Foundations shall conform to the provisions in Section 86 -2.03, "Foundations", of the Standard Specifications and these special provisions. The Contractor shall furnish the nuts and washers to be used for new foundations and shall furnish the appropriate nuts and washers for existing foundations to be reused. When foundations are to be abandoned as shown on'the plans the last paragraph of Section 86- 2.03, "Foundations ", shall be amended to read: When a foundation is to be abandoned, the top of foundation, anchor bolts, and conduits shall be removed to a depth of not less than three (3) feet below surface of sidewalk or unimproved ground. The resulting hole shall be backfilled with material equivalent to the surrounding material. All pull boxes and signal standard foundations where the signal standard is to be installed in an un- improved area shall be provided with a concrete pad having a minimum of 6" clearance from the edge of the pull box and C1DH foundation. 7 -2.02 CONDUIT. Conduit shall conform to the provisions in Section 86 -2.05, "Conduit ", of the Standard Specifications and these special provisions. Conduits may be installed by either lacking /drilling or open trench methods unless otherwise shown on the plans. Installation using jacking or drilling shall conform to Section 86- 2.05C, "Installation ", of the Standard Specifications. Open trench installation in pavement shall conform to the following specifications: a. Conduit shall be rigid non - metallic type. Conduit shall be placed under existing pavement in a trench not to exceed six 6 inches in width. Trench shall be cut using a rock w (.) g oc s and all loose oose uncom ty r" acted material shall p s a be removed from the bottom of the trench prior to placement of conduit. The top of the installed conduit shall be a minimum of eighteen to twenty -one (18 -21) inches below finished grade. b. The conduit shall be laced in the bottom of the trench and the trench shall be backfilled with a two 2 sack slurry cement kfi 1. p O u rY ce e t bac ! Slurry cement backfill shall be placed to within 0.20 feet of the pavement or open ground surface. The top 0.20 feet shall be backfilled with asphalt concrete produced from commercial quality paving asphalt and aggregates. Conduit placed in a trench outside pavement or sidewalk areas shall be backfilled with a two (2) sack slurry cement backfill. c. rior o spreading asphalt concrete paint binder shall be a lied as specified in Section - " " P 9 P , p pp p ec o 39 04 02, "Prime Coat and Paint Binder , of the Standard Specifications. Spreading and compacting of asphalt concrete shall be performed by any method which will produce an asphalt concrete surface of uniform smoothness, texture, and density. d. All excavated areas in the pavement shall be backfilled except for the top 0.20 foot, by the end of each work day The top 0.20 foot shall be placed within three (3) working days after trenching. Temporary roadmix or other acceptable temporary surface will be allowed on the top 0.20 eet until such a time as the permanent asphalt surface is placed. Dependent upon adverse soil conditions or other circumstances encountered at the time of construction, the Engineer may specify which of the above methods may be used. A pull rope shall be installed in all siggnal conduits new or existing . The pull rope shall be nylon or polypropylene with a minimum tensile strength of 500 pounds. At least 2 feet of pull rope shall be doubled back into the conduit at each termination. 7 -2.03 PULL BOXES. Pull bones shall conform to the provisions in Section 86 -2.06, "Pull Boxes ", of the Standard Specifications and these special provisions. Recesses for suspension of ballasts will not be required. All pull boxes shall be No. 5 with a 6" minimum concrete apron if pull boxes are not located within sidewalk. 7 -2.04 CONDUCTORS AND WIRING. Conductors and wiring shall conform to the provisions in Section 86 -2.08 "Conductors ", and Section 86 -2.09, 'Wring", of the Standard Specifications and these special provisions. Conductors - The Contractor shall use multi- conductor electrical cables for all circuits except lighting, video power and between the service point and controller cabinet. Conductors shall be spliced by the use of "C" shaped compression connectors as shown on Standard Plan ES -13. Splices shall be insulated by "Method B ". The optical detector cable (3 -M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7X28) standard individually tinned drain wire to provide signal integrity and transient protection. The individually tinned copper, color -coded insulation shall be as follows: a. Orange for delivery of optical detector power (+ b. Negative return wire for optical detector power -) c. Yellow for optical detector signal #1 d. Blue for optical detector signal #2 The Contractor shall arrange for a qualified Opticom technician to be present at each signal turn on. A representative servicing the Bakersfield area may be contacted at (714) 321 -7513. The insulation for all conductors shall be type THW polyvinyl chloride. 