A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD
DIRECTING STAFF TO SEEK AUTHORSHIP BY BAKERSFIELD
LEGISLATORS OF PROPOSED LEGISLATION WHICH PLACES A
MEMBER OF THE BAKERSFIELD CITY COUNCIL UPON THE LOCAL
AGENCY FORMATION COMMISSION
WHEREAS, the City of Bakersfield has the largest incorporated population
within Kern County, which represents approximately 35% of the entire county's population,
and
WHEREAS, for many years the City of Bakersfield has had no representation
upon the Local Agency Formation Commission, wherein its residents' annexation concerns
have not been adequately represented, and
WHEREAS, under new legislation, the City of Bakersfield is required to
support, based upon its population, approximately 64% of the allocated costs to cities
within Kern County, and
WHEREAS, there is State precedence to ensure major centers of population
placement upon local agency formation commissions, and
WHEREAS, a change to identify Bakersfield a permanent placement upon
the Local Agency Formation will require a new legislation and staff has drafted the
proposed legislation, and
WHEREAS, the City Council wishes staff to pursue the authorship of such
legislation by a State legislator representing Bakersfield.
NOW THEREFORE BE IT RESOLVED, by the Council of the City of
Bakersfield that staff is directed to seek authorship by State legislators representing
Bakersfield of the proposed legislation which will identify Bakersfield a permanent
placement upon the Local Agency Formation Commission, thereby assuring adequate
representation of residents' concerns relating to annexation issues.
