Good News:
Since the launch of Bakersfield Mobile in early July, a total of 624 service requests have
been submitted to City departments through either the smartphone app or the
corresponding web-based form. Currently, users can submit graffiti, pothole repair,
street light malfunctions, parks equipment and parks irrigation issues via the app. We
are happy to announce that we recently added a new reporting capability by which
users can now report malfunctioning traffic signals. Plans are moving forward to
expand more reporting capabilities for the future.
The following is the percentage breakdown of service requests by type received via
the app to date:
• Graffiti – 43%
• Street Lights – 21%
• Parks Irrigation – 15%
• Potholes – 14%
• Parks Equipment – 5%
• Traffic Signals – 2%
The American Society of Civil Engineers (ASCE), a professional society for the designers
and builders of society’s infrastructure, has announced its 2014 Los Angeles Section Award winners.
The City of Bakersfield has received the Small Project for the Year Award for the Mill
House at Mill Creek. Dick Meyer, the City’s lead consultant for the project, will be
receiving the award on behalf of the City. We would like to thank and congratulate
everyone who has played a part in this project.
As a Reminder:
We’re excited to announce that the construction for the State Route 99/Hosking
Avenue Interchange project will soon be underway. In celebration, we’re hosting a
groundbreaking event on October 24th at 11 a.m. at the southeastern quadrant of
State Route 99 and Hosking Avenue. Please see the attached invitation for additional

TRIP:
Daytime Closures for State Route 58/Chester Avenue-H Street Westbound On-ramp
Construction crews have started driving piles during daytime hours for the retaining
wall along the north side of State Route 58 west of H Street. Beginning Monday,
October 13th this work will require the closure of the State Route 58/Chester Avenue-H
Street westbound on-ramp from Monday through Friday. Work is expected to take
place between the hours of 6 a.m. and 4 p.m. each day for at least the next two
weeks.
Motorists should plan to use alternate routes to access State Route 58 and State Route
99 during these hours. Motorists can use the State Route 58/Union Avenue
Interchange, located approximately one mile to the east, or continue west on
Brundage Lane for approximately one mile to access northbound or southbound State
Route 99.
Nighttime Closures on State Route 58 - Flagging on Cottonwood Road, Madison Street,
and P Street
Motorists should anticipate lane closures while traveling on State Route 58, between
State Route 99 and Cottonwood Road, October 13th – 16th and October 19th – 23rd. In
addition, motorists using Cottonwood Road, Madison Street, and P Street next week,
October 13th -16th, should anticipate intermittent flagging at State Route 58.
Construction crews plan to remove concrete barrier rail from the City streets, place
concrete barrier rail along westbound State Route 58, and perform electrical work
along both sides of the highway throughout the construction zone. The night work is
expected to begin each night at 8:30 p.m. and continue through 6 a.m. the following
morning.
The contractor will be conducting traffic control with the use of flagging personnel to
remove the barrier rail from City streets below the freeway. Motorists traveling in this
area should anticipate wait times of up to five minutes.
Construction crews will need to close the inside travel lane on westbound State Route
58 to place the barrier rail along the freeway. Electrical work will require lane closures
of the outside traffic lane on both eastbound and westbound State Route 58 in the
vicinity of the work area. When work is performed in the vicinity of an on- or off-ramp,
the ramp will be closed while work is underway. At least one lane in each direction is

expected to be open to freeway traffic at all times. All lanes are expected to open for
the morning commute.

October 11th from 11:00 a.m. to 2:00 p.m. Mayor Hall and Councilmember Rivera will
be honoring Hidden Heroes at the event. There is expected to be over 50 vendors who
will provide health checks, wellness information, food and entertainment.

SUBJECT: SR-178 Two Lane Offramp Referral No. 524
Staff contacted the Director for Caltrans District 6 to request that Caltrans evaluate the
expansion of the eastbound SR-178 off ramp onto Mt. Vernon Avenue, from one lane to
two. The Director is very familiar with this off ramp as she grew up in east Bakersfield.
Caltrans recently completed a resurfacing project on State Route 178 from Union
Avenue to Fairfax which included most ramps through this section. Unfortunately, this
project was just a new surface wearing course and did not provide for any
improvements to increase capacity for the highway or ramps.
Staff suggested that Caltrans consider a project to construct an auxiliary lane for
eastbound SR 178 at Mount Vernon Avenue off ramp to be funded through the State
Highway Operations and Protection Program (SHOPP). The auxiliary lane would provide
for the two lane exit at Mount Vernon Avenue. Caltrans indicated that their Traffic
Engineering Division would review the off ramp to see if it would qualify for SHOPP funds; however, they were not aware of any previous safety issues which would warrant the
use of SHOPP Funds at this location. Caltrans suggested that the expansion of this ramp could perhaps be in the next update of the City’s traffic impact fee program, or that
funding might be programmed in a future State Transportation Improvement Program (STIP) which is administered through KernCOG. Staff has requested KernCOG to review
this suggestion.
Councilmember Maxwell requested that staff contact Caltrans and suggest
the expansion of the eastbound SR-178 off ramp onto Mt. Vernon Avenue,
from one lane to two.
