Good News:
Attached you will find the monthly TRIP Status Report for the month of September. The
report gives a summary of each TRIP project in construction, in design, and under
review. Completion percentages and pictures of projects are also included. This is the
sixth edition of this important report.
Dave Hecht has been promoted to IT Director to fill Eddie Chavez’s vacancy. Dave
has worked for the City for 17 years. When he arrived at the City, there was no email,
network between buildings or internet. Some of Dave’s accomplishments for the City
include, but are not limited to engineering the network and installing 2 CAD
(Computer Aided Dispatch Systems) at PD. He also received an award from the City
Council and PD for the work he did in the earliest days of computer forensics which
helped PD make several drug and sex offender arrests. Dave’s effective start date is
September 15th. We look forward to working with Dave and his IT team to make the
City’s and its services more efficient and effective.
We would like to give a special thanks to Eddie Chavez who dedicated nine years of
service to the City and will leave a successful foundation for his predecessor to build
upon. A farewell for Eddie will be held at IT between 10:00 a.m-12:00 p.m. Friday, September 12th.
The National Softball Association’s Westside Bullets Youth Softball Club hosted a
tournament at the Mesa Marin Sports Complex on August 23rd & 24th. The complex was
at capacity. Parking spaces were full, including parking in the dirt overflow areas. The
Tournament Directors are very excited about the future expansion of the sports
complex. They stated the tournament had sold out and they had been looking for
additional fields near the complex so they could accommodate additional teams.
NSA’s Westside Bullets Youth Softball Club hosts three tournaments each year at the
Mesa Marin Sports Complex. They had 23 teams with 10 of them coming from out of
town. Their next tournament is scheduled for October 4th & 5th.
As a special note, the tournament is a memorial for Kalie Boyer, a 12-year-old girl who
passed away two years ago from liver and kidney disease. Her father coaches a team
that plays in the tournament. Every team that participates brings a new toy that is
donated to the Bakersfield Ronald McDonald House.

Soil Sampling Work Scheduled for 24th Street Improvement Project
Geo-technical crews will be working along and near 23rd and 24th Streets from
September 9th-16th. The crews will be operating drilling rigs at various locations,
between State Route 99 to just west of M Street, to obtain subsurface soil samples for
determining soil conditions and engineering properties. Work will also be conducted
on State Route 99 in the vicinity of the State Route 99/178 (Rosedale Highway/24th
Street) interchange. This work is needed in order to advance the final design for the
24th Street Improvement Project.
The following schedule is subject to change; however, work within the residential areas will be conducted during daytime hours. Where lane closures are required, at least
two lanes will remain open to traffic in each direction.
Sept. 9th-10th: Work will be conducted on 24th Street, between Oak Street and B Street,
from 8:30 a.m. to 4:30 p.m. Drilling locations in this area are on side streets or off the
roadway, but may require some shoulder closures. Traffic impacts are expected to be
minimal. Sept. 11th: Drilling locations on 23rd and 24th Streets, between C and F Streets, will
require single lane and shoulder closures, between the hours of 8:30 a.m. and 4:30
p.m., but two through lanes will remain open in each direction.
Sept. 13th: Work will take place in the median on State Route 99 near the crossing of
24th Street. This will require a closure of the northbound inside lane between the hours
of 6 a.m. and 3 p.m.

Sept. 15th: Motorists should anticipate nighttime lane closures along 23rd and 24th
Streets, between F Street and M Street. This work will be conducted between the hours
of 9 p.m. and 6 a.m. to minimize traffic disruptions through the business district. A single
lane and shoulder closures will be required, but two through lanes will remain open in
each direction.
Sept. 16th: Crews will be working on State Route 99 and on State Route 178 (24th Street),
west of Oak Street and east of M Street. This work will be conducted between the
hours of 9 p.m. and 6 a.m. to minimize traffic disruptions; a single lane and shoulder closures will be required, but two through lanes will remain open in each direction.

Ringling Bros. and Barnum & Bailey- Tonight, Friday September 5th through
Sunday, September 7th. There are multiple showings Saturday and Sunday.
Ticket prices range from $18, $23, $40 (VIP) and $80 (Ringmaster Zone).
Children’s tickets are available for $10 each.

