The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  With the ongoing drought problem, staff began evaluating options to retrofit the spray parks so they can be used with the current state restrictions. Unfortunately, costs to upgrade the spray parks are estimated to be $200,000 to $300,000 each.  Attached you will see a picture of the Bright House Networks Amphitheater during an event that shows the water in front of the stage. The water is an attractive amenity and also secures the stage with fewer security guards than would otherwise be necessary. However, feedback gained from performers over time has caused staff to consider narrowing the water element. This would allow for an additional 150 seats closer to the stage which would be appreciated by the performers. Please let me know if this idea creates questions or concerns from you.  Beginning Tuesday February 10th the City will begin a project to connect a water main on Eastbound Truxtun Avenue between Westwind Drive and Oak Street. Lane closures will be in effect between the hours of 9:00 a.m. to 3:30 p.m. All work on Truxtun Avenue is scheduled to be completed on February 10th. Please see attached press release for additional information. Good News  The Court issued its final judgment in the City’s favor and validated the City’s actions and decisions relating to the financing of street and highway projects in and around the City, including the TRIP projects. This means that, unless there is an appeal filed in the matter, the City has full power and authority under the California Constitution and California law to move forward with the financing of General Information February 6, 2015 Page 2 street and highway projects in accordance with City Resolution 126-13, adopted on September 25, 2013.  The City has been installing synthetic turf in several median islands throughout Bakersfield. The City has received positive responses from the community for the turf recently installed on Allen Road north of Stockdale Highway, and on Buena Vista Road at the San Joaquin Valley Railroad crossing. Synthetic turf will also be installed in medians on Calloway Drive, California Avenue, Truxtun Avenue, and Brundage Lane by March 17th. Please see attached picture.  We are happy to announce that we received word this week the Government Finance Officers Association (GFOA) has awarded the City’s FY 2014-15 Budget Document the Distinguished Budget Presentation Award. This is the 15th consecutive year the City’s Budget Book has received the award from GFOA. The GFOA established the Distinguished Budget Presentation Awards Program (Budget Awards Program) in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting and then to recognize individual governments that succeed in achieving that goal. A special thanks to Assistant City Manager Chris Huot who compiles and publishes the book annually, as well as to each member of the budget team, department heads, budget managers and all staff members who participate in the budget process.  The City of Bakersfield Animal Control Division would like to invite the community to a low cost vaccination, licensing and microchip clinic for dogs living within the city limits. The clinic will be held at Jefferson Park at 801 Bernard Street, Saturday, February 7th, from 9:00 a.m. until noon. The rabies vaccinations will be offered to all dogs 3 months of age and older. The vaccine cost is reduced, however; the licensing fees are regular price. Microchips will be offered FREE to dogs with a valid city license! We are now offering the DAPP vaccine at the monthly clinics as well. Whether it’s a first puppy shot or your dog needs its annual booster-we are able to offer disease protection for your dog. Puppies should be 8 weeks of age and in good health to receive a vaccination. Also, the Animal Care Center has a special Valentines Discount for adopting Dogs and Cats for only $14. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. If you have questions, or need additional information, please contact Janet Wheeler at the TRIP office, (661) 326-3491. MILESTONES TRIP held a community meeting on February 4th to provide an update on the design and landscape concepts for the 24th Street Improvement Project. The project is at 60 percent of design and the landscaping element is just getting off the ground so this was an opportune time to gather additional input from the community. More than 200 people attended the meeting and spoke with the project’s engineers and landscape team; 44 written comments were submitted at the meeting. The team is in the process of reviewing the public input and will continue working toward developing an aesthetically pleasing project that meets the needs of neighborhood residents and motorists in California’s ninth largest city. The weather finally cleared during the last week of January, and the old Hosking Avenue Bridge has been removed. The demolition and detours went extremely well, and the contractor removed the bridge in two nights. Freeway closures and detours will again be needed to erect bridge falsework, currently planned for spring 2015. A pre-construction meeting was held for the Beltway Operational Improvements on January 16th. This project will begin construction immediately following the completion of the Gap Closure project. A pre-construction meeting was held for the Rosedale Highway Widening Project on February 2nd. Construction activities are expected to begin in early April, and a groundbreaking ceremony is being planned for mid-March. The first administrative draft of the Centennial Corridor Project’s final environmental document was submitted to Caltrans on January 23rd, beginning the agency’s extensive review process. PROJECTS UNDER CONSTRUCTION Four projects are currently under construction, and the Beltway Operational Improvements and Rosedale Highway Widening Project are just weeks away from starting construction. Westside Parkway 6C Contractor: Security Paving Company 85% complete; anticipated completion: March 2015 The Renfro Road Bridge opened to traffic in early January, and