Good News:
Bakersfield Police Department Explorer Post #521 held its annual Explorer Awards
Banquet on Thursday, October 23rd. Recipients of this year’ awards were: Advisor’s
Choice – Chris Higgins; Cathy Kibbey Award – Michael Angeloni; Dedication to Duty –
Estevan Lara; Horizon Award – Amy Cooper; and the Steve London Leadership Award
– Ynez Contreras. The winner of the Advisor of the Year, voted on by the Explorers, was
Officer Rob Whaley. The Explorer who donated the most hours was Tabitha Cox with
598 hours. Explorers donated a total of 13,585 hours with the City of Bakersfield and
the community. Congratulations to all of the award winners. We are proud of all of
our explorers and advisors who donate their time with the Bakersfield Police
Department’s Explorer Post #521.
The City of Bakersfield Animal Care Center (CBACC) and the Bakersfield SPCA are
getting into the Football spirit with a special adoption promotion for the entire month
of November. Please see attachment for additional information.
We have some very exciting news – one of the most popular concert tours of the year,
featuring Enrique Iglesias and Pitbull, has set additional show dates - including a stop
at Rabobank Arena on February 12, 2015! The show has been touring throughout the
United States, performing to sold out crowds. Tickets are scheduled to go on sale on
November 6th at 10 a.m. and can be purchased in-person at the Rabobank Arena Box Office, on-line at Ticketmaster.com, via phone at 800-745-3000, or at any Ticketmaster
outlet. We anticipate this to be a very popular show!
As you are aware, On October 22nd the City Council approved a plan to make certain
improvements to the Centennial Plaza. As part of the approved plan, staff sent out a
Press Release informing citizens that if they believe their engraved brick or tile was
removed from the Plaza to contact the City Manager’s Office to have it replaced at
no charge. Please see the attached Press Release for additional information.
Recreation and Parks staff have identified 7 trees at Jastro Park that need to be
removed due to safety issues caused by decay in the upper limbs and branches of the
trees as well as root rot. Twenty trees have been planted in adjacent areas over the
past 8 years in anticipation for these removals. Some of the new trees planted are now
15 to 20 ft. tall. The estimated start date for the tree removal is November 6th.

Miscellaneous News:
I will be on vacation the week of November 4th through the 14th. Chris Huot will be in
charge during my absence, and the staff will have my contact information in the
event that I need to be contacted.
TRIP:
State Route 58 - Ramp and Lane Closures - Cottonwood Road, Madison Street and P Street Closures
The State Route 58/Chester Avenue-H Street westbound on-ramp will be under a 24-
hour closure beginning November 2nd and continuing through November 21st. The
closure is necessary to allow the contractor for the State Route 58 Gap Closure project
to work on a retaining wall on the north side of the freeway. During this closure,
motorists can use the State Route 58/Union Avenue Interchange, located
approximately one mile to the east, or continue west on Brundage Lane for
approximately one mile to access northbound or southbound State Route 99.
Nighttime lane closures continue on State Route 58, between State Route 99 and
Cottonwood Road. These closures will be in effect each night from 7 p.m. through 6
a.m. the following morning, November 2nd - 6th. The closures may affect either lane in
each direction; and when work is adjacent to an on- or off-ramp, the ramp will be
closed while work is underway. At least one lane in each direction is expected to be
open to freeway traffic at all times.
Motorists should also anticipate closures on Cottonwood Road, Madison Street and P
Street, while the contractor completes work beneath the bridges. Closures may occur
between the hours of 8:30 a.m. and 4:30 p.m. while work is underway. No two
adjacent arterial streets will be closed at any given time so motorists can use the closest arterial, to the east or west, to cross the freeway while work is underway.