7 -2.05 SERVICE. Service shall conform to the provisions in Section 86 -2.11, "SERVICE ", of the Standard Specifications and these special provisions. Unless otherwise noted, service shall be as shown on the plans for the signal installation Stine Road and Ryzona Street. The installation shall be furnished with 70 amp, 240 volt, 3 pole 7- 2.07A.1 General 1.1 Each module shall consist of an assembly that utilizes LEDs as the light source in lieu of an incandescent LED for use in traffic signal sections. 1.2 The LEDs utilized in the modules shall be AIinGaP technology for red, amber and yellow indications, or GaN for tYp reen indications, and shall be the ultra bright a rated for 100,000 hours of continuous operation from -40 °C to +74° F. 9 g 1.3 The modules shall be rated for a minimum useful life of 48 months. All modules shall meet all parameters of this specification during. his period. 1.4 The individual LEDs shall be wired such that a catastrophic loss or the failure of one or more LED will not result in the loss of the enre module. 1.5 Electrical 1.5.1 Power Consumption 1.5.1.1 Maximum power consumption requirements for the modules are as follows (in Watts): 1.5.1.2 LED modules ul p d es will have a e EPA Energy e gy Star compliance ratings, if applicable to that shape, size and color. 1.5.2 Operation Voltage 1.5.2.1 The modules shall operate from a 60 HZ k3 HZ AC line over a voltage ranging from 95 volts to 135 volts. The fluctuations of line voltage shall have no visible effect on the luminous intensity of the indications. g g g g 1.5.2.2 Operating voltage of the modules shall be 120 VAC. All e. arameters shall be measured at this volts 1.5.3 Power Factor p g The LED signal module shall have a power factor of 0.90 or greater. 1.5.4 THD Total harmonic distortion (current and voltage) induced into an AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -21 1992. 1.5.6 The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage ran _ g specified above. 1.5.7 All wiriNeads). and terminal blocks shall meet the requirements g g p e e equ ements of Section 13.02 of the ITE Publication: E ui ment and Material Standards, Chapter 2 Vehicle Traffic Control Signal 1.5.8 Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. 1.5.8.1 When a current of 20 mA AC or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9 The modules and associated onboard circuit must meet Class A emission limits referred in Federal Communications Commission 15 regulations concerning the emission of electronic noise. (FCC) Title 47, Subpart B, Section 1.6Photometric Requirements 1.6.1 The minimum initial luminous intensity values for the modules shall be as stated in Table 2 -2 and /or Table 2-4 at 25 °C. 1.6.1.1 The modules (excluding yellow) shall meet or exceed the illumination values as shown in Table 2 -3 and /or Table 2 -5, throughout the useful life based on normal use in a traffic signal operation over the operating emperature range. g 1.6.1.2 Yellow modules shall meet or exceed the illumination values as shown in Table 2 -3 and /or Table 2 -5, throughout the useful life based on normal use in a The measured- traffic si nh al operation at 25 °C. g 1.6.2 g c romaticity coordinates of the modules shall conform to the chromaticity requirements of Table 2 -6, throughout the useful life over the operating temperature range. 1.713hysical and Mechanical Requirements LED traffic signal modules shall be designed as retrofit replacements for existing optical units of signal indications and shall not require special tools for installation. See appropriate sections for Type 1 and Type 2 modules. g q p 1.8 Environmental Requirements 1.8.1 The LED signal module shall be rated for use in the operating temperature range of -40 °C( -40 °F) to +74 °C ( +165 0F). The modules shall meet all specifications throughout this range. 1.8.2 The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250 -199 1 for Type 4 enclosures to protect all internal components. P q Yp p 1.9 Construction 1.9.1 The LED signal module shall be a single, self contained device, not requiring onsite assembly for installation into an existing traffic signal housing. The power supply Y for the module shall be integral to the unit. 1.9.2 The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the Transportation Electrical Equipment Specifications ". 1.9.3 The assembly and manufacturingg process for the LED signal assembly shall be signed to assure all internal components are adequately supported to withstand mechanical shock and vibration from High winds and other sources. 1.10 Materials 1.10.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.10.2 Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. 1.11 Module Identification 1.11.1 Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month- year), and lot number as identification permanently marked on the back of the module. 1.11.2 The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt-Ampere. 1.1 1.3 Each module shall have a symbol of the type of module i.e. circle, arrow, etc.) in the cobs of the module. The symbol shall be one inch (25.4 mm) i diameter. Additionally, the color shall be written out in '/ letters next to the symbol. 1.11.4 If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" or "TOP ". g g g g 7- 2.07A.2 Type 1 Traffic Signal Module The following specification requirements apply to the Type 1 module only. All general specifications apply unless specifically superceded in this section. 2.1 T pe 1 modules can be manufactured under this specifcation for the following faces: 2.1. T 300 mm circular 2.1.2 200 mm circular 2.1.3 300 mm arrow 2.1.4 Bicycle indication (future) 2.1.5 Lane Control (future) 2.2 Physical and Mechanical Requirements 2.2.1 The module shall fit into existing traffic signal section housings built to the specifications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). 2.2. Each E h ac APDM e 1 module shall be designed to be installed in the doorframe of a standard traffic signal housing. The Type 1 module shall be sealed in the doorframe with a one -piece (ethylene propMe ne rubber) gasket. 2.2.3 The maximum weight of a 1 module shall be a 1.8 k 4 lbs. . 2.2.4 Each Type 1 module shall b a sealed unit to include all arts necessary for operation a printed circuit board power supply, a lens and s n shall weather proof after installation and connection. p ry p ( p p gasket, etc.), and s a be 2.2.5 Conductors Two secured, color coded, 600 V, 20 AWG minimum, wires, conforming to the National Electric Code, rated for service at +105° C, are to be provided for electrical connection for each Type 1 LED signal module. Conductors for Type 1 modules shall be 1 M in length, with uick disconnect terminals attached and shall conform to Section 86-4. OIC, "Electrical Components', of the Standard Specifications. g q 2.2.6 If specified in the purchase order, the module will be equipped with an adapter that will screw into the medium base, LED socket. The accept adapter shall be able to t p the quick disconnect terminals at the end of the conductors for the module. The electrical contacts of the adapter shall be made of brass. p p 2.3 Lens 2.3.1 The lens of the Type 1 module shall be integral to the unit, shall be convex with a smooth outer surface and made of plastic or of glass. 2.3. n 2 The lens may i ay be tinted or may use transparent film or materials with similar characteristics to enhance ON /OFF contrasts. 3.3.2.1 The use of tinting or other materials to enhance ON /OFF contrasts shall not affect chromaticity and shall be uniform across the face of the lens. 2.3.3 The LED signal module lens shall be W stabilized and shall be capable of withstanding ultraviolet (direct sunlight) exposure for a minimum period of 60 months without exhibiting evidence of deterioration. 2.3.4 If a polymeric lens is used, a surface coating or chemical surface treatment shall be used to provide front surface abrasion resistance. 7- 2.07A.3 Type 2 Traffic Signal Module The following specification requirements apply to the Type 2 module only. All general specifications apply unless specifically superceded in this section. 3.1 Type 2 modules can be manufactured under this specification for the following faces: 3.1. 300 mm circular 3.1.2 200 circular 3.1.3 300 mm arrow 3.1.4 Programmed Visibilit red, yellow, green) 3.2 Physicarand Mechanical Ke uiremen 3.2.'i The module shall fit into existin traffic signal section housings built to the s ecifications detailed in the ITE Publication: Equipment and Material Standards Chapter 2 (Vehicle Traffic Control Siggnal Reads), with the existing lens, reflector and LpED socket remainin in place, and without modificpation to the housing. p 3.2.2 Each Type 2 module shall�be designed to mount in the standard LED k i g g 3.2.3 The maximum weight of a Type 2 module shall be 1.4 k 3 bs � socket normally used with an incandescent LED. 3.2.4 Type 2 modules shall be a sealed unit container all components necessary or operation. 3.3 The installation of a Type 2 module shall not require any removal of, or modification to the standard LED socket or reflector. The installation of a Type 2 module shall not require special tools. Yp 7- 2.07A.4 300 mm Arrow The following specification requirements apply to the 300 mm arrow module only. All general specifications apply unless specifically superceded in this section. 