RESOLUTION OF INTENTION TO I~[~ROVE CERTAIN

ISSUE BONDS IN PAYMENT THEREFOR.
BE IT RESOLVED BY THE COUNCIl, OF THE CITY OF B~KERSFIELD~
as follows:
That it is the intention of the City Cottncll of the City of Bakersfield
to order the following work to be done and improvement to be made in
said City to-wit:
SECTION 1. That A Street from the northerly line of 16th Street to the
southerly line of Truxtun Avenue, be graded; that cement concrete curbs,
gutters ~nd sidewalks be constructed to t~he official line and grade on ]
either side of said street andthat the roadway be paved, to the official'
grade, with a three ~nd one-half (Z~) inch asphalt concrete base and a one
one-half (1½) inch Warrenite-Bitulithic wearing surface.
SECTION 2. That D Street from a line 1~2 feet southerly from the south-
erly line of 16th Street to the southerly line of Truxtun Aveaue, be
graded~that cement concrete curbs, gutters, and sidewalks be constructed
to the official line and grade on either side of said street and t~t the
roadway be paved, to the official grade, with a three and one-haIf (8~)
inch asphalt concrete base and a one and one-half (1~) inch Warrenite-
Bitulithic wearing surface.
SECTION $. That E Street frem the northerly line of 16th Street to the
southerly line of Truxtun Avenue be trade, that cement concrete curbs,
gutters and sidewalks be constructed to the official line and grade on
either side of said street and that the roadway be paved to the official
grade with a three and one-half (~) inch. asphalt concrete base anO a
one and one-half (l~) inch Warrenite-Bitulitbic wesri~g surface.
SECTION 4. That G Street from the northerIy line of 15th $treet to the
southerly line of Truxtun Avenue ~e g~aded; that cement concrete corbs~
gutters and sidewalks be constructed to the official line and grade on
either side of ss~d street ~nd ~at the roadway be paved, to the official
grade, with a three and one-half ($½) inch asphalt concrete b~se and a

SECTION 6. (a) That M Street from the northerly line of 15th Street to the
so~ther]y line of 16th Street and from a li~e 17 feet southerly from
the northerly line of Truxtun Avenue to a line 14 feet nortberIy from
the southerly line of 18th Street be graded; that cement concrete curb~
gutters and sidewalks be constructed tot he official line and grade on
either side of said street and the roadway be paved, to the official
grade, ~ith a three and one-half (3~) inch asphalt concrete base and a
one and one-half (l~) imch ~arrenite-Bitulithic wearing surface.
(b) That ~That portion of M Street lying east of the center line
thereof from the center line of 16th Street to the southerly line of
Truxtom Avenue be graded, that cement concrete curbs, gutters and
sidewalks be constructed to the official lime and grade on the easterly
side of said street and that the easterly half of the roadw~y~o? ~hat
~ortion between the gutter and the center llne of the s~ree~e
paved to the official grade, with a three and one-half (34) inch asphalt
concrete base and a one and one-half (l~) inch Warrenite-Bitulithic
wearing surface.
SECTION ~. (a) That 0 Street from the northerl~ line of 15th Street to a
line ~ feet northerly from the moutherly line of !gth Street be g faded
and that cement concrete curbs, gutters and sidewalks be'constructed to
the official li~e and grade on either side of said street an5 that the
roadway be paved to the official ~rade with a three and one-half
inch asphalt concrete base and a one and one-half (1~) inch Warrenite-
Bitulltbic wearing surface.
(b) That those portions o£ -the intersections of ~, 0 s~d P
Streets with 15th Street lying north of A.T. & S.F. Railroad, he graded
to a width of 54.5 feet, (2V.~5 feet on either side of the center llne
~-~,_~) and the same area be paved, with a three and one-half (3~)
inch asphalt c macrete base and a one and one-half (1~) inch Warrenite
Bitulithic wearing surface.
SECTION 8. (a) That ? Street from the northerly line of 14th Street to a
llne 124.55 feet southerly from and parallel to the southerly line of 15~b
Street and from the northerly line of 15th Street to the southerly line
of Trttxtun Avenue be graded, that cement concrete curbs, gutters and
sidewalks be constructed to the official line and grade on either side of
said street and that the roadway be paved with a three and one-half (3~)
inch asphalt concrete base and a one and one-half (1½) inch Warren~te-
Bltulithtc wearing surface.
($) That that portion of P Street from a line 1~4.55 feet south-
erly from and parallel to the southerly line of 15th Street, northerly,
to the limit of work on the southerly side of the A.T. & S.F. Railroad
in the 15th Street intersection be graded, that cement concrete curbs,
and sidewalks be constructed to the officiel line and grade o~he
gutters
westerly side of said street and that the~surface grade of said roadway
be varied from the official grade, and constructed to a grade proposed
therefore, which proposed grade is fully set forth in the plans and
specifications; and which plans and specifications are now on file in the
office of the City Clerk of the City of Bakersfield, are hereby especial-
ly referred to for further and complete particulars regarding the proposed
grade of said roadway.
SECTION 9. (a) That 16th Street from the westerly line of A Street to the
westerly line of Chester Avenue and from the easterly line of M Street to
the westerly line of P Street be graded, that cement concrete curbs,
gutters and sidewalks be constructed to the official line and grade on
either side of said street and thnt the roadway be paved to the official
grade with a three and one-half (3~) inch asphalt concrete base and a one
and one-half (l~) inch Warrenite-Bitulithic wearing surface.
(b) That that portion of 16th Street lying south of the center
line thereof from the easterl~ line of K Street to the easterly line of M
Street be graded; that cement concrete curbs, gutters and sidewalks be
constructed to the official line and grade on the southerly side of said
street and that the southerly half of the roadway, or that portion be-
tween the gutter and the center line of the street be paved to the offi-
cial grade with a three and one-half (~1 inch asphalt ~oncrete base ~ud
a one and one-h~lf (l~) inch Warrenite-Bitulithic wearing surfac~.
SECTION 10. That cement concrete curlverts covered with corrugated iron
and provided with cast iron manhole frames fitted with steel covers be
constructed, as shown on the plans, at the intersections of D, G, L, N,
0, and P Streets with 10th Street and at the intersections of N and 0
Streets with 15th Street.
Including all intersections of streets and alleys within the
limits of the above descriptions, and excluding therefrom the whole or
any portion of streets, alleys~ street intersections or alley inter-
sections on which pavement, curbs, gutters or sidewalks have been con-
structed to the official line and graSe, and excepting also such portions
thereof as are reGuired by law to be paved, kept in Order or repair by
any person or company having railroad or car tracks thereon; all of said
work and improvement is to be done in accordance with the plans and
specifications heretofore and on the /~day of September, 19~l,
sdopted by the City Council of the City of Bakersfield, said planS being
entitled "PLAN FOR TH~NPROVEEENT OF STREET DISTMICT NO. ~? IN THE CITY
OF BAKI~BSFI~D CALIF."~ and said specifications being entitled "SPECIFICA-
TIONS FOR THE IEPROVE~ENT OF STREET DISTRICT' NO. ?~ IN THE C~TY OF
BAKERSFIELD? CALIF.", and which saidplans and specifications are on file
in the office of the City Clerk of the City of Bakersfield, and are here-
by referred to and by such reference made a part and portion hereof, and
in this connection the said plans and specifications also show the exact
loc~tion of the aforesaid work and improvement.
The paving work aforesaid shall be done also in accordance
with the te~ms and conditions set forth in the Warrenite-Bitulithic
License Nixture Agreement, entered into by said City Council with the
Warren Brothers Company dated ~ ~/~ I~1 permitting the
laying of a pavement for which United States Letters Patent are held by
said Company, whic~ Warrenite-Bitulithic License ~ixture Agreement is
also on file in the office of said City Clerk and is hereby referredt o;
and the wearing surface mixture of said paving work will be reoulred to

