Notable Items:  In May 2009, the City Council considered a project to replace the City’s existing PBX phone system, which was purchased by the City in 1989. At that time, the cost to acquire a Voice Over Internet Protocol (VOIP) telephone system and make the needed upgrades to the City’s network was $1.5 million. Concurrent to the project being considered, a capture of City revenue by the State due to the worsening economy occurred, resulting in the effort being abandoned. Since that time, the VOIP industry has experienced advances in technology and new business models, which have lowered the cost of this type of system. The existing phone system is now over 25 years old and staff has expressed ongoing concern about both the short and long term sustainability of the system. Although the system continues to function, it is no longer supported by the manufacturer and used parts are difficult to procure. Staff performs most repairs on the phones in house and in some cases has used internet auction sites to obtain increasingly hard to find, compatible parts. In response to these issues, staff has been evaluating options to upgrade the existing phone system. As part of this process, staff reached out to 15 cities within California to determine what type of phone system each organization utilizes. Staff found 14 of the 15 cities currently use or are phasing in the use of VOIP telephone systems, which generally operates on the same, existing network as the City’s computer system. These services can now be provided on a consolidated existing network, resulting in increased efficiencies, reduced costs and increased level of services. Based on preliminary estimates, staff believes capital costs for a new VOIP system would be less than $200,000. In comparison, estimates for upgrading the existing PBX system are $626,000. Given the cost comparison, convergence of technologies, opportunities for increased efficiencies and trends within the industry, staff is continuing to evaluate alternative phone system options and plans to provide the City Council with a presentation on the topic in the near future. Staff believes these changes have the potential to improve services to City departments and the public, while modernizing the City’s communications infrastructure.  The Bakersfield City Council is recruiting for an individual to serve on the Golden Empire Transit District Board. The Golden Empire Transit District Board supervises and regulates transit facilities owned, operated or controlled by the district, including establishment of rates, rentals, charges and classifications, enforcement of regulations, contracts, practices and schedules. Work crews will be paving Westside Parkway starting near Stockdale Highway and going East bound. Attached are pictures of the project.  Bakersfield Mobile, the City’s smartphone reporting application, continues to be very popular. Since it launched in early July, the app has been downloaded over 2,300 times. As of today, nearly 950 service requests have been submitted to City Departments via the app. Graffiti abatement continues to be the most frequent request – followed by street lights. The City’s Facebook accounts have also had success. Traffic Advisory  State Route 58 Gap Project – Construction Closures for Thanksgiving Week The following ramp, lane, and street closures will be in effect through Tuesday, November 25th. There will be no construction work Wednesday and through the holiday weekend. Work will resume Monday, December 1st. The State Route 58/Chester Avenue-H Street westbound on-ramp will remain under a 24-hour closure through Tuesday, November 25, 2014. The ramp will open late Tuesday afternoon and remain open through the holiday weekend. During the remainder of the closure, motorists can use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Motorists should anticipate nighttime lane closures on State Route 58, between State Route 99 and Cottonwood Road, Sunday and Monday nights, November 23rd -24th. These closures will be in effect each night from 7 p.m. through 6 a.m. the following morning. The closures may affect either lane in each direction; and when work is adjacent to an on- or off- ramp, the ramp will be closed while work is underway. At least one lane in each direction is expected to be open to freeway traffic at all times. Motorists should also anticipate closures on Cottonwood Road, Madison Street and P Street, Monday and Tuesday, between the hours of 8:30 a.m. and 4:30 p.m. No two adjacent arterial streets will be closed at any given time so motorists can use the closest arterial, to the east or west, to cross the freeway while work is underway.
