Good News:
Congratulations to Councilmembers Ken Weir and Willie Rivera on their re-elections.
We would also like to congratulate and welcome Councilmember-elect Chris Parlier.
Congratulations also to both Bob Smith and Richard Schwartz for the very competitive
race in Ward 4. The County Elections Office has not yet finished counting ballots in that
race – so a final congratulation is pending that count.
Attached you will find the monthly TRIP Status Report for the month of November. The
report gives a summary of each TRIP project in construction, in design, and under
review. Completion percentages and pictures of projects are also included. This is the
eighth edition of this report.

We’ve been informed that the Westside Parkway has won another award, and will be
recognized with a Transportation Project of the Year award from the Central California
Chapter of the American Public Works Association (APWA). The award will be
presented to City staff at the chapter’s annual meeting on Friday, November 14th.
The APWA Project of the Year awards were established to promote excellence in
management and administration of public works project by recognizing the alliance
between the managing agency, the consultant/architect/engineer, and the
contractor working together to complete public works projects. The APWA is a
professional organization that supports the people, agencies, and organizations that
plan, build, and maintain public works projects.
The City of Bakersfield Community Development Department is currently preparing the
Consolidated Plan 2020, which describes community priorities that will be targeted for
federal U.S. Department of Housing and Urban Development (HUD) grant funds over
the next five years. Each year, the City receives over $4 million in HUD grant funds for
housing and community development projects. The City is currently seeking public
input to identify the community needs, and how best to invest these federal funds. A

To date the City has received over 125 survey responses, and staff has held two
community workshops and attended community events as part of the public input
process. At the November 19th City Council meeting, the Council will be provided with
an overview of community responses to date and will hold the first of two Council
public hearings to obtain additional input.
TRIP:
Update: Closures for State Route 58 Gap Project
The following ramp, lane, and street closures will remain in effect for the next two
weeks.
The State Route 58/Chester Avenue-H Street westbound on-ramp will be under a 24-
hour closure through November 17th. The closure is necessary to allow the contractor
for the State Route 58 Gap Closure project to work on a retaining wall on the north
side of the freeway. During this closure, motorists can use the State Route 58/Union
Avenue Interchange, located approximately one mile to the east, or continue west on
Brundage Lane for approximately one mile to access northbound or southbound State
Route 99.
Nighttime lane closures continue on State Route 58, between State Route 99 and
Cottonwood Road. These closures will be in effect each night from 7 p.m. through 6
a.m. the following morning. The closures may affect either lane in each direction; and
when work is adjacent to an on- or off-ramp, the ramp will be closed while work is
underway. At least one lane in each direction is expected to be open to freeway
traffic at all times.
Motorists should also anticipate closures on Cottonwood Road, Madison Street and P
Street, while the contractor completes work beneath the bridges. Closures may occur
between the hours of 8:30 a.m. and 4:30 p.m. while work is underway. No two adjacent arterial streets will be closed at any given time so motorists can use the
closest arterial, to the east or west, to cross the freeway while work is underway. Council Referrals:

TRIP projects are moving rapidly through the various stages of project development.
This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please

MILESTONES
October was a busy month at TRIP, with major milestones met on six projects. Motorists are seeing major
developments as they drive through the three construction zones, and three projects hit milestones moving
them closer to construction. These projects will provide construction jobs, opportunities for economic
development, and improved circulation for our overall transportation network.
Concrete base paving operations began on the final phase of the Westside Parkway on October 15th.
The contractor expects to begin placing the final roadway concrete the second week of November.
Concrete was placed for the Morning Drive Bridge deck on October 21st. The contractor also paved the
westbound freeway lanes between Canteria Drive and the Morning Drive Bridge.
Asphalt base paving operations also got underway for the new freeway lanes for the State Route 58
Gap Closure project. Motorists driving through the area will see crews placing the asphalt base layer,
but the finished driving surface will be reinforced concrete.
A groundbreaking ceremony for the Hosking Avenue Interchange was held on October 24th.
City Council awarded an $81.9 million construction contract to Security Paving Company for the
Beltway Operational Improvements Project on October 22nd.
TRIP received authorization to proceed with construction for the Rosedale Highway project so this
project will be advertised for construction in November with the bid opening scheduled for December.
PROJECTS UNDER CONSTRUCTION
Three projects are currently under construction; the State Route 99/Hosking Avenue Interchange and Beltway
Operational Improvements will soon be underway. Please note: completion percentages are based on invoices
received and do not include high-cost items performed at the end of the project, such as concrete paving for
new freeway lanes. See pages 4 and 5 for construction photos.
Westside Parkway 6C
Contractor: Security Paving Company
65% complete; anticipated completion: early 2015
Base paving for the freeway lanes is nearly complete and final paving is expected to take about six weeks to
complete. Construction on the County-funded soundwall along the south side of the freeway east of Jenkins
Road will begin following freeway paving. At the Renfro Road Bridge, the contractor has placed concrete to
close the ends of the bridge and is working on the concrete barrier rail and decorative pilasters. Work is also
set to begin on the bridge’s approach slabs this month. Electrical work continues throughout the project site.
State Route 58 Gap Closure
Contractor: Security Paving Company
55% complete; anticipated completion: early 2015
The contractor has laid the asphalt base for the new freeway lanes and is setting the reinforcing steel in
advance of placing concrete for the roadway. Work continues on the retaining wall adjacent to the H Street
westbound on-ramp, but progress has been slower than expected. Dense ground conditions, a constrained
work area, and daytime lane closure limitations have hampered efforts to drive sheet piles into place. Caltrans

