General Information
Kern Council of Governments (KernCOG) recently announced its 2014
Regional Award Winners and we were pleased to learn that the City will
receive awards within multiple categories for the following projects and
programs:
o Community Involvement: Bakersfield Homeless Center-City of Bakersfield
Partnership
o Transportation: Mohawk Street Extension Project
o Richard A. Maxwell Public Safety: Bakersfield Fire Department
(recognizing the reserve firefighter program)
o Innovation: Bakersfield Mobile Application Project
Regional Awards of Merit recipients, as determined by a Kern COG Board
subcommittee, honor individuals, organizations and programs for making major
contributions to the area’s quality of life through innovative, cooperative
efforts. The annual Awards Program is scheduled for March 5th. A thank you
goes out to staff from multiple departments who were and continue to be
instrumental in the success of the projects and programs being recognized by
KernCOG.
As a reminder, City offices will be closed Monday, January 19th in observance
of the Martin Luther King Jr. Day. Trash and recycling services in Bakersfield will
not be delayed due to the holiday.

Traffic Advisory
Renfro Road Bridge Opens to Traffic
The contractor for the final phase of the final phase of the Westside Parkway
has opened the new Renfro Bridge to traffic. Final detail work on the bridge will
be completed in the next few weeks.
Work continues on the freeway portion of the project, which is expected to be
completed in late February.
Rosedale Highway Utility Work Continues
Motorists are advised to anticipate shoulder closures next week on both the
north and south side of Rosedale Highway, between Gibson Street and
Mohawk Street. The closures are expected to be in effect Wednesday, January
21st through Friday, January 23rd between the hours of 7:30 a.m. and 3:30 p.m.
each day.
The shoulder closures are necessary to allow PG&E to work on utility relocations
in advance of construction for the Rosedale Highway Widening Project.
The travel lanes are not expected to be impacted by this work, but motorists
should stay alert and watch for construction personnel while driving through
this area, as unforeseen events may occur.
UPDATE: Ramp and Lane Closures for the State Route 58 Gap Project
Motorists should anticipate nighttime lane closures on State Route 58 between
State Route 99 and Cottonwood Road, January 20th through January 22nd,
between the hours of 7 p.m. and 6 a.m. The lane closures may be in effect for
either the inside or outside lanes, depending upon work, and may affect both
directions of travel. At least one lane will remain open in each direction while
work is underway.
Nighttime lane closures in this area are expected to continue intermittently
through February. Motorists are advised to slow down and pay attention to
construction signage while traveling through the construction area.
The daytime closure of the State Route 58/Chester Avenue-H Street westbound
on-ramp will continue through February. The ramp will be open on Monday,
January 19th, due to the holiday. This closure will generally be in effect Monday
through Friday, from 6 a.m. through 4 p.m. Motorists can use the State Route
58/Union Avenue Interchange, located approximately one mile to the east, or

continue west on Brundage Lane for approximately one mile to access
northbound or southbound State Route 99.
Motorists should also anticipate closures on Cottonwood Road, Madison Street
and P Street between the hours of 8:30 a.m. and 4:30 p.m., Monday through
Friday, through early February. No two adjacent arterial streets will be closed at
any given time so motorists can use the closest arterial, to the east or west, to
cross the freeway while work is underway.
UPDATE: Hosking Avenue Bridge Demolition
Demolition for the Hosking Avenue Bridge over State Route 99 has been
rescheduled for the week of January 25th, weather permitting. The anticipated
lane closures and detours for State Route 99 traffic are as follows:
A full closure for the northbound lanes, between Panama Lane and State
Route 119 (Taft Highway), is scheduled be in effect on Sunday night, January
25th and Monday night, January 26th, from 11 p.m. to 5 a.m. Preparation work
for the freeway closure is expected to begin at 9 p.m. each night and motorists
should anticipate delays. During the full closure, northbound traffic will exit
State Route 99 at State Route 119 and continue north on South H Street. Traffic
can re-enter the freeway at Panama Lane (see attached Northbound SR 99
detour map).
Work over the southbound lanes is expected to begin Tuesday night, January
27th and continue on Wednesday night, January 28th. All southbound lanes
between Panama Lane and State Route 119 (Taft Highway) will be closed
between 11 p.m. and 5 a.m., with preparation beginning at 9 p.m. each night.
Traffic will exit State Route 99 at Panama Lane and continue southbound on
South H Street. Traffic can re-enter the freeway at State Route 119 (see
attached Southbound SR 99 detour map).
This schedule is subject to change and TRIP will provide updated information as
necessary.