4.1 The arrow module shall meet specifications stated in Section 9.01 of the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads) for arrow indications. 4.2 The LEDs shall be spread evenly across the illuminated portion of the arrow area. 7- 2.07A.5 300 mm Bicycle The following specification requirements app) to the 300 mm b icycle module only. All general specifications apply unless specifically superceded in this section. 5.1 Th e bicycle modul e shall approximate shape an d size specifications as shown in Figure 6-1 for bicycle signal face. Caltrans shall make the final determination as to the conformance to the intent of the specification. 5.2 The LEDs shall be spread evenly across the illuminated portion of the bicycle area. 7- 2.07A.6 300 mm Programmed Visibility (PV) The following specification requirements apply to the 300 mm PV module only. All general specifications appp) unless specifically superceded in this section. 6.1 The module shall be a type 2 module designed and constructed to be installed in a programmed visibility (PV) signal housing without modification to the housing. 6.2 The LEDs shall be spread evenly across the module. 7- 2.07A.7 300 mm Lane Control The following T e o r specification r i m g .. equ re ents apply to the 300 mm lane control module only. The lane control module is a single, combination module with both a red X and green arrow. All general specifications apply unless specifically superceded in this section. 7.1 The lane control module shall approximate shape and size specifications - - pp p as shown in Figures 8 1 and 8 2 for lane control modules. Caltrans shall make the final determination as to the conformance to the intent of the specification. 7.2 Three secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105 °C, are to be provided for electrical connection for each lane control LED signal module. Conductors for this module shall be 1 M in length, with quick disconnect terminals attached and shall conform to Section 86-4. OIC, Electrical Components", of the Standard Specifications. The color code is as follows: FunctionColorneutraiwhitered Xredgreen arrowbrown 7.3 The LEDs shall be spread evenly across the illuminated portions of this module. 7- 2.07A.8 Quality Assurance 8.1 The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. The production quality assurance shall include statistically controlled routine tests to ensure minimum erformance levels of LED si nal modules to meet this specification, and a documented process of how problems are to a resolved. p 9 p p p b 8.2 A r Q process and test results documentation shall be kept on file for a minimum period of seven years. 8.3 LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. 8.4 Depign Qualification Testing 8.4.1 Design Qualification Testing shall be performed by the manufacturer or an independent . testing lab hired by the manufacturer on new LED module designs, and when a major design change has been implemented on an existingg design. A major design change is defined as a design change (electrical or physical) which changes any of the performance characteristics of the module, results in a different circuit configuration for the power supply, or changes the layout of the individual LEDs in the module. 8.4.2 A quantity of two units for each design shall be submitted for Design Qualification Testing. 9 Y 8.4.2.1 T Units 9 Test s h If U t shall be submitted �o Caltrans T ranslab, Electrical Testing after the manufacturers testing is complete. 8.4.2.2 test in g data sha ll be subm i tted with test units for Caltrans verification of D es i gn Qualification Testing data. 8.4.3 Burn In. The sample modules shall be energized for a minimum of 24 hours, at 100 percent on -time duty cycle, at a temperature of +74 °C ( +165° F), before performing any design qualification testing. 8.4.4 Any failure of the module which renders the unit non - compliant with the specification after burn in, shall be cause for rejection. g all . specifications will be measured including, but not limited to: 8. Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch in the "off' position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. 8.4.5.5 Mechanical vibration testing shall be as per MIL - STD -883, Test Method 2007, using 3 four minute cycles along each x, y and z axis, at a force of 2.5 Gs, with a frequency weep from 2 HZ to 120 HZ. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. 8.4.5.6 Temperature cycling shall be performed as per MIL- STD -883, Test method 1 01 0. The temperature range shall be per "Environmental R uirements ". A minimum of 20 cycles shall-be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Failure to meet requirements of any of these tests shall be cause for rejection. Test results shall be retained by the manufacturer for seven years. 