ALL SANITARY SEWER IMPROVEMENTS SHALL BE PER CITY OF BAKERSFIELD EXCEPT AS NOTED HEREIN. 2. DO NOT INSTALL MANHOLE STEPS IN THE MANHOLES. 3. ALL DROP MANHOLES SHALL BE OF THE OUTSIDE DROP TYPE PER CITY OF BAKERSFIELD STANDARD DETAIL SW-7. 4. ALL PIPELINES AND TRENCHES SHALL BE BACKFILLED PER THE CITY OF BAKERSFIELD'S STANDARD DETAIL ST -22 (1.4.2.6). 5. SECTION 1.4.1, CITY OF BAKERSFIELD STANDARDS. ALL MATERIAL THAT IS TO BECOME A PERMANENT PART OF ANY SANITARY SEWER OR APPURTENANT STRUCTURE, SHALL CONFORM TO THE REQUIREMENTS FOR THE PARTICULAR MATERIAL AS SET FORTH IN THESE SPECIFICATIONS. THE CONTRACTOR SHALL SUPPLY ANY AND ALL CERTIFICATES OF COMPLIANCE, CERTIFIED TESTS RESULTS, OR SHALL PERFORM TESTS AS REQUIRED TO ASSURE THE CITY ENGINEER THAT THE MATERIAL BEING INCORPORATED INTO THE WORK , HAS MET THE REQUIREMENTS AS SPECIFIED. REQUESTS TO USE MATERIALS NOT LISTED IN THESE STANDARDS SHALL REQUIRE SPECIAL CONSIDERATION AND APPROVAL OF THE CITY ENGINEER. 6. SECTION 1.4.2, CITY OF BAKERSFIELD STANDARDS: ALL PIPE OR CONDUITS SHALL BE OF THE SIZE, MATERIAL AND STRENGTH AS SHOWN ON THE PLANS. ALL PIPE AND FITTINGS SHALL BE MARKED OR STAMPED WITH THE TRADE BRAND NAME OF THE MANUFACTURER, AND STRENGTH OR CLASS OF PIPE. ALL PIPE SHALL BE DESIGNED TO WITHSTAND ALL INTERNAL OR EXTERNAL LOADS APPLIED. SUPPORTING STRENGTH OF CONDUITS AS INSTALLED TO SAFELY CARRY IMPOSED GRAVITY LOADS AND SUPERIMPOSED LOADS (INCLUDING A SUITABLE FACTOR OF SAFETY) SHALL BE DETERMINED BY USE OF MARSTON FORMULA AS PER CHAPTER IX (STRUCTURAL REQUIREMENTS) ASCE MANUAL OF ENGINEERING PRACTICE NO. 37. ALL PIPE OR CONDUITS SHALL BE OF THE SAME MATERIALS BETWEEN STRUCTURES. 7. SECTION 1.4.2.2 POLY VINYL CHLORIDE PIPE (PVC ) A ) MATERIALS. PIPE AND FITTINGS SHALL MEET THE REQUIREMENTS OF THE ASTM SPECIFICATION D3034 AND FOR SDR35. PIPE AND FITTINGS SHALL BE HOMOGENOUS THROUGHOUT AND FREE FROM CRACKS, HOLES, FOREIGN INCLUSIONS OR OTHER INJURIOUS DEFECTS. FITTINGS SHALL BE INJECTION MOLDED AND SHALL BE INSTALLED IN LINE ON NEW PIPELINES; CUT-IN FITTINGS ARE NOT PERMITTED. B) JOINTS: USE ONLY ELASTOMERIC GASKET JOINTS. THE ASSEMBLY OF JOINTS SHALL BE IN ACCORDANCE WITH THE MANUFACTURER'S RECOMMENDATION. WHERE PVC PIPE CONNECTS TO VCP, USE COUPLINGS APPROVED BY THE CITY OF BAKERSFIELD. C) INSTALLATION: PIPE AND FITTINGS SHOULD BE INSTALLED IN ACCORDANCE WITH ASTM D2321, ONLY CLASS 1, Il, 111, EMBEDMENT MATERIALS WILL BE CONSIDERED SUITABLE D) JOINT DEFLECTIONS FOR PVC SEWER PIPE IN CURVILINEAR ALIGNMENT SHALL NOT BE . DEFLECTED GREATER THAN 1 DEGREE PER MANUFACTURER'S RECOMMENDATIONS. 