recently agreed to a three-week, ‘round-the-clock closure of the H Street on-ramp to westbound State Route
58 to provide the necessary space to safely accommodate equipment needed to complete this work. The
contractor is also completing structural work beneath the widened bridges, and electrical work continues
throughout the project.
State Route 178/Morning Drive Interchange
Contractor: Granite Construction
52% complete; anticipated completion: Summer 2015
Concrete was placed for the Morning Drive Bridge deck on October 21st; utility relocations continue along
Morning Drive north of the freeway; and crews have excavated and formed the footing for the retaining wall at
the west end of the project. The contractor has also completed the base paving for the westbound freeway
lanes, from Canteria Drive to just east of the Morning Drive Bridge. The contractor has post-tensioned the
bridge so it is now self-supporting and is no longer dependent upon the earthen embankment; therefore, the
embankment material will be removed from beneath the bridge. This material will be used as road base
elsewhere on the job. Additional upcoming work includes: completing the retaining wall footing and forming
the wall, working on the sound wall and road construction at the west end of the job.
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction
0% complete; anticipated completion: late 2015
A ceremonial groundbreaking was held on October 24th and the contractor plans to begin working on the
site this month. Weekly construction meetings have started. Initial activities include installing construction
signs, removing existing fences and trees, and clearing the site in preparation of construction. Hosking Avenue,
between South H Street and Hughes Lane will close to traffic in late November/early December. The road will
remain closed to traffic through November 2015. Bridge demolition is scheduled for mid-December.
Beltway Operational Improvements
0% complete; anticipated completion: early 2017
City Council awarded an $81.9 million construction contract for the Beltway Operational Improvements
Project to Security Paving Company at the October 22nd meeting. Project construction should begin
immediately after completion of the State Route 58 Gap Closure project.
PROJECTS IN DESIGN AND RIGHT-OF-WAY
Two projects are in the early stages of final design, while two will soon move into construction.
Rosedale Highway

Design 100% complete; Right-of-Way 94% complete
Authorization to proceed with construction has been received and the project will be advertised in mid-
November with the bid opening scheduled for December 2014

- 5 ownerships are in condemnation

24th Street Improvement Project

• 30% design plans were received in September; the team is awaiting comments from Caltrans.

• 21 residential ownerships (two have been removed through design enhancements)
- 9 ownerships have closed escrow; 1 is currently in escrow
- City Council approved 3 purchase agreements on October 22nd
Hageman Flyover
Designer: Caltrans
Design 12% complete; Right-of-Way 0% complete
Survey information for the project has been collected and the team is working on the final design
Right-of-way acquisition will not begin until design has progressed to 60 percent.
• 12 properties, but this is subject to change as design progresses
PROJECTS UNDER ENVIRONMENTAL REVIEW
Centennial Corridor
Caltrans lead; Environmental Consultant: Parsons
Environmental process is 80% complete; Right-of-Way 30% complete (single family properties)
The team, with Caltrans participation, is finalizing responses to comments made on the draft
environmental document and work on the final environmental document is underway.
Field work for site assessments and geo-archaeology work is underway. This work must be completed for
the final environmental document. No disruptions to traffic are anticipated with this work.
Right-of-Way (Early Acquisition/Voluntary Basis Only as approved by City Council on March 5, 2014)
• Full Acquisitions required for the project: 199 single family residences & 36 commercial properties
- 120 ownerships have requested early acquisition (6 commercial/multi-family)
- 58 offers have been accepted and approved by City Council
Appreciation for the Centennial Corridor Right-of-Way Team
Scott and Hortencia Strickland recently sold their home under the Centennial Corridor’s early acquisition
program and wanted to express their appreciation to the TRIP right-of-way team, and especially to Robbie
Hechanova with Overland, Pacific & Cutler. The Stricklands said the team “really kept it simple and explained
everything” throughout the process.
The Stricklands decided to participate in the early acquisition process following Caltrans announcement that
Alternative B had been selected as the recommended preferred alternative. The Stricklands said they were
very pleased with both the process and the price they received for their home, and they’ve been encouraging
their neighbors to also participate in the early acquisition process.