Bakersfield, CA – The City of Bakersfield Animal Care Center (CBACC) and the Bakersfield SPCA are getting into the Football spirit with a special adoption promotion
for the entire month of November.
Families looking to adopt a new furrever pet will push a button on our special footballs
at the adoption counter. Once opened, the family will retrieve a ticket with a 7, 14 or 21 which will be their total adoption price.
“We love this promotion and are thrilled to see it grow each year! Anything we can do to
get more adoptable pets into loving homes and out of the shelter is a win for our
community.” stated Julie Johnson, Executive Director of the Bakersfield SPCA and City of Bakersfield Animal Care Center.
All pets will be spayed or neutered, micro-chipped, fully vaccinated, flea treated and
dewormed.
The special adoption fee covers all animals at The City of Bakersfield Animal Care
Center, at 661-832-PETS. The special adoption fee covers animals at the Bakersfield
SPCA that are 6 months of age or older and have been there 3 months or longer at

Centennial Plaza Engraved Brick and Tile Replacement
On October 22, 2014, the City Council approved a plan to make certain improvements
to the Centennial Plaza. As part of the approved plan, members of the public who
believe their engraved brick or tile may have been previously removed from the Plaza
can contact the City Manager’s Office to have the brick or tile replaced at no charge.
Members of the public who believe their brick or tile has been previously removed are
asked to contact Caleb Blaschke in the City Manager’s Office at (661) 326-3751 or
email him at cblaschke@bakersfieldcity.us for more information on the replacement
process.

SUBJECT: Traffic Signal at 21st and F Streets

The traffic signal had been placed in a “recall” mode which makes the signal service (give
a max green time) to a direction whether a vehicle was present or not. It also takes the
signal out of coordination with adjacent signals. This was necessary due to an issue with the
signal controller’s ability to communicate with the vehicle detection system. The
equipment issue has been fixed and the signal is now back to normal operation.
Councilmember Hanson requested that staff look at the timing of the
signals at the intersection of 21st and F Streets.

SUBJECT: Street Lights at Scarlett Oak, South of Ming Ave.

General Services’ staff has reviewed the street lighting on Scarlett Oak south of Ming
Avenue. Scarlett Oak is a heavily traveled pedestrian corridor due to the proximity of the
Marketplace. Staff has found that two additional street lights could be installed to improve
lighting in this segment of roadway. Staff will continue to evaluate the existing street light
system for this segment of Scarlett Oak as a future Capital Improvement Program project.
Councilmember Hanson requested that staff look at Scarlett Oak, south of
Ming Avenue to determine if more street lights are needed.

SUBJECT: Ming Ave/NB SR-99 On-Ramp
Referral No. 537
Solid Waste Division has contacted Caltrans about the large amount of litter at the
northbound on-ramp to State Route 99 at Ming Avenue. Unfortunately this area is not on
the Bakersfield Homeless Centers (BHC) regularly scheduled litter pick-up program due to
the configuration of the ramp; cleanup of this area requires lanes closures for crews to
safely access the area. Caltrans has picked up the requested bulky items and has also
scheduled a lane closure so that BHC can access the area to do a more thorough
cleaning.
General Services staff has submitted a work order request to Caltrans in regards to the graffiti on the overhead street sign on State Route 99. Caltrans acknowledged that they
received our graffiti removal request.
Councilmember Sullivan requested that staff address the large amount of
litter on the Ming Avenue/Northbound SR-99 on-ramp, and the graffiti on
the street sign on the overpass.

SUBJECT: Speed Bumps on Manchester Park and Crystal Cove

Traffic Engineering Division has contacted Ms. Jost and provided her information on the
City’s Speed Hump Policy. In addition, a copy of the City’s Speed Hump Policy has been
mailed to her for her refernece. Traffic Engineering will conduct a speed profile on both
Manchester Park Way and Crystal Cove Avenue per Ms. Jost’s request. The speed profiles
will show the vehicle speeds and volumes on the roadways to check if warrants for speed
humps are met. The results of the study will be available within two weeks and will be
reported back to Ms. Jost. A copy of the speed profiles will also be sent to the Bakersfield
Police Department for focused speed limit enforcement in the area.
Councilmember Smith requested that staff speak to Ms. Linda Jost, public
speaker, about the process to have speed bumps installed on Manchester
Park and Crystal Cove.

end of the month.