8. SECTION 1.4.2.5 LATERALS AND STUBS A) ALL LATERALS SHALL EXTEND TO A MINIMUM OF FOUR FEET BEYOND THE PROPERTY LINE AND SHALL BE 4"' IN DIAMETER EXCEPT AS NOTED ON PLANS. SURFACE MARKERS FOR SEWER LATERALS SHALL BE INSTALLED AT PROPERTY LINE. B) WYE FITTINGS SHALL BE IN-LINE TYPE AND SHALL BE USED FOR ALL LATERAL CONNECTIONS AND SHALL BE ROTATED A MINIMUM OF 23 DEGREES ABOVE THE HORIZONTAL PLAN RUNNING THROUGH THE CENTERLINE OF THE MAIN. C) ALL SEWER STUBS SHALL BE CLOSED WITH A STANDARD PLASTIC PLUG SOLVENT WELDED. 9. SECTION 1.4.3, MANHOLES AND CLEANOUTS "MPHO ALL MANHOLES SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE CITY OF BAKERSFIELD STANDARD DRAWINGS SW -4 AND SW -5 AND SECTION 70 -1.02H AND 70 -1.07 OF THE STANDARD SPECIFICATIONS OF THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION, CURRENT EDITION. ALL CLEANOUTS SHALL BE CONSTRUCTED IN ACCORDANCE WITH CITY OF BAKERSFIELD STANDARD DRAWING S -20. 10. THE SUBDIVIDER AND CONTRACTOR SHALL MAINTAIN DUST CONTROL ABOUT THE SITE OF WORK. 11. CONTRACTOR SHALL NOTIFY THE CITY AT LEAST 7 DAYS PRIOR TO COMMENCING WORK. THE CONTRACTOR SHALL PRESERVE SURVEY MONUMENTS AND BENCH MARKS, WHICH MAY NOT BE DISTURBED WITHOUT PRIOR APPROVAL FROM THE CITY. 12. ANY INSPECTIONS TO BE PERFORMED BY THE CITY SHALL REQUIRE 24 HOUR NOTICE (661)326 -0349. 13. ALL MANHOLE COVERS SHALL BE A MINIMUM OF 0.5' BELOW AGGREGATE BASE UNTIL COMPLETION OF PAVING. ADJUST ALL MANHOLES AND VALVE BOXES TO FINISH GRADE AFTER PAVING IS COMPLETED. 14. ALL SANITARY SEWER LATERALS SHALL BE EXTENDED 4' BEYOND PROPERTY LINE ' AND MARKED WITH A LATERAL MARKER PER CITY STD. SW -1, AND WITH A 3" HIGH "S" ON TOP OF CURB. MINIMUM COVER FOR SEWER LATERALS AT THE GUTTER FLOWLINE SHALL BE 2.5' AND AT THE PROPERTY LINE SHALL BE 2.25'. WATER SERVICES SHALL BE MARKED WITH A "W"'. PROVIDE A MINIMUM OF 1 ' SEPARATION BETWEEN WATER SERVICE TAPS. 15. CONTRACTOR SHALL SUBMIT A STORM WATER MANAGEMENT PLAN TO MITIGATE IMPACTS OF SOIL EROSION OFF-SITE, AND SHALL OBTAIN AN NPDES CONSTRUCTION PERMIT FROM THE CENTRAL VALLEY RWQCB. SUBMIT A COPY OF THIS PERMIT TO THE CITY, CONTRACTOR SHALL BE RESPONSIBLE FOR THE CLEAN UP OF SOIL EROSION FROM THE SITE THROUGHOUT THE ONE YEAR WARRANTY PERIOD FOLLOWING CITY ACCEPTANCE OF THE IMPROVEMENTS. 16. ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE CURRENT CITY OF BAKERSFIELD STANDARD SPECIFICATIONS, DETAILS AND THESE PLANS AND SPECIFICATIONS. IN ANY CONFLICT BETWEEN SPECIFICATIONS, THE MORE STRINGENT, REQUIREMENT SHALL APPLY. 17. CONTRACTOR SHALL NOTIFY THE DEVELOPER'S ENGINEER OF ANY AND ALL CONFLICTS BETWEEN CONTRACT DRAWINGS AND THE ACTUAL SITE CONDITIONS PRIOR TO COMMENCING ANY WORK IN QUESTION. 18. CONTRACTOR SHALL PRESERVE ALL CONSTRUCTION SURVEY STAKES AND PROPERTY LINE MARKERS WHEN REASONABLY POSSIBLE. ANY STAKES OR MARKERS REQUIRING REPLACEMENT BY THE DEVELOPER'S ENGINEER SHALL BE DONE AS "EXTRA WORK"'. 