DEPORTS A. Kern River & Isabella Reservoir Operations Report. John Ryan, Hydrographic Supervisor, reviewed the graphs, gave a brief update, and stated the State DWR snow survey forecast of May 1 It is 49 %; the July runoff is 230,000 ac -ft, downgraded to 220,000 ac -ft the previous Thursday, The runoff is coming off slower. Also, there will be water in the Kern River in connection with the Amgen event. Board information only, no action taken. Bakersfield, California, May 16, 2012 - Page 2 6. REPORTS continued B. Isabella Dam - Safety Modification Project Art Chianello, Water Resources Manager, gave a brief oral status report of the US Army Corps of Engineers (CORPs) safety modification project regarding repairs of the Isabella Dam and studies completed as of 2006. The CORPs has determined that the Isabella Dam facilities require structure improvements in order to safely meet authorized project purposes and reduce the risks to the public and property from dam safety issues posed by floods, earthquakes and seepage. In 2003 the CORPs initiated safety studies to address three issues; areas of deficiencies are Hydrologic, Seismic and Seepage. The primary purpose of the dam is 79% for flood control and 21 % for irrigation purposes. As a result of the three deficiencies found the dam is currently operating at 64% capacity. The objective the CORPs is trying to achieve after repairs and modification is to regain the storage that was lost since 2006. The CORPs has a Draft Environmental Impact out for review. Public review comments will be received up to May 22, 2012. Five active alternatives are being discussed. The cost is 300 to 500 million dollars for the construction project. To date, the CORPs has spent 38 million dollars on engineering studies alternatives. The construction will begin approximately October 2015, and the completion date, depending on the alternative chosen, is 2020 or 2021. The CORPs is looking at the Kern River Interests group who has a contract for storage in Isabella to possibly assist with a percentage of the construction costs. Kern River Interest Cost Sharing Agreement. Art Chianello, Water Resources Manager, gave a brief update and stated the City's cost will be 14 9/o, approximately $42,000 over three years, Motion by Hanson to forward the Kern River interest Cost Sharing Agreement between Bums Vista Water Storage District, City of Bakersfield, Kern County Water Agency, Korn Delta Wafer District and North Kern Wager Storage District to the full City Council for approval.
