; and thanked Alan Tandy for his leadership. Chairman Couch recessed the regular meeting to Closed Session at 2:22 p.m. Chairman Couch adjourned the meeting from Closed Session at 3:46 p.m. 12.
