Sports event professionals were asked to nominate destinations and sports venues that they believe display exemplary creativity and professionalism toward the groups they host. Nominations were received from readers throughout the year, and the top picks were selected based on results from an online voting system. The Bakersfield CVB was one of only three Readers’ Choice Award winners in California. “This is the first time Bakersfield has received this award, and it reflects our growing reputation as a city of sports,” Lyman added. “With ‘field’ in our name, sports is our game.” Well done! General Information  Councilmember Weir is hosting a Community Meeting on Tuesday, January 27th at Dr. Douglas K. Fletcher Elementary School. The meeting will begin at 6:00 p.m. and include updates on transportation improvements in Ward 3 as well as other development activity within the ward. The meeting will also feature a discussion with community members regarding various amenities to be included in phase 2 of the Mesa Marin Sports Complex. Residents are encouraged to attend!  Visitors to Bakersfield can now save 15% when they take Amtrak, with even more savings for kids. These Amtrak savings are only available by booking through the Bakersfield Convention and Visitors Bureau (CVB) official website, www.VisitBakersfield.com. his offer is valid for sale between January 5th and September 27th, and valid for travel between January 8th and September 30th of this year. General Information January 23, 2015 Page 2  Mayor Harvey Hall, Councilmember Weir and City Manager Alan Tandy attended the Topping Off Ceremony of the Rio Bravo Oncology and Imaging Center today. The Center will bring quality medical care to Northeast Bakersfield, and is the result of strong partnerships and cooperation between multiple public and private entities. Traffic Advisory  Hosking Bridge Demolition of the Hosking Avenue Bridge over State Route 99 is expected to begin during nighttime hours next week, weather permitting. The anticipated lane closures and detours for State Route 99 traffic are as follows: o Sunday, January 25 – The inside lane in both directions of State Route 99 will be closed in the vicinity of the Hosking Avenue Bridge between the hours of 9 p.m. and 6 a.m. After 11:30 p.m., the second inside lanes, in both directions, may be closed. Two lanes are expected to remain open in each direction while work is performed. The closures are needed for the placement of concrete barrier rail and to restripe the roadway. Following this work, the inside lane, in both directions, will be closed through late 2015. Three lanes will remain open to traffic during the majority of construction for the new interchange. o Monday, January 26 and Tuesday, January 27 – The contractor plans to remove the west half of the bridge, which will require a full closure of the southbound lanes, both nights. Southbound lanes, between Panama Lane and State Route 119 (Taft Highway), will be closed between 11 p.m. and 5 a.m. Preparation work for the freeway closure is expected to begin at 9 p.m. each night and motorists will need to slow down while traveling through this area. During the closure, traffic will exit State Route 99 at Panama Lane and continue southbound on South H Street. Traffic can re-enter the freeway at State Route 119 (see attached Southbound SR 99 detour map). o Wednesday, January 28 and Thursday, January 29 – The contractor plans to remove the east side of the bridge, which will require a full closure of the northbound lanes, between Panama Lane and State Route 119 (Taft Highway), from 11 p.m. to 5 a.m. Preparation will begin at 9 p.m. each night. During the closure, northbound traffic will exit State Route 99 at State Route 119 and continue north on South H Street. Traffic can re- enter the freeway at Panama Lane (see attached Northbound SR 99 detour map). General Information January 23, 2015 Page 3  Rosedale Highway Shoulder Closures Continue Motorists are advised that utility work will continue next week along Rosedale Highway, between Gibson Street and Mohawk Street, requiring intermittent shoulder closures on both the north and south side of the highway. The shoulder closures are necessary to allow PG&E to work on utility relocations in advance of the Rosedale Highway Widening Project. New poles are currently being installed so power lines can be moved away from the future road widening limits. Work will continue westward in the coming weeks and is expected to be completed this spring. Shoulder closures may be in effect on weekdays during this period, between the hours of 7:30 a.m. and 3:30 p.m. Lane closures may be required as work progresses, and TRIP will provide updates as information becomes available. Closing Remarks/General Question/Answer BAKERSFIELD POLICE MEMORANDUM To: Alan Tandy, City Manager From: Greg Williamson, Chief of Police Date: January 22, 2015 Subject: Referral Response on Motorcycle Use in the Police Department Councilmember Parlier requested information regarding the use of motorcycles in the Bakersfield Police Department (BPD). As you know, the City has phased out motorcycles primarily due to officer safety concerns and associated costs. The motorcycles were phased out between calendar years 2009 through 2014. We recognize that some officers believe that motorcycles provided them the ability to better maneuver through traffic and subsequently issue citations. Motorcycle detail was also a popular area for service. Below you will find information pertaining to this decision. In addition, below you will find other requested information, including citations issued and vehicular accidents, and purchase and maintenance costs. Unless otherwise stated, the data below represents calendar years 2009 through 2014. Officer Safety Concerns The BPD continually attempts to mitigate the exposure of risk to our officers when reasonable. According to a leading law enforcement publication, American Police Beat, motorcycle accidents are the third cause of law enforcement fatalities. In addition, California has substantially more law enforcement fatalities from motorcycle accidents than any other state. Historically, there have been seven BPD law enforcement fatalities; five of those fatalities have occurred while on a motorcycle. Over the last eight years, there have also been a total of 39 motorcycle officers that have sustained injuries. These injuries are discussed further in this memorandum. Workers Compensation Claims Over the last eight years, the BPD has had 36 motorcycle officers sustain injuries that resulted in workers compensation claims (excluding industrial disability Page 2 of 2 January 20, 2015 Motorcycles retirements). These claims have resulted in the loss of 1,910 hours of productivity and cost the City approximately $460,000 during this period. Please note that the costs do not quantify overtime expenses related to staffing for the injured officers and administrative costs for processing such claims. Industrial Disability Retirements Over the last eight years, the BPD has had three motorcycle officers sustain injuries that resulted in industrial disability retirements. These claims have resulted in the loss of 1,059 hours of productivity (prior to immediate retirement) and cost the City approximately $1,161,000 during this period. Again, please note that the costs do not quantify overtime expenses related to staffing for the injured officers and administrative costs for processing such claims. Citations and Vehicular Accidents As noted in the IACP report, the amount of citations issued continually decreased annually from 28,719 to 15,814 from 2009-2013. This decrease is mostly attributed to BPD staffing levels during those years. However, in 2014 the total amount of citations has increased to 23,553 now that the BPD is nearing its full personnel complement. Although the citations were previously displaying a downward trend, the amount of total collisions also decreased annually from 3,629 to 3,307. Thus, fewer citations have not correlated to more total collisions. Purchase and Maintenance Costs A patrol vehicle and motorcycle respectively cost approximately $36,000 and $25,000. However, please be advised that the life expectancy of a patrol vehicle is 96 months or 100,000 miles; whereas, a motorcycle is 72 months or 50,000 miles. Therefore, the purchasing cost per mile of use for a patrol vehicle ($0.36 per mile) is much less expensive that a motorcycle ($0.50 per mile). The maintenance and operational costs are virtually identical.