9.1.2 Burn -in period shall consist of each signal module being energized at rated voltage for a 30 minute stabilization period before the measurement is made exce t for yellow modules). ( p 9.1.3 Each module shall be tested for rated initial intensity after burn -in. 9.1.3.1 A single point measurement, with a correlation to the intensi requirements of Table 2 -2 for circular modules, may be used. 0 .1. + (+770F). 9 3 2 The mint r ambient e t em eat re for this measurement u s easu ement sh II a be 25 9.1.3.3 Each module not meeting minimum luminous intensity requirements r Table 2 -2 or Table 2-4 shall be cause for rejection. 9.1.4 Each module shall be tested for required power factor after burn-in. p I 9.1.5 Each module shall be measured for current flow in amperes after burn -in. The measured current values shall be compared against rated values resulting from design qualification measurements under "Design Qualification Testing ". The current flow shall not exceed the rated value. 9.1.6 Each module shall be v isuall inspected ected for an exterior physical ical damn 9 a or ass embl anomalies . Careful atten tion ion sha I be paid to the surface f the lens to ensure there are no s r atc h es (abrasions c r acks chips, discoloration, 0 r other d f cots . An y such defect hall be cause for rejection. 7- 2.07A.10 CERTIFICATE OF COMPLIANCE. The Contractor shall provide the Engineer a Certificate of Compliance from the manufacturer in accordance with the provisions of Section 6 -1.07, "Certificates of Compliance," of the Standard Specifications. The certificate shall certify that the LED signal modules comply with the requirements of these specifications. Said certificate shall also certify the LED signal modules conform to the pre - qualified and testis approval of CalTrans and was manufactured in accordance with the CalTrans quality control program. The certificate shall also include a copy of all applicable test reports on the I D signal modules. 7- 2.07A.11 MAINTENANCE PERIOD AND REPLACEMENT MODULES. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7- 2.07A.12 GUARANTEE. LED signal modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7- 2.07A.13 WARRANTY. The manufacturer shall provide a written warranty against defects in materials and workmanship for the LED signal modules for a period of 36 months after installation of the modules. Replacement modules shall be provided promptly after receipt of modules that have failed at no cost to the City except cost of shipping of the failed modules. All warranty documentation shall be given to the Engineer prior to installation. 7- 2.08A.1 LIGHT EMITTING DIODE COUNTDOWN PEDESTRIAN SIGNALS Countdown pedestrian signals shall consist of Portland orange numbers that are at least 6 inches in height on a black opaque background. The countdown pedestrian signal shall be located immediately adjacent to the associated UPRAISED HAND (symbolizing DONT WALK) pedestrian signal head indication. The display of the number of remaining seconds shall begin only at the beginning of the pedestrian change interval (flashing UPRAISED HAND). After the countdown displays zero, the display shall remain dark until the beginning of the next countdown. The countdown pedestrian signal shall display the number of seconds remainin until the termination of the pedestrian change interval (flashing UPRAISED HAND). Countdown displays shall not be used during the walk interval or during the red clearance interval of a concurrent vehicular phase. For crosswalks where the pedestrian enters the crosswalk more than 100 feet from the countdown pedestrian signal display, the numbers should be at least 9 inches in height. Because some technology includes the countdown pedestrian signal logic in a separate timing device that is independent of the timing in the traffic signal controller, care should be exercised by the engineer when timing changes are made to pedestrian change intervals. If the pedestrian change interval is interrupted or shortened as a part of a transition into a preemption sequence (see Section 4E.06), the countdown pedestrian signal display should be discontinued and go dark immediately upon activation of the preemption transition. 1.5.3 Power Factor The LED signal module shall have a power factor of 0.90 or greater, 1.5.4 THD Total harmonic distortion (current and voltage) induced into an. AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -2, 1992. 1.5.6 The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. 1.5.7 All wiring and terminal blocks shall meet the requirements of Section 13.02 of the iTE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads 1.5.8 Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. 