A RESOLUTION DETERMINING THAT A SPECIFIC
ELECTRICAL DESIGN FOR WASTEWATER
TREATMENT PLANT NO. 3 CANNOT BE
REASONABLY OBTAINED THROUGH THE USUAL
BIDDING /REQUEST FOR PROPOSAL
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH USUAL
BIDDING PROCEDURES AND EXECUTE AN
AGREEMENT FOR ELECTRICAL DESIGN
SERVICES WITH PARSONS ENVIRONMENT &
INFRASTRUCTURE INC., NOT TO EXCEED
$50,963.
WHEREAS, the CITY's Wastewater Treatment Plant No. 3 has an existing
Cogeneration System and Solar Energy System and cannot export excess power
production; and
WHEREAS, Plant No. 3 can export excess power production if a grounding
bank is installed which requires electrical engineering design services; and
WHEREAS, CITY does not have staff capable of completing electrical
engineering design work; and
WHEREAS, Parsons completed the original design of the Cogeneration System
and the electrical system for Plant No. 3; and
WHEREAS, integrating the grounding bank into the existing electrical system is
best completed by the original designer because the risk for catastrophic failure
due to incompatibility is too great to allow a different electrical engineer to
complete such work; and
WHEREAS, it is necessary to contract these design services to the original
designer because of the necessity to successfully integrate such work, supplies,
equipment or materials into an existing City project or system as stated in CITY
Municipal Code Section 3.20.060 (D)(2).
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonabl�AK%

obtained from one vendor because of the need to successfully integrate such
work, supplies, equipment or materials into an existing City project or system.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or material
shall not exceed $50,963.
