HomeMy WebLinkAboutRES NO 169-14RESOLUTION NO. 169- 14 RESOLUTION DETERMINING THAT CUSTOMIZED DIMMABLE LED LIGHTING FIXTURES FOR THE CONVENTION CENTER THEATER ENERGY EFFICIENCY LIGHTING PROJECT CANNOT BE OBTAINED THROUGH THE USUAL BIDDING PROCEDURES BECAUSE OF THE NEED TO PURCHASE FIXTURES MEETING PG&E'S ENERGY EFFICIENCY REQUIREMENTS FOR THE ZERO - INTEREST ON -BILL FINANCING LOAN PROGRAM AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THERFORE, NOT TO EXCEED $114,000. WHEREAS, the California Public Utilities Commission offers a zero - interest On -Bill Financing (OBF) program for energy efficiency improvements that is administered by PG &E; and WHEREAS, based upon past success with similar projects, the City desires to retrofit the Convention Center Theater lighting with 192 energy efficient dimmable incandescent lighting fixtures to realize future electrical cost savings; WHEREAS, as part of the OBF program, PG &E requires energy efficiency products to be certified by the DesignLights Consortium (DLC) which promotes quality, performance, and energy efficient commercial section lighting solutions through collaboration among its federal, regional, state, utility, and energy efficiency program members, luminaire manufacturers, lighting designers, and other industry stakeholders; and WHEREAS, only one manufacturer, Crossroads LED, has designed a LED fixture for use in the stage and theater lighting industry that has been certified by the DLC; and WHEREAS, the Public Works Director recommends the Council find said LED fixtures can only be reasonably obtained from Crossroads LED because of the need to purchase only stage and theater lighting certified by DLC in order to qualify for the OBF program, and recommends the Council dispense with the bidding, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above recitals are true and correct and incorporated herein by reference. 2. The City Council hereby finds that the purchase of the LED light fixtures can only be reasonably obtained from one vendor (Crossroads LED) because of the necessity to purchase only lighting fixtures certified by the DLC in order to qualify for OBF funding. f Page 1 of 2 G: \GROUPDAT \ADMINRPT \2014 \09 -24 \Resolution - energy efficiency lighting.doc 4� 3. The Finance Director is authorized to dispense with bidding and to negotiate the purchase of same, not to exceed $114,000.
