A RESOLUTION DISPENSING WITH BIDDING UNDER
SECTION 3.20.060 OF THE BAKERSFIELD MUNICIPAL
CODE RELATING TO THE PURCHASE OF ASSESSMENT
DISTRICT ADMINISTRATION SOFTWARE AND
AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFOR NOT TO EXCEED $33,000.00.
WHEREAS, the City of Bakersfield currently utilizes NBS Government Finance
Group ("NBS/G FG") software to administer the 21 plus assessment districts that have been
created and now desires to upgrade its pre-existing software system; and
WHEREAS, the updated software package can only be acquired through one
vendor, to-wit: NBS/GFG; and
WHEREAS, it is necessary to purchase the updated software package through
NBS/GFG because of the necessity to successfully integrate such software program into
an existing software system; and
WHEREAS, the acquisition of the updated software program from NBS/GFG will
improve the City's ability to administer the assessment districts previously referenced
herein;
WHEREAS, the Finance Director recommends the Council find said project's work,
supplies, equipment and materials cannot be reasonably obtained from more than one
vendor and recommends the Council dispense with bidding under Section 3.20.060 of the
Bakersfield Municipal Code,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment and/or materials can only be reasonably
obtained from one vendor because of the restricted availability of such work, supplies,
equipment and/or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment and/or materials
shall not exceed THIRTY THREE THOUSAND DOLLARS ($33,000.00).
