A RESOLUTION DETERMINING THAT AN AUTOMATED VEHICLE LOCATION (AVL) MODULE COMPATABLE WITH THE BAKERSFIELD POLICE DEPARTMENT'S EXISTING COMPUTER AIDED DISPATCH SYSTEM CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE AND PURCHASE ONE AVL MODULE FROM VERSATERM, INC., NOT TO EXCEED $65,200.00. WHEREAS, the Bakersfield Police Department (BPD) owns and utilizes Versaterm, Inc.'s Computer Aided Dispatch and Records Management System (CAD /RMS); and WHEREAS, the Bakersfield Police Department, concurrent with the recommendations from the International Association of Chiefs of Police, desire to implement an Automated Vehicle Location System; and WHEREAS, an Automated Vehicle Location System is an existing feature of Versaterm CAD /RMS, subject to activation and certain fees; and WHEREAS, any enhancement to the Versaterm CAD /RMS must be completely compatible with Versaterm, Inc.'s proprietary software; and WHEREAS, Versaterm, Inc. is the sole proprietor of a compatible AVL system for the CAD /RMS of the Bakersfield Police Department; and WHEREAS, the Bakersfield Police Department has received grant funding from the State of California Public Safety allocation to be used for frontline law enforcement. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
