A. Kern River & Isabella Reservoir Operations Report.
John Ryan, Hydrographic Supervisor, reviewed the graphs and stated we are
in need of some precipitation and snowpack. The Kern River natural flow is
120 -130 cubic feet per second and regulated flow is 130 cubic feet per
second. The current Isabella storage is at 54,000 acre feet,
Art Chianello, Water Resources Manager, stated a 1964 Recreation Pool
Agreement does not allow Lake Isabella storage to be drained below 30,000
acre feet. Board information only, no action taken.

B. Update on Kern Integrated Regional Management Plan (IRWMP) Grant
Application.
Jason Meadors, Water Resources Director, stated the State Department of
Water Resources has submitted funding recommendation for the Round Two
Implementation Grants. The Kern IRWMP application has scored well and is
recommended to have 100% funding. Letters in support have been submitted.
The total amount of $837,000 is being allocated to the City of Bakersfield and
Kern County Water Agency Improvement District No. 4 (ID4). The Program
projects include a municipal irrigation program, residential and commercial
conservation incentive program and ID4 would extend their existing water
education efforts. If awarded the grant, the City will enter into an agreement
with the state. Board information only, no action taken.
Member Johnson suggested staff be proactive in the water conservation
efforts.
6. NEW BUSINESS
A. Agreement with North Kern Water Storage District for Participation in Kern River
Weather Modification Program for 2013/2014 Season.
Art Chianello, Water Resources Manager, stated staff is requesting to enter
into a weather modification Reimbursement Agreement between the City
and North Kern Water Storage District. Other districts participating in the
Kern River Weather Modification Program include Buena Vista Water
Storage District and Kern Delta Water Storage District. The City's 25% share
would be in the amount not to exceed $54,000 for participation in the Kern
River Weather Modification Program for 2013/2014 Season.
Maurice Randall, Business Manager, stated funds are available in the
2013/2014 budget.
Motion by Johnson to authorize staff to prepare a Reimbursement
Agreement with North Kern Water Storage District in the amount of $54,000
for full Council review and approval. APPROVED, ALL AYES

Highlights (last 30 days) January 2014
• In January 2014, the Corps' Sacramento District will conduct an "Agency
Technical Review" for the 35% design stage of the project completed to date. UPCOMING
This is a review by nationwide Corps technical experts regarding all aspects of
the proposed construction. Following this review and the incorporation of its
recommendations, engineering and design will continue through the rest of MILESTONES
2014 to develop a 65% design stage set of plans and specifications.
• Continued development of a laboratory scaled model of the spillways at Utah
State University to conduct physical testing of water flowing through the new
structures to aid in the engineering design of the project. Physical testing Pre- Construction, Engineering
(water flowing through the model) will begin in January 2014. and Design
2013-2016
Tiered NEPA Documents,
Looking Ahead (next 30 days) Highway 178 Relocation FONSI
(Finding of No Significant Impact):
• Public review and comment is tentatively scheduled for July 2014 for the July 2014
draft NEPA document for proposed real estate relocations, including any
potentially impacted private lands and the USFS and Corps' Lake Isabella Begin Highway 178 Relocation
offices, maintenance facilities and fire station. Construction
• In December, the U.S. Forest Service and the Bureau of Land Management Summer 2015
provided comments on the preliminary draft Recreation Report (formerly Dam & Spillway
known as the Recreation Plan). The Report has been revised to incorporate Construction
agency comments and an internal (Corps) quality control review is 2017 -2020
underway. We expect to have the draft Recreation Report posted on the Project Schedule
Corps' Isabella website in February. i
• Following completion of the draft Recreation Report, the Corps will begin y
evaluation of recreation measures and alternatives, and produce a draft r__

Staff Recommendation:
Staff has prepared a draft resolution for consideration by the Water Board asking
Governor Brown to declare a State of Emergency due to the current water
shortage condition.
It is recommended that the Water Board refer the final resolution to the City Council
for consideration and adoption at the January 22, 2014 Council meeting.
Background:
The City of Bakersfield is currently facing what could be another very dry water
year, following two dry years in 2012 and 2013. Results from the preliminary snow
surveys conducted by the California Department of Water Resources (DWR) for the
Sierra Nevada snowpack do not look good. City residents are largely dependent
on snow melt which feeds the Kern River, as well as groundwater stored in the
underground aquifer which is replenished by Kern River flows. Kern River surface
water is also delivered to two local water treatment plants owned and operated by
California Water Service Company, and is also recharged into the ground for use
by groundwater wells. State Water Project (SWP) water is also provided to some
City residents via the Kern County Water Agency Improvement District No. 4 (04)
surface water treatment plant.

Draft State of Emergency Resolution
DWR is forecasting that the SWP will be able to provide only 5 percent of the
contracted amount for ID4 to treat and deliver to local residential customers. The
current dry conditions, the decreasing Kern River water supply, and the unreliable
source of water from the SWP for residential customers over time could reduce the
City's available water supply and further contribute to already declining
groundwater levels in and around the City.
Anticipating a dry year in 2014, and based on the initial forecast of 5 percent of its
SWP allocation, in November 2013 the Kern County Water Agency (Agency) Board
declared a drought emergency. The drought emergency allows the Agency to
move quickly to conduct emergency repairs on its wells and facilitate water
exchanges with other agencies.
In December 2013, Governor Brown set up an interagency Drought Task Force to
work with federal and local agencies to review expected State Water allocations,
review the state's level of preparedness, and determine whether conditions
warrant declaration of a statewide drought.
The Kern County Board of Supervisors, at their meeting on January 8th, considered a
draft resolution proclaiming a state of local emergency in Kern County caused by a
severe water shortage and requesting immediate state and federal assistance. It is
expected that the Board will consider adoption of the final resolution at their
meeting on January 14th.
Because of the City's ongoing efforts to conserve, recharge, and store Kern River
water supplies, City staff does not believe it is necessary at this time to declare a
water emergency within the City. The City is also not dependent on State Water
supplies, although State Water supplies do contribute to local groundwater levels
through recharge efforts conducted by ID4, and, as indicated, provides a
supplemental surface water supply to some City residents. We still recommend
adoption of a resolution supporting a statewide declaration of a State of
Emergency due to the current drought conditions because the drought threatens
the City's present and long term water supply, and because such a resolution
would support similar resolutions by the Agency and other local entities.