And ~Vhereas, said contemplated work and improvement, in the
opinion of the said City Council is of more than local or ordinary public
benefit, said~council hereby ~nakes the expense of said work and improve-
merit chargeable upon a district, which district said City Council hereby
declares to be the district benefitted by said work and improvement and
to be assessed to pay the costs and expenses ~hereof, and which said
district is bounded and described as follows:

Notice is hereby given that serial bonds to represent unpaid
assessments, and bear intsrest at the rate of seven (7%) per cent per
annttm will be issued hereunder in the manner provided by the Improvement
Bond Act of 1918, and all acts amendator~ thereof, the last installment of
which bonds mature nine years from the 2nd day of July next succeeding
nine months from their date.
Except as hereinabove otherwise provided for the issuance
of said serial bonds all of the ae_ein proposed work shall be done in pur-
suance of an act of the Legislature of the State of California, designated
the Improvement Act of 1911, approved April 7, 1911, and all acts amenda-
tory thereof.
Notice is hereby given that on Monday the ~.day
of
~, 1921, at 8 o~clock P.M. at the regular meeting of the said
City Council, in the Council Chambers of ~aid City Council in the City
Hall of the City of Bakersfield, any and all persons having any objections
to the proposed work or improvement may appear before said City Council
and show cause why said proposed improvement should not be carried out in
accordance with ~aid Resolution.
The City Clerk of said City of Bakersfield shall cause this
Resolution of Intention to be published twice in the THE BAKERSFIF~D
CALIF0~NIAN~ a daily newspaper printed, published and circulated in said
City of Bakersfield, and hereby designated for that purpose by said
City Council.
The Street superintendent of said City of Bakersfield shall
cause to be conspicuously posted along the line of said contemplated
work and improvsment and along all the open streets within said district,
notice of the passage of this resolution of Intention, in the manner and
form required by law, and in said notice he shall call attention to the
Warrenite-Bitulithic License Mixture Agreement of the Warren Brothers
Company, of daSe ~ Z/~, If W/ , on file in the office
of the City Clerk.
I HEREBY CERTI~Z that the foregoing Resolution of Intention
was regularly introduced, passed and adopted by the Council of the City
of Bakersfield, at a regular meeting of said Council held on the
