HomeMy WebLinkAbout12/31/2014AT OFFICE OF THE CITY MANAGER December 31, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Subject: General Information Happy New Year 2015 Notable Items:  City offices will be closed this Thursday and Friday, January 1st and 2nd in observance of New Year’s Day.  Even during the holiday season, construction still continues on the TRIP projects. Concrete paving is ongoing on the Westside Parkway Phase 6C and State Route 58 Gap Closure projects. See attached photos.  The display panels at the Bakersfield Amtrak Station have been updated as part of the Convention and Visitors Bureau’s efforts to make the Bakersfield Amtrak Station more visitor-friendly. Both inside the building and at several locations on the platform have maps showing restaurants, hotels, shops, and places of interest within walking distance. Also, there is an enlarged front cover of the Official Bakersfield Visitors Guide showing things to see and do in Bakersfield, with added text noting the CVB is located right across the parking lot. See attached photos.  Solid Waste staff reminds us that there will be no trash pickup on January 1st. Instead, trash pickup will be held the following day. The same schedule applies to recycling collection. For example, if the regular day is Friday, it will be picked up on Saturday. Also, Christmas trees can be recycled at the Mt. Vernon Green Waste Facility. The facility’s address is 2600 South Mt. Vernon Avenue; the hours of operation are 7 a.m. to 4 p.m. daily (closed New Year’s Day). Trees may also be placed in your green waste container, but only if they are cut down to fit inside the container (the lid must close completely). General Information December 31, 2015 Page 2 Traffic Advisories:  Ramp and Lane Closures for the State Route 58 Gap Project Paving operations will be conducted during nighttime hours for the new freeway lanes on State Route 58, between State Route 99 and Cottonwood Road, for the next two weeks. These operations will require intermittent closures of the inside eastbound and westbound lanes, Monday through Thursday, beginning at 7 p.m. and continuing until 6 a.m. the following morning. The daytime closure of the State Route 58/Chester Avenue-H Street westbound on-ramp will continue through early February. This closure will be in effect Monday through Friday, from 6 a.m. through 4 p.m. Motorists can use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Motorists should also anticipate closures on Cottonwood Road, Madison Street and P Street between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday, through early February. No two adjacent arterial streets will be closed at any given time so motorists can use the closest arterial, to the east or west, to cross the freeway while work is underway.  Hosking Avenue to Close at State Route 99 on January 6th Motorists are reminded that Hosking Avenue, between H Street and Silver Dollar Way, will close on Tuesday, January 6, 2015, so the contractor for the State Route 99/Hosking Avenue Interchange can begin preparing the existing bridge over State Route 99 for removal. Bridge demolition is expected to follow in mid-January. This section of Hosking Avenue will remain closed until late 2015. During this closure, motorists will need to use State Route 119 (Taft Highway) or Panama Lane to cross the freeway.  State Route 178/Fairfax Road Westbound Off-Ramp Closure The westbound off-ramp from State Route 178 to Fairfax Road will be closed during daytime hours next week, Monday, January 5 through, Friday January 9, 2015. The closure is expected to be in effect between the hours of 6 a.m. and 4 p.m., each day. General Information December 31, 2015 Page 3 Westbound motorists who want to access the area during the closure will need to use the Oswell Street off-ramp and return eastbound via Auburn Street. The closure is needed to allow the contractor for the Morning Drive Interchange Project to backfill a new retaining wall. McIsaac, Community Development Director DATE: December 23, 2014 SUBJECT: Code Enforcement Policy for Working on Weekends Council Referral No. CRMS # 534 (Ward 2) Councilmember Maxwell requested that staff provide information related to a recent Saturday assignment by Code Enforcement Officers, as stated by one of the public speakers. Included should be how many wards were covered and where they went; how much overtime was incurred; and what criteria is used by staff or Councilmembers to request a Saturday assignment. Code Enforcement staff often responds to yard sales, illegal food/flower vendors and homeowners utilizing their house as a business such as an automotive repair shop on weekends. These are common municipal code violations that are difficult to resolve during the normal work week. Code Enforcement staff investigates complaints of this nature either on a case by case basis or as a sweep if multiple locations are known at the time. When we can, we utilized staff that is already on call on the weekend. In this particular situation, this was the only site that was visited that weekend by two officers for two hours. In cases like yard sales it is common for neighbors to come out and want to talk to the Code Officer as well as the officer attempting to educate the party that is having the yard sale. Past practice has proven that two officers responding for a weekend call of this nature provides a better response to the issue and officer safety. Many times the neighbors are quite upset before we are involved and emotions run high. Code Enforcement weekend enforcement is completed utilizing overtime or comp time and requires prior approval by Community Development Management. Usually requests are reviewed by either the Building Director or Assistant Building Director. We evaluate the necessity of the weekend enforcement based on the type of complaint, how long the issue has been going on, the level of frustration indicated by the complaining party and timing of the violation in the past. When possible we try to combine weekend enforcement with multiple complaints or follow up investigation on past cases. This is not always the case.