19. CONTRACTOR IS RESPONSIBLE FOR OBTAINING ALL PERMITS, INSPECTIONS, AND MATERIALS TESTING. PRIOR TO THE START OF ANY PHASE OF CONSTRUCTION, THE CITY CONSTRUCTION INSPECTION SECTION SHALL BE GIVEN AT LEAST 24 HOURS NOTICE. THE CITY MAY BE NOTIFIED AT (661) 326 -3049 20. CONTRACTOR SHALL NOTIFY DEVELOPER'S ENGINEER 3 WORKING DAYS (MIN.) PRIOR TO WORK REQUIRING STAKING FOR PROPER SCHEDULING. 21. CONTRACTOR SHALL EXPOSE ALL EXISTING PIPELINES OR OTHER UNDERGROUND OBSTRUCTIONS TO VERIFY THAT THERE ARE NO GRADE CONFLICTS PRIOR TO LAYING ANY GRAVITY PIPELINES UPSTREAM OF SAID PIPELINES OR OBSTRUCTIONS. FAILURE TO DO SO RELIEVES THE ENGINEER FROM FURTHER RESPONSIBILITY FOR SAID CONFLICT. 22. EXISTING UNDERGROUND UTILITIES AND IMPROVEMENTS ARE SHOWN IN THEIR APPROXIMATE LOCATIONS BASED UPON RECORD INFORMATION AVAILABLE TO THE ENGINEER AT THE TIME OF PREPARATION OF THESE PLANS. LOCATIONS MAY NOT HAVE BEEN VERIFIED IN THE FIELD AND NO GUARANTEE IS MADE AS TO THE ACCURACY OR COMPLETENESS OF THE INFORMATION SHOWN. 23. THE CONTRACTOR SHALL NOTIFY UTILITY COMPANIES AT LEAST 2 WORKING DAYS IN ADVANCE OF CONSTRUCTION TO FIELD LOCATE UTILITIES. CALL "UNDERGROUND SERVICE ALERT" (U.S.A.) AT 811. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO DETERMINE THE EXISTENCE AND LOCATION OF THOSE UTILITIES SHOWN ON THESE PLANS OR INDICATED IN THE FIELD BY LOCATION SERVICES. ANY ADDITIONAL COSTS INCURRED AS A RESULT OF THE CONTRACTOR'S FAILURE TO VERIFY LOCATIONS OF EXISTING UTILITIES PRIOR TO BEGINNING OF CONSTRUCTION IN THEIR VICINITY SHALL BE BORNE BY THE CONTRACTOR AND ASSUMED INCLUDED AND MERGED IN THE CONTRACT UNIT PRICE. 24. ALL EXISTING REMAINING UTILITIES AND REMAINING IMPROVEMENTS IN PUBLIC RIGHT-OF-WAY THAT BECOME DAMAGED DURING CONSTRUCTION SHALL BE COMPLETELY RESTORED TO THE SATISFACTION OF THE LOCAL AGENCY ENGINEER, AT THE CONTRACTOR'S SOLE EXPENSE. 25. SHOULD IT APPEAR THAT THE WORK TO BE DONE OR ANY MATTER RELATIVE HERETO IS NOT SUFFICIENTLY DETAILED OR EXPLAINED ON THESE PLANS, THE CONTRACTOR SHALL CONTACT "QUAD KNOPF ENGINEERING, INC." AT (661) 616 -2600 FOR SUCH FURTHER EXPLANATIONS AS MAY BE NECESSARY PRIOR TO COMMENCEMENT OF CONSTRUCTION. 26. THE SUBDIVIDER AND CONTRACTORS SHALL INSTALL AND MAINTAIN PROTECTION AROUND STORM DRAIN INLETS DURING CONSTRUCTION TO PREVENT INFILTRATION OF MUD AND DIRT INTO THE STORM DRAIN SYSTEM. 27. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. THE NUMBER AND LOCATION OF THE REQUIRED TESTS SHALL BE DETERMINED BY THE CITY ENGINEER. 28. IN THE EVENT SEWER PIPE IS CONSTRUCTED ON ALIGNMENTS NON - CONCENTRIC TO CURVED EASEMENT OR STREET CENTERLINES, ANY NON - METALLIC SEWER LINE SHALL HAVE A NO. 10 BARE SOFT COPPER DETECTOR WIRE PLACED OVER THE PIPE LINE PRIOR- TO BACKFILLING. THE DETECTOR WIRE SHALL BE BROUGHT UP TO THE MANHOLE FRAMES AT THE END OF THE PIPELINE. 29. MANDREL TESTING AND PRESSURE TESTING OF THE MAIN LINE SHALL BE PERFORMED PER THE CITY OF BAKERSFIELD SUBDIVISION DESIGN MANUAL, SECTION 1.3.2.1 AND 1.3.2.2. 