MINUTES A. Minutes of the Regular Meeting of July 24, 2013 for approval, Motion by miti to approve rye minutes tes I the regular meeting of Jul, 21 2013. APPROVED, JOHNSON A S VT 4. PUBLIC STATEMENTS None 5. REPORTS A. Kern River & Isabella Reservoir Operations Report, John Ryan, Hydrographic Supervisor, reviewed the graphs and stated we are in need of some precipitation and snowpack, The Kern River natural flow is 120 -130 cubic feet per second and regulated flow is 130 cubic feet per second. The current Isabella storage is at 54,000 acre feet, Art Chianello, Water Resources Manager, stated a 1964 Recreation Pool Agreement does not allow Lake Isabella storage to be drained below 30,000 acre feet, Board information only, no action taken, Bakersfield, California, October 15, 2013 - Page 2 B. Update on Kern Integrated Regional Management Plan (IRWMP) Grant Application. Jason Meadors, Water Resources Director, stated the State Department of Water Resources has submitted funding recommendation for the Round Two Implementation Grants. The Kern IRWMP application has scored well and is recommended to havel 00% funding, Letters in support have been submitted, The total amount of $837,000 is being allocated to the City of Bakersfield and Kern County Water Agency Improvement District No, 4 (04). The Program projects include a municipal irrigation program, residential and commercial conservation incentive program and ID4 would extend their existing water education efforts, If awarded the grant, the City will enter into an agreement with the state. Board information only, no action taken, Member Johnson suggested staff be proactive in the water conservation efforts, 6. NEW BUSINESS A. Agreement with North Kern Water Storage District for Participation in Kern River Weather Modification Program for 2013/2014 Season. Art Chianello, Water Resources Manager, stated staff is requesting to enter into a weather modification Reimbursement Agreement between the City and North Kern Water Storage District. Other districts participating in the Kern River Weather Modification Program include Buena Vista Water Storage District and Kern Delta Water Storage District.
