MINUTES OF THE SPECIAL MEETING

WATER BOARD - CITY OF BAKERSFIELD
Wednesday, November 7, 2012 - 4:00 p.m.

Chairman Couch called the meeting to order at 4:03 p.m.

A. Minutes of the regular meeting of September 19, 2012 for approval,

5. REPORTS
A. Kern River & Isabella Reservoir Operations Report,
Jason Meadors, Water Resources Director, gave a brief overview of the
graphs, He stated dry conditions were experienced throughout the year with
lower than normal water flows. Currently, a winter storm is approaching and it
is hopeful the storm will produce a good snowpack to start the season, The
Isabella Reservoir storage is at approximately 84,000 acre -feet. In addition,
the Water Resources department is currently assisting TRIP with their
construction of the Westside Parkway by providing Kern River water to the ID 4
plant for construction purposes. Board information only, no action taken.

5. REPORTS continued
A. Steve Lafond, retired Water Resources Hydrographic Supervisor, provided a
brief history of the 10 -year anniversary of the November 2002 rain flood water
conditions and events,
B, Isabella Dam Safety Modification Project.
Art Chianello, Water Resources Manager, stated he attended the October 10,
2012 meeting with the U.S. Army Corps of Engineers representatives and
various interest groups. Mr. Chianello gave a brief summary and stated the
reimbursement formula for a portion of the cost of repairing the Isabella Dam
has not changed and has been approved by the CORPS headquarters in
Washington. In addition, any historic rights per previous agreements will not
be affected, The CORPS is considering a new reimbursement agreement with
a defined expiration date with the various Interests Group with storage rights
at Isabella Dam. Negotiations for the reimbursement agreement will begin in
early 2013 with the Bureau of Reclamation. Board information only, no action
taken.

A. Participation in Kern River Weather Modification Program for 2012/2013
Season.
Art Chianello, Water Resources Manager, stated North Kern and RHS
Consulting will be entering into an agreement for weather modification cloud
seeding. The City of Bakersfield shares the cost with North Kern Water Storage
District, Buena Vista Water Storage District, and Kern Delta Water District, Staff
is requesting authorization to enter into a reimbursement agreement with
North Kern Water Storage District, not to exceed $53,000,

Art Chianello, Water Resources Manager, presented a Certificate of Appreciation to
Chairman David Couch for his tenure on the Water Board since 1999 and wished him
well in his new endeavors.
Chairman Couch expressed his appreciation and stated he has enjoyed working with
Florn Core, Gene Bogart, Steve Lafond, Art Chianello and all of the Water Resources
Department staff,

Chairman Couch recessed to Closed Session at 4:15 p,m.
Chairman Couch adjourned from Closed Session at 4:28 p.m,
10. CLOSED SESSION ACTION
Virginia Gennaro, City Attorney, announced there is no reportable action from
Closed Session item 9, A. 1.
