A RESOLUTION DETERMINING THAT A LEICA
SCAN STATION CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING
THEREFORE AND PURCHASE A LEICA SCAN
STATION FROM PRECISION SURVEY SUPPLY, NOT
TO EXCEED $104,000.00.
WHEREAS, the Bakersfield Police Department (BPD) utilizes conventional
investigative techniques and documentation procedures to collect physical evidence
in the processing of crime scenes; and
WHEREAS, the BPD seeks to explore the use of developing technologies to more
accurately and efficiently reconstruct crime scenes; and
WHEREAS, the Leica Scan Station provides accurate documentation of physical
evidence in a digital format, providing accuracy to 1 /100 of an inch; and
WHEREAS, the Leica Scan Station forensic 3D laser scanning system will provide
the BPD the ability to digitally render a 3D recreation of a crime scene or accident
scene, allowing a jury, investigative review team or others to be immersed in the scene;
and
WHEREAS, the BPD has been awarded a JAG /Byrne grant from the U.S.
Department of Justice Bureau of Justice Assistance; and
WHEREAS, the JAG /Byrne grant includes funding of $104,000 to purchase a scan
station for the BPD; and
WHEREAS, the Leica Scan Station forensic 3D laser scanning system is proprietary
in its configuration for forensic application; and
WHEREAS, Precision Survey Supply is the only authorized Leica dealer for the
Public Safety Laser Scanning configuration; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonably
obtained from one vendor because of restricted availability of such work,
supplies, equipment or materials.

The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials
shall not exceed One Hundred Four Thousand Dollars ($104,000.00).
HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on JAN 2 1 2015, by
the following vote:
