HomeMy WebLinkAboutRES NO 033-02RESOLUTION RESOLUTION DETERMINING THAT AN AUTOSCOPE MACHINE-VISION DETECTION SYSTEM FOR TRAFFIC CONTROL CANNOT BE REASONABLY OBTAINED THROUGH THE USUSAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREOF; NOT TO EXCEED $192,500 FOR SEVEN (7) SYSTEMS. WHEREAS, some traffic signals in the City of Bakersfield currently detect the presence of vehicles by means of detector loops cut into the surface of the roadway; and WHEREAS said detector loops require frequent maintenance; and WHEREAS, an alternative to the in-ground detectors is the use of a machine- vision detection system which uses a video camera mounted on each luminaire arm of the signal poles, with the camera aimed at oncoming traffic; and WHEREAS, the height of the video cameras will generally protect them from vandalism; and WHEREAS, machine-vision detection systems allow the traffic detection system to be fully functional at all times, even when a roadway is torn up or otherwise under construction; and WHEREAS, to contract for the installation of the machine-vision detection systems concurrently with a road project has led, in the past, to a high markup by the contractor, resulting in increased costs to the City; and WHEREAS, Autoscope a proprietary machine-vision detection system has granted an exclusive license to sell to Econolite Control Products, Inc., making this company the sole source for this system; and WHEREAS, the Finance Director has determined, and has recommended the Council find, that the purchase of a machine-vision detection system, specifically the Autoscope system, can only be reasonably obtained from one vendor, Econolite Control Products, Inc. because of restricted availability of the equipment and because of the need to integrate the product into an existing City system and has recommended that this Council authorize dispensing with bidding requirements in accordance with subsection D. 1. of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: .... 1. The above-recitals are true and correct and incorporated nere~n reference. 2. The Council hereby finds that the purchase of a machine-vision detection system for traffic control, specifically the Autoscope system, can only be reasonably obtained from one vendor (Econolite Control Products, Inc.) because of the restricted availability of such equipment and because of the necessity to successfully integrate such supplies, equipment and material into an existing City system. 3. The Finance Director is authorized to dispense with bidding therefor and to negotiate the purchase of same, not to exceed $192,500 for seven (7) systems.