1.5.8.1 When a current of 20 mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9 The modules and associated onboard circuitry must meet Class A emission limits referred to in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. 1.6 Environmental Requirements 1.6.1 The LED signal module shall be rated for use in the operating temperature range of -40 °C ( -40° F) to +74 °C ( +1 65 0F). The modules shall meet all specifications throughout this range. 1.6.2 The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250 -1991 for Type 4 enclosures to protect all internal components. 1.7 Construction 1.7.1 The LED signal module shall be a single self contained device, not requiring onsite assembly for Installation into an existing traffic signal housing. The power supply far the module shall be integral to the unit. 1.7.2 The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications ". 1.7.3 The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. 1.8 Materials 1.8.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.8.2 Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. . 1.9 Module identification 1.9.1 Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month- year), and lot number as identification permanently marked on the back of the module. 1.9.2 The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt-Ampere. 1.9.31f a specific mounting orientation is required, each .module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings a gs shall consist of an up arrow, or the word UP_ or "TOP". 7- 2.08A.2 Type A Pedestrian Signal Face (Countdown Pedestrian Signal per MUTCD 4E.07) The following specification requirements apply to the walking person section only. All general specifications apply unless specifically superseded in this section. 2.1 General 2.1.1 Pedestrian signal face modules shall be designed to mount behind or replace the existing face plate of existing Type-"A" housing as specified by the requirements in the ITE Publication: Equipment and Material Standards, Chapter 3 (Pedestrian Traffic Control Signal Indications). 2.1.2 The design of the modules shall require a specific mounting orientation. 2.2 Photometric Requirements 2.2.1 Each module shall provide an average luminous intensity of at least 3,750 candela /m* for "Hand" and 5,300 candela /m* or "Walking Person" symbol throughout the useful life over the operating temperature range. 2.2.2 The uniformity ratio of an illuminated symbol shall not exceed 4 to 1, between the highest luminance area and the lowest luminance area in the module. 2.2.3 The color output of the module shall conform to the requirements of Section 5.3 in the ITE Publication: Equipment and Material Standards , Chapter 3 (Pedestrian Traffic Control Signal- indications). 2.2.3.1 "Hand" shall be Portland orange. Not greater than 0.390, nor less than 0.331, nor less than 0.997 -x. 2.2.3.2 Walking person shall be lunar white. x: not less than 0.290, nor greater than 0.330 y: not less than 1.5x -- 0.175, nor greater than 1.5x -0.130 2.3 Physical and Mechanical Requirements 2.3.1 The module shall be designed to be used in the pedestrian signal section as retrofit replacement for existing signal LEDs and shall not require special tools for installation. 2.3.1.1 The module shall fit into existing pedestrian signal section housings built to the PTCSH specifications without modification to the housing. 2.3.2 The height of each symbol on the module shall be not less than 250 mm and the width of each symbol on the module s all not be less than 165 mm. 2.4 Construction The modules shall be a single, self - contained device, not requiring on -site assembly for installation into an existing Type "A" housing. 7- 2.08A.3 Quality Assurance 3.1 The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. c e. All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc.). 3.4.5.4 Equipment Compatibility . Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch, Each signal module shall be connected to the output of a standard load switch, connected to a n conn AC voltage I o tage supp y between the values of 95 and 135 VAC, with the input to the load switch in the off position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. 3.4.5.5 Mechanical vibration testing shall be as per MIL- STD -883 Test Method 2007, using four minute cycles along each x, y, and z axis at a force of 2.5 Gs, with a frequency sweep from 2HZ to 120 HZ.-The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. 3.4. 5 6 Temperature c c! i n g shall performed ed as per MIL - STD -883, test method 1 01 0. Any evidence of internal moisture after testing shall be cause for rejection. 7- 2.08A.4 Production Quality Control Testing. 