Good News:
Wastewater did an analysis to estimate the energy consumption savings of the City’s
solar system from August 31st, 2013 through August 30th, 2014. They estimate the total
2,145,399 kilowatt-hours generated by the system saved the City about $235,000. The
excess power (98,248 kilowatt-hours) that exceeded the contractor’s guarantee saved
the City $10,700. The $10,700 is already factored in to the $235,000.
These savings only represent energy consumption. There are additional savings from
demand charges, but that do not have the information available to compute that
dollar amount.
Bakersfield is the 8th fastest growing large city in the United States according to a large
social media company, WalletHub, who identified the cities that have expanded most
rapidly in socio-economic terms between 2008 and 2013. The company analyzed 516
U.S. cities of varying sizes across 10 key metrics, ranging from population growth rate to
unemployment rate decrease. The results of their study can be found at

There are some large trees in the downtown Truxtun median that have reached their life
span and are dead or dying. These trees pose a liability to the City if a limb or worse, the
entire tree falls. Staff is planning removal and replacement within the next couple of
weeks. Attached are pictures for reference.
TRIP:
Street and Ramp Closures for State Route 58 Gap Closure Project
Construction crews will be working on the freeway bridges over Madison and P Streets next week, requiring daytime closures of both streets at State Route 58. The
closures are expected to be in effect Monday through Friday, September 29th to
October 3rd, between the hours of 8:30 a.m. and 3:30 p.m.
It is with great sadness that we learned of the passing of Eric Matlock, Chief of
Police in Bakersfield from 1999 – 2004, after a three-year battle with cancer.
He began his career as a Patrol Officer in 1970, and promoted through the
ranks of Detective, Sergeant, Lieutenant, Captain, and Assistant Chief of
Police before being selected as the Chief. He will always be remembered as
a highly-respected leader and individual.

Motorists can detour around the Madison Street closure by using either Union
Avenue or Cottonwood Road. To detour around the P Street closure, motorists can
use either South Chester Avenue or Union Avenue to cross the freeway.
The Chester Avenue/H Street westbound on-ramp will continue to be closed at
night through October. The closures are expected to be in effect Sundays through
Thursdays, between the hours of 7 p.m. and 6 a.m. the following morning. The ramp
closures are needed to complete construction on the adjacent retaining wall,
located on the north side of State Route 58, west of H Street.
Motorists should plan to use alternate routes to access State Route 58 and State
Route 99 during these hours. Motorists can use the State Route 58/Union Avenue
Interchange, located approximately one mile to the east, or continue west on
Brundage Lane for approximately one mile to access northbound or southbound
State Route 99.
State Route 178/Morning Drive Interchange Project
The westbound off-ramp from State Route 178 to Fairfax Road will be closed
between 7 a.m. and 4 p.m. on Thursday and Friday, October 2-3, 2014. The closure
is needed to allow construction crews to work on a nearby retaining wall.
Westbound motorists can access Fairfax Road by exiting at Oswell Street then
returning to Fairfax Road via Auburn Street. All other Fairfax Road on- and off-
ramps are expected to remain open while work is underway.

runners are expected to participate, starting at 9:00 a.m.

2:30 -6:00 p.m.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the
end of the month.
