MINUTES A. Minutes of the Regular Meeting of January 16, 2013 for approval. Motion by Smith to approve the minutes of the regular meeting of January 16, 2013. APPROVED ALL AYES, ABSENT JOHNSON 4. PUBLIC STATEMENTS None FolMiNNI None 6, REPORTS A. Kern River & Isabella Reservoir Operations Report John Ryan, Hydrographic Supervisor, reviewed the graphs and stated the Kern River natural flow, regulated flow and Isabella Reservoir storage are low for the year. The Kern River Basin Snowpack Accumulation is at 41 percent, higher than last year, but below normal. A Resolution of the Council of the City of Bakersfield setting Domestic Water Availability Fees, Maurice Randall, Business Manager, stated the fees are increased according to the Construction Cost Index and are consistent with the Municipal Code, The increase is for undeveloped areas for new construction only. Staff request the Board approve the resolution and forward to the full City Council for review at the public hearing to be held on April 17, 2013. Motion to Elect a Water Board Vice - Chairperson per Municipal Code 2.18.011, Motion by Smith to elect Russell Johnson as later Board Vice-Chair. APPROVED ALL AYES Im 12. Art Chianello, Water Resources Manager, stated this has been a dry year and most likely there will not be any water this year with possibly the exception of a few holidays, CLOSED SESSION A.