4.5.1 The following Production Quality Assurance tests shall be performed on each new module prior to shipment. These results shall be retained by the manufacturer for seven years. 4.5.2 Burn -in period shall consist of each signal module being energized at rated voltage or a 30 minute stabilization period before the measurement is made. 4.5.3 Each module shall be tested for rated initial intensity after burn -in. 4.5.3.1 A single point measurement, with a correlation to the intensity requirements of Section 1.04 of the VTCSH for circular modules, may be used. 4.5.3.2 The ambient temperature for this measurement shall be a +25° C ( +77° F) 4.5.3.3 Each module not meeting minimum luminous intensity requirements of 3,750 cd /m* for Hand and 5300 cd /m2 for Walking Person Symbol shall be cause for rejection. 4.5.4 Each module shall be tested for required power factor after burn -in. 4.5.5 Each module shall be measured for current flaw in amperes after burn -in. The measured current values shall be compared q uaiifica #ion mea against rated values resulting from design n surement under "Design Qualification Testing". The current flow shall not exceed the rated value. 4.5.6 Each module s ha ll be visually inspected ected for any e x t ri or physical .damage e o r assembly anomalies. Ties. Ca r a f ul attention shall be paid to the surface of the lens to ensure there are no scratches (abrasions), cracks, chips, discoloration, or other defects. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7- 2.08A.8 Pedestrian Push Buttons Pedestrian push buttons shall conform to the provision in Section 86- 2 "P " p p 5 0 "Pedestrian Push Buttons of the Standard Specifications and these special provisions. Pedestrian push button signs shall be fastened with tamper proof L.N. Dottie Co., stainless steel button head star pin fasteners, 8/32" x 1/2 T832121 ore equal. Pedestrian push buttons shall be installed with equipment to aid the visually impaired as stated in "Accessible Pedestrian Signals and Accessible Pedestrian Signal Detectors" in p buttons shall be A A audible. 9 g these special provisions. Push 7- 2.08A.09 Guarantee Pedestrian Signal Face (Combination Raised Hand/Walking Person) section modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7- 2.08A.10 Warranty The manufacturer shall provide a written warranty against defects in materials and workmanship for the Pedestrian Signal Face (Combination Raised Hand/Walking Person) modules for a period of 60 months after installation of the modules. All warranty documentation shall be ven to the Engineer prior to installation. g 9 7 -2.09 LUMINAIRES. Luminaires shall conform to the provisions in Section 86 -6.01, "High Pressure Sodium Luminaires ", of the Standard Specifications and these special provisions. Luminaires shall be furnished with high pressure sodium and integral ballasts with wattages as shown on the plans. An in -line fuse shall be located in the pull box. 7 -2.10 PHOTOELECTRIC CONTROLS. Photoelectric controls shall conform to the provisions in Section 86 -6.07, "Photoelectric Controls ", of the Standard Specifications and these special provisions. Each Luminaire shall be provided with a Type IV photoelectric control. 7-2.11 CONTROLLERS, OL ERS CABINETS , E S AND AUXILIARY EQUIPMENT. The Contractor shall furnish the controller and cabinet assembly for the location complete with all necessary prom modules, conflict monitor flasher units and relays, isola #ion module, switch packs, detector cards, keys and locks, The contractor shall deliver the Controller and Cabinet assembly to Frank Young at the Gity of Bakersfield Corporate Yard at 4101 Truxtun Avenue for testing and inspection prior to installation. The central pad on the Foundation Detail in State Standard Plan ES -413 shall be increased from a height of three and one -half (3.5) inches to a height of twelve (12) inches. The Contractor shall supply and install each controller cabinet with the surge suppressor module combination terminal block EDCO PC 42 - 1 g pp 6 C 0 5D & PCBIB or equivalent. 7 -2.12 REMOVE EXISTING STREET LIGHT. Remove existing street light shall conform to the provisions in Section 86 -7.01 "Removing Electrical Equipment ", existing street light circuit shall be maintained. Street lights shall be salvaged and delivered to location approved by the City. 7 -2.13 GUARANTEE. Traffic Signal Interconnect Cable shall be twelve (12) conductor cable and shall conform to the following: The conductors shall be solid #19 AWG annealed copper in twisted airs. The conductors hall be no pP p S less than four (4) turns er fourteen (14) inches for twelve (12) pair cable and three and one -half (3.5) turns per fourteen 14) inches for six (6) pair cable. The cable shall have a corrugated co of mer- coated eight 8 mil. aluminum tape and applied longitudinally over the core wrap.
