HomeMy WebLinkAbout10/24/2014 OFFICE OF THE CITY MANAGER October 24, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/CH/CB Subject: General Information Good News:  This week, TRIP staff received the federal authorization (E-76) to construct the Rosedale Highway Widening Project. This authorization secures an additional $11.5 million of federal funds from the Federal Highway Bill SAFETEA-LU Earmark and $1.0 million from the IS-TEA Earmark, for a total of approximately $12.5 million. With this authorization, the City can now move this project to the construction phase. TRIP staff will be completing the advertising requirements and contract specification documents within the next couple of weeks. The project proposes to widen Rosedale Highway to three lanes in each direction from Gibson Street to Calloway Drive. If favorable bids are received, the limits may be extended to Verdugo Lane, half a mile west of Calloway Drive.  The State Route 99/Hosking Avenue Interchange groundbreaking event that took place today had a great turnout. We appreciate everyone that made this project possible. Please see attached photos of the event. As a reminder, this project will construct a new interchange, providing direct access to/from the State Route 99 freeway at Hosking Avenue. Circulation will be improved benefitting residential and commercial developments. The project will also support job growth within our City and will benefit local suppliers and vendors.  The 2nd Annual Public Safety Charity Softball tournament is being held this Saturday, October 25th at Mesa Marin Sports Complex. The teams participating will each be playing for a charitable organization, and consist of the Bakersfield Police Department, Bakersfield Fire Department, Kern County Fire Department, Kern County Sheriff’s Department, Kern County Probation Department, California Highway Patrol and the California Department of Corrections. The first game will begin at 8:30 a.m., with the championship game estimated to start at 4:30 p.m. There is an admission charge of $3.00 per person for those wishing to attend. Chris Huot will be in charge during my absence, and the staff will have my contact information in the event that I need to be contacted. TRIP: Traffic Control Continues for State Route 178 near Canteria Drive The contractor for the State Route 178/Morning Drive project will continue paving operations at the east end of the job site next week, which may necessitate stopping motorists traveling along State Route 178 near Canteria Drive for short periods of time. The paving operation is expected to continue from Monday, October 27th through Thursday, October 30th. This work will require intermittent flagging operations, and motorists should anticipate having to stop for up to five minutes between the hours of 6 a.m. and 4 p.m. each day. Cottonwood Road, Madison Street and P Street Closures State Route 58 - Ramp and Lane Closures Continue The contractor for the State Route 58 Gap Closure project will be working on Cottonwood Road, Madison Street and P Street next week, completing preparation work to pave the slopes beneath the bridges. This work may require the closure of these streets between the hours of 8:30 a.m. and 4:30 p.m. while work is underway. No two adjacent arterial streets will be closed at any given time so motorists can use the closest arterial, to the east or west, to cross the freeway while work is underway. Base paving operations for the new traffic lanes are underway. This work is being performed during daytime hours within the median. Motorists traveling on State Route 58, between State Route 99 and Cottonwood Road, should stay alert and watch for trucks that may be entering or leaving the median. The daytime closure of the State Route 58/Chester Avenue-H Street westbound on- ramp continues Monday through Friday from 7 a.m. to 4:30 p.m. Motorists should plan to use alternate routes to access State Route 58 and State Route 99 during these hours. Motorists can use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Nighttime lane closures also continue this week on State Route 58, between State Route 99 and Cottonwood Road. These closures will be in effect each night from 7 p.m. through 6 a.m. the following morning, October 26th – 30th. Motorists may encounter these changing lane closures at various locations through the work zone, which may affect either lane in each direction. When work is performed in the vicinity General Information October 24, 2014 Page 3 of an on- or off-ramp, the ramp will be closed while work is underway. At least one lane in each direction is expected to be open to freeway traffic at all times, and all lanes are expected to open for the morning commute. The daytime ramp closure and the nighttime lane closures on State Route 58 are expected to continue for a few more weeks. Night Work Scheduled for 24th Street Improvement Project Geo-technical crews will be taking pavement core samples for the 24th Street Improvement Project on Wednesday night, October 29th beginning at 9 p.m. and continuing through 6 a.m. the following morning. This work will be conducted within Caltrans right-of-way at the west and east ends of the project, including the following locations: • 24th Street, between State Route 99 and the east end of the Kern River Bridge; • Northbound off-ramp from State Route 99; • Southbound on-ramp to State Route 99; and • 23rd and 24th Streets, from M Street to the State Route 178 freeway. This work will require short duration closures that will affect only one lane at a time, leaving at least one lane open to traffic while work is underway. The one-lane southbound on-ramp will require a shoulder closure and a reduction in the lane width, but will remain open to traffic during the operation.