24 HOUR NOTICE SHALL BE REQUIRED FOR TEST AND INSPECTION. 30. ALL STATIONING IS BASED UPON STREET CENTERLINE UNLESS STATED OTHERWISE. 31. PRIOR TO FINAL ACCEPTANCE OF THE SEWER SYSTEM, ALL LINES SHALL BE INSPECTED WITH VIDEO EQUIPMENT DESIGNED FOR THIS PURPOSE AND AS APPROVED BY THE CITY ENGINEER. THE TELEVISION CAMERA SHALL HAVE THE CAPABILITY OF ROTATING 360, IN ORDER TO VIEW AND RECORD THE TOP AND SIDES OF THE PIPE AS REQUIRED. THE VIDEO INSPECTION SHALL BE WITNESSED BY THE CITY'S CONSTRUCTION INSPECTOR, WHO WILL ALSO INITIAL AND DATE THE "CHAIN OF CUSTODY" FORM. THE SUBDIVIDER SHALL IMMEDIATELY NOTIFY CITY OF ANY PIPE LOCATIONS REVEALED TO BE NOT IN COMPLIANCE WITH THE SPECIFICATIONS. A RECORDED VIDEO CASSETTE, COMPLETED "CHAIN OF CUSTODY" FORM, AND A WRITTEN LOG (WHICH INCLUDES THE STATIONING, BASED ON THE STATIONING OF THE APPROVED PLANS, OF ALL CONNECTED LATERALS) OF THE INSPECTION SHALL BE PROVIDED FOR VIEWING AND SHALL BE APPROVED BY THE CITY ENGINEER PRIOR TO ACCEPTANCE. AFTER ACCEPTANCE OF THE SYSTEM, THE VIDEO CASSETTE, FORMS, AND LOGS SHALL BECOME THE PROPERTY OF THE CITY. 32. STORM DRAIN - ALL STORM DRAIN PIPE SHALL BE REINFORCED CONCRETE PIPE, BELL AND SPIGOT WITH RUBBER GASKETED JOINTS. 33. ALIGNMENT. WHENEVER POSSIBLE, SEWER LINES SHALL BE LAID OUT IN A STRAIGHT LINE BETWEEN STRUCTURES. CURVED SEWER LINES WILL BE ALLOWED UNDER THE FOLLOWING CONDITIONS: A) ALL CURVE DATA SHALL BE SHOWN ON THE PLANS. B) MINIMUM RADIUS OF CURVATURE AND JOINT DEFLECTIONS SHALL BE AS RECOMMENDED BY THE PIPE MANUFACTURER AND APPROVED BY THE CITY ENGINEER. ALIGNMENTS SHALL BE CONCENTRIC TO THE STREET EASEMENT OR CENTERLINE C) ALL DEFLECTIONS SHALL BE AT THE PIPE JOINTS OR BY SPECIALLY MITERED PIPE SECTIONS. ACTUAL BENDING OF THE PIPE WILL NOT BE ALLOWED. D) A MANHOLE SHALL BE CONSTRUCTED AT THE B.C. AND E.C. OF ALL CURVES. E) IN THE EVENT SEWER PIPE IS CONSTRUCTED ON ALIGNMENTS NON - CONCENTRIC TO CURVED EASEMENT OR STREET CENTERLINES ANY NON - METALLIC SEWER LINE SHALL HAVE A NO. 10 BARE SOFT COPPER DECTOR WIRE PLACED OVER THE PIPELINE PRIOR TO BACKFI LLI NG. THE DETECTOR WIRE SHALL BE BROUGHT UP TO THE MANHOLE FRAMES AT EACH END OF THE PIPELINE. F) IDENTIFICATION TAPE, DESIGNED FOR USE ON SEWERS, SHALL BE PLACED ON TOP OF THE SEWER MAIN ALONG ITS ENTIRE LENGTH. IDENTIFICATION TAPE SHALL ALSO BE PLACED ON THE TOP OF SEWER LATERALS EXTENDING FROM ONE FOOT ABOVE THE SEWER MAIN TO THE RIGHT OF WAY LINE. 34. ANY ABANDONED OIL WELL UNCOVERED DURING GRADING ACTIVITIES SHALL BE RE- ABANDONED ACCORDING TO THE STATE OF CALIFORNIA, DEPARTMENT OF CONSERVATION DIVISION OF OIL, GAS, AND GEOTHERMAL RESOURCES REQUIREMENTS. 35. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR ANY WORK PERFORMED WITHIN EXISTING ACCEPTED STREET RIGHT -OF -WAY.