SUBJECT: PG&E Paving on 24th Street at A Street
Referral No. 558
The pavement patch, located at the intersection of 24th Street and C Street, is part
of a PG&E gas line project. The asphalt patch material currently in the area of
excavation is temporary asphalt that has sunk and deteriorated. The temporary
asphalt was put in place because work on the gas line in that area has not yet
been completed. PG&E was contacted and the temporary asphalt patch was
repaired. Once the gas line work is complete, the excavation area will be sawcut,
squared off, and permanent asphalt concrete will be installed.
Councilmember Maxwell requested that staff contact PG&E and
encourage them to re-pave the area they recently paved on 24th Street
at A Street.

Total monthly attendance for all programs, reservations and volunteers combined for
the month of December totaled 14,156 as compared to last year’s total of 14,142.
ADMINISTRATION
o Silver Creek and Yokuts Park Playground Rehabilitation Project – Brown and
Fowler began demolition work of Yokuts Park on 1/5/15, Silver Creek Park to
follow.
o Jefferson Park Shade Structure Project – The project was awarded to USA Shade and Fabric Structure and is funded by CDBG.
o Sports Village Phase III Design – Awarded to RRM Design with 90% completion.
o Synthetic Turf Median Project – Public Works to take the lead in the installation of
artificial turf in the medians as test sites in various areas. Wall Repairs:

Aquatic Maintenance:
• Aquatic Design Group scheduled to submit preliminary scope of work and specifications for the McMurtrey Waterslide Renovation Project on 1/14/15.
• Variable frequency drive (VFD) was installed at the MLK pool. Installation of VFD to reduce power consumption by 50% during non-use of facility.
• Staff evaluating existing aquatic facilities for future maintenance projects including ways to upgrade pool equipment for energy efficiency. Special Event Reservations:

o TPRW, Valley Schools Walk/Run – 500 Guests
o TPRW, Veterans Memorial, KC Veterans Pearl Harbor Day – 200 Guests

RECREATION Total Attendance: 11,381 Aquatics
• Overall Aquatic Attendance:
o Total attendance for Aquatics was 1,014 compared to December 2013 of 1,208. McMurtrey Aquatic Center was closed for maintenance for two
weeks starting December 1st through December 14th.
• McMurtrey Aquatic Center:
o Both the Olympic and Activity pools were drained, lights replaced, tiles
repaired and systems checked and fixed during maintenance weeks.
The pool area and locker rooms were deep cleaned and sanitized
before the programs resumed on Monday, December 15th.
o The 100 Mile Lap Swim Club is currently made up of 406 active
members that swam 13,792.67 miles this month. The club has
swum a combined total of 141,268 miles.
o The Make A Splash drowning prevention program held a Parent
CPR/AED and First Aid Training on December 6th and certified twelve (12) expectant parents, parents, grandparents and caregivers of
children ages 0-5. Athletics
• Total Attendance:
o Adult, Youth, Fitness and Adaptive Programs total attendance for the
month of December was 5,824 as compared to last year’s total of 8,650. Attendance decreased due to the Fall City Softball League finishing
earlier, thus, fewer games were played in December.
• Athletic Programming:
o Adult Softball:
o 168 teams participated in the Fall City Softball League.
• Softball Tournaments:
o Mesa Marin hosted an ASA Tournament on December 6th and 7th.
Thirty-five (35) teams participated in the tournament.
• 18 Men’s teams on December 6th
• 17 Coed teams on December 7th
• Adaptive Programming:
o Adaptive Basketball:
o Modeled after the Departments Adaptive Softball League, the
program has proven to be a tremendous success. This will be the
program’s third year of operation. The league began on January
8th.
• Donation Total: $1,575.00

