A RESOLUTION DETERMINING THAT A BURGLARY,
CARD ACCESS AND FIRE ALARM SYSTEM
COMPATABLE WITH THE BAKERSFIELD POLICE
DEPARTMENT'S EXISTING SYSTEMS CANNOT BE
REASONABLY OBTAINED THROUGH THE USUAL
BIDDING PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH BIDDING
THEREFORE AND CONTRACT WITH TEL -TEC,
SECURITY SYSTEMS, INC. TO FURNISH AND
INSTALL A BURGLARY, CARD ACCESS AND FIRE
ALARM SYSTEM IN THE BPD PROPERTY ROOM
BUILDING, NOT TO EXCEED $70,000.00.
WHEREAS, a Capital Improvement Project is underway to construct a new
building to relocate the Bakersfield Police Department (BPD) Property Room; and
WHEREAS, the California Evidence Code requires the newly constructed property
room to be secured from fire and theft; and
WHEREAS, the California Evidence Code also requires the BPD to secure and
maintain chain of evidence of property stored in the Property Room; and
WHEREAS, the BPD currently owns and utilizes burglary, card access and fire
alarm systems designed and maintained by Tel -Tec Security Systems, Inc. at its existing
facilities; and
WHEREAS, the burglary, card access and fire alarm systems to be installed at the
new property room facility will constitute an expansion of the existing system, and allow
the BPD to continue the administration of the card access system from the BPD
Headquarters building.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonably
obtained from one vendor because of restricted availability of such work,
supplies, equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials
shall not exceed Seventy Thousand Dollars ($70,000.00).
