4. PUBLIC STATEMENTS

A. Isabella Dam Safety Modification Project Update
Art Chianello, Water Resources Manager, provided information regarding the
Isabella Dam Safety Modification Project, including frequently asked questions
and answers. A frequent question is What is the estimated project repair
costs? According to the U.S, Army Corps of Engineers, the repair costs are
estimated to be $400 to $600 million. For Board information, no action taken.

5. KERN RIVER LEVEE DISTRICT continued
A. Councilmember Johnson stated that the City is going to be asked to pay a
portion of the project costs along with all the other Kern River water users. The
City has lost water due to the artificial capacity level the Corps put on the
dam. Councilmember Johnson asked staff if it would be beneficial to meet
with all the Kern River water users and Congressman McCarthy. He asked, if it
would be possible to receive credit or federal grant funds from the Army
Corps of Engineers for the loss of water. He stated this is an opportunity to get
all the Kern River water users together on a common issue.
City Staff responded by stating draft terms for a reimbursement agreement
have been discussed among the Kern River Interests and written by the
bureau of reclamation. However, City staff will discuss Councilmember
Johnson's proposal at a future Kern River Water Users meeting.
6. REPORTS
A. Kern River & Isabella Reservoir Operations Report
John Ryan, Hydrographic Supervisor, reviewed the graphs and stated the Kern
River reservoir natural flow peaked on May 1 st; storage is just under 103,000
acre feet and continues to reduce. Normal storage for this time is 232,000
acre feet. The Kern River Basin Snowpack Accumulation is at almost zero. For
Board information, no action taken.
B. Update on Kern Integrated Regional Water Management Plan (IRWMP) Water
Conservation Grant Application Submitted by the City of Bakersfield and ID4.
Jason Meadors, Water Resources Director, stated a cost sharing agreement
with five other water entities was approved at the previous Water Board
meeting. A grant proposal was submitted on March 291h to the California
Natural Resources Agency, Department of Water Resources. A response is
expected in July. The proposed program would promote water conservation
for residential, commercial and municipal customers through rebates, retrofits,
and education. If the City receives the grant, an agreement with the State will
be entered into around October, 2013, For Board Information, no action

A. An Ordinance amending Section 14.04.120 of the Bakersfield Municipal Code
Relating to Rates and Fees.
Maurice Randall, Business Manager, stated the proposed change would
require the fees charged to developers be paid at issuance of a building
permit or recording of final map, which occurs first.
Motion by Smith to approve the ordinance relating to rates and fees and refer
to the full City Council for consideration and approval. APPROVED ALL AYES

WATER BOARD STATEMENTS
A. Harold Hanson requested staff provide an update on the sink hole on Stine
Road and stated there have been three in the last few weeks.