Dr. Martin Luther King, Jr. Community Center
• Total Attendance:
o Overall attendance for the month was 3,334. The facility was closed last
December due to a refurbishing project.
• Kwanzaa:
o This event was held at the center on Tuesday, December 30th. There were a total of seven (7) vendors offering a variety of African culture crafts and
memorabilia. The program consisted of performance by the MLK dancers, the Compton Dancer’s, a book reading, short history of Kwanzaa by
Bakari and a one hour long documentary of Kwanzaa. The Women’s New Spirit group fed all of the attendees. Attendance – 200.
• Healthy Cooking Class
o The cooking participants have been enjoying various vegetables from the
MLK garden. Recently, they prepared a salad from mustard greens,
chopped bell pepper, radishes and fresh mint. Miss Ruby has been
teaching participants about the bad effects of too much sugar and how
to read labels on packages.
• Santa’s Winter Wonderland
o MLK Staff created a winter event held on Friday, December 19th. The
Goodlow room was decorated like Santa’s Workshop. Participants were
able to sit next to Santa and receive a gift. Various activities and goodies
were provided. The event was quite successful with $1,950 in donations
and approximately 250 people in attendance.
• Donation Total: $3,448 Silver Creek Community Center
• Total Attendance:
o Overall attendance was 538 as compared to last year of 613.
o After School Program’s attendance has dropped from prior year due to
competition from other provider.
o There were zero rentals for the month of December.
• After School Fun – Attendance:

Winter Camp Fun: 8 Monthly: 22
• Total Revenue: $2,759 Saunders Recreational Facility
• Total Attendance:
o Overall attendance was 671 as compared to last year of 495.
o There were zero rentals for the month of December.
• Hockey Program: 32 Registered Participants / Total Attendance: 128
• Soccer Program: 10 Registered Teams / Total Attendance: 375
• Basketball Program: 42 Registered Participants / Total Attendance: 168
• Total Revenue: $ 3,619

PARKS Cement Repairs
• Annual cement contractor poured cement at 15th Street on 12/22/14 due to irrigation repairs made under concrete. Mill Creek Park
• Replacement of six (6) aerators from rocket spray pattern/pump chamber
to Saturn spray pattern/pump chamber was completed by craftworks on
12/8/14 to 12/19/14. Replacement was needed due to over spraying/drift
of water onto walkway.
Sister Cities
• Delegates from Cixi, China visited the China Garden on 12/3/14.
Sports Village
• Broken fence cables were replaced.
TPRW
• Six large shrubs were removed from pond in front of the stage.
Tumbleweed Clean-Up
• On 12/15/14 to 12/19/14 tumbleweed cleanup took place in all
assignments. Staff hauled eleven (11) brush truckloads of tumble weeds to
the dump. Craftworker Division Challenger Park
• On 12/4/14 the replacement parts to the vandalized Rockin’ Robin Rocker
were installed. Mill Creek
• On 12/8/14 to 12/19/14 staff began the Otterbine Project. The aerators in
the canal needed to be mounted farther out into the waterway to stop the over spray of the fountain water onto the walking path. Six (6) of the
Otterbine units also had the pump chambers replaced. This changes the fountain pattern from a very tall spray height to a lower wider spray with
larger droplets. This will help remedy the wind drift issue. Tree Division
• City tree staff responded to multiple tree requests that were damaged during the last storm:
o 85 City trees
o 35 Private trees that were blocking City streets or
sidewalks.
• City tree staff assisted Area 2 with mass pruning project on 12/9/ and 12/10.