TRIP projects are moving rapidly through the various stages of project development.
This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please
contact Janet Wheeler at the TRIP office, (661) 326-3491.
MILESTONES
Highlights this month include two TRIP projects that are moving into construction. These projects will improve
safety and area-wide circulation while creating new jobs and other economic benefits. First, construction bids
were opened for the long-awaited State Route 99/Hosking Avenue Interchange on August 27, 2014. The low
bid was submitted by Granite Construction Company for $20,771,397. The contract award agreement will be
on City Council’s September 10th agenda, and a groundbreaking ceremony is planned for October 24th.
The next project to be advertised for construction is TRIP’s largest construction project to date – the Beltway
Operational Improvements Project. This project includes a number of stand-alone items that will improve both
safety and operations on a highly-congested section of the existing highway system. The project includes
interchange ramp improvements, auxiliary lanes, and sound walls along State Route 58, from east of State
Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of Ming Avenue. The
engineer’s estimate for this project is $100 million and the bid opening is scheduled for October 16th.
PROJECTS UNDER CONSTRUCTION
Three projects are currently under construction and a fourth will soon be underway. Beltway Operational
Improvements has moved forward and will now be listed in this category. See page 4 for construction photos.
Westside Parkway 6C
Contractor: Security Paving Company
52% complete; anticipated completion: late 2014
In August, the contractor completed the falsework for the west half of the Renfro Road Bridge, set steel for
the stems and soffit (girders and the bottom of the bridge), and a concrete pour is planned for mid-September.
The contractor will then set steel for the bridge deck. The retaining wall for the eastbound Allen Road off-ramp
is 80% complete and will be completed this month. Electrical conduits were installed on the west end of the
job, and the contractor will begin installing foundations for signals, lights and signage.
The contractor has installed a concrete plant and is now preparing the subgrade for the freeway lanes.
Freeway paving is expected to begin in late September. A soundwall and privacy fencing, beginning at Jenkins
Road and continuing east along the freeway to Allen Road, was approved by the Kern County Board of
Supervisors and City Council in August. This work is County funded. Wall construction will begin following
freeway paving as the wall incorporates the concrete barrier that borders the freeway and it cannot be built
prior to paving. The City will also install privacy fencing on the east side of Allen Road and along the eastbound
on-ramp. The soundwall and privacy fencing will be in place prior to the freeway opening to traffic.
State Route 58 Gap Closure
Contractor: Security Paving Company
37% complete; anticipated completion: late 2014
The contractor began excavating for the new freeway lanes and placing drainage systems in the median last
month. This work will carry forth through September. The P Street Bridge has been post-tensioned and the
completed deck has been lowered into place so the contractor can now complete the wing walls and tie the

new bridge abutments into the pre-existing structure. Work will continue this month on the Madison Street
Bridge, while falsework is set for the Bakersfield Corral Overhead (bridge over the railroad). Work on the
retaining wall adjacent to the H Street westbound on-ramp will continue for the next few months.
Miscellaneous electrical work continues throughout the project area. Work items will accelerate through the
remaining phases of the project, which has required the contractor to recently increase the workforce and
should allow the project to be completed on schedule.
State Route 178/Morning Drive Interchange
Contractor: Granite Construction
48% complete; anticipated completion: Summer 2015
Concrete was placed for the Morning Drive Bridge stems and soffit (girders and the bottom of the bridge) on
September 3rd. Future bridge work includes placing utilities through the bridge, setting rebar for the deck, and
placing deck concrete. Work on the storm water drainage systems continues at the east end of the project and
along Morning Drive. Work continues on the soundwall adjacent to the Canyon Hills Church residential units
and roadway grading for the future freeway lanes. The temporary signal was removed and a new signal pole
was installed at State Route 178 and Canteria Drive.
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction, subject to contract approval
0% complete; anticipated completion: late 2015
The existing 2-lane Hosking Avenue overcrossing bridge will be demolished and replaced with a new 6-lane
overcrossing with a curbed median, and sidewalks and shoulders on both sides of the road. The project will
also widen Hosking Avenue east and west of the overcrossing to meet the City's major arterial standards. The
Notice to Proceed will be issued to the contractor following City Council’s approval of the contract. The
contractor will then prepare submittals for the project schedule and materials. A groundbreaking ceremony is
planned for October 24, 2014 and construction would start soon thereafter.
Beltway Operational Improvements
Right-of-Way was certified on July 9, 2014

The Beltway Operational Improvements include various projects along State Route 58, from east of State
Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of Ming Avenue, such as
interchange ramp improvements, auxiliary lanes, and sound walls. Project advertised in early September; bids
are due on October 14, 2014.
PROJECTS IN DESIGN AND RIGHT-OF-WAY

24th Street Improvement Project

Final design is underway
• Survey crews have been working along 23rd and 24th Streets, with the majority of work taking place
outside the roadway. This work will continue through September.
• Geo-technical crews will also be working along 23rd and 24th Streets this month. The crews will be
operating drilling rigs at various locations, between State Route 99 to just west of M Street, to
determine subsurface soil conditions. Work will also be conducted on State Route 99 in the vicinity
of the State Route 99/178 (Rosedale Highway/24th Street) interchange. This work is needed to

Property acquisitions are underway
• 22 residential properties (one has been removed through design enhancements)
