Notable Items:  As previously discussed, Property and Sales Tax revenues are of critical importance to the long-term health of the General Fund and City operations. As a result, staff created the following memorandum for Councils consideration.  Bakersfield’s office market has the lowest rate of vacancies in the nation, according to a report from Colliers International. For the third quarter of 2014, Bakersfield’s office market showed a vacancy rate of 7.39%. In addition to being the lowest of any U.S. market, Bakersfield had the third lowest rate in North America, behind only Toronto (6.62%) and Montreal (7.31%). The vacancy rate for all North American markets was 13.11%. Traffic Advisory There will be no construction work Wednesday and through the holiday weekend. Work will resume Monday, December 1st.  State Route 99 Lane Closures Needed for Hosking Avenue Interchange Work The contractor for the State Route 99/Hosking Avenue Interchange project will begin preparing the site for construction next week, December 1st-5th. This work entails clearing the construction site, including the removal of fencing and trees along State Route 99 in the vicinity of the future interchange. The contractor will need to close the outside traffic lanes on State Route 99, in both directions, to perform this work. Motorists should anticipate the closure of these lanes between the hours of 7 a.m. and 4 p.m.  State Route 58/H Street Westbound On-ramp Closure Nighttime Freeway Lane Closures and Local Street Closures Resume Work on the State Route 58 Gap Closure project resumes on December 1st, following the Thanksgiving holiday weekend. Motorists should anticipate potential lane, ramp and street closures in the following locations through December 19th. The 24-hour closure resumes at the State Route 58/Chester Avenue-H Street westbound on-ramp on Monday, December 1st. During this closure, motorists can use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Nighttime lane closures on State Route 58, between State Route 99 and Cottonwood Road, will resume Tuesday night, December 2nd. These closures will then be in effect Sunday through Thursday nights from 7 p.m. through 6 a.m. the following morning. The closures may affect either lane in each direction; and when work is adjacent to an on- or off-ramp, the ramp will be closed while work is underway. At least one lane in each direction is expected to be open to freeway traffic at all times. General Information November 26, 2014 Page 3 Motorists should also anticipate closures on Cottonwood Road, Madison Street and P Street, Monday through Friday, between the hours of 8:30 a.m. and 4:30 p.m. No two adjacent arterial streets will be closed at any given time so motorists can use the closest arterial, to the east or west, to cross the freeway while work is underway.  Traffic Control at State Route 178 at Canteria Drive Motorists are advised to anticipate having to stop while traveling in the vicinity of State Route 178 and Canteria Drive next week, while the contractor removes an overhead power line. This work will be conducted between the hours of 6 a.m. and 4 p.m., and will require stopping traffic for approximately 10 minutes while work is underway. Motorists are reminded to obey flagging personnel and construction signs and to pay close attention to road construction vehicles and personnel while driving through this area. There will be no trash pick up on Thanksgiving Day, Thursday, November 27, 2014. All Thursday trash, recycling, and green-waste services will be made the next day, Friday November 28th. Friday collections will be made on Saturday November 29th. The Mt Vernon Green Waste Facility will also be closed on Thanksgiving Day, Thursday November 27th reopening again Friday, November 28th at 7am. CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: November 25, 2014 SUBJECT: Traffic Signals on 23rd and 24th Streets Referral No. 544 A signal technician has been assigned to check both 23rd and 24th Street weekly to make sure the traffic signals stay in coordination and operating properly. The project to install fiber communications between the signals is expected to advertise for bids within the next 2-3 weeks. The communication line between the signals will help keep them in coordination with the Caltrans signals at M Street and allow the signals to be monitored remotely from the City’s Traffic Operations Center. Councilmember Maxwell requested that, once a week, the Public Works Department assign a staff member to ensure that the traffic signals on 23rd and 24th Streets are working properly.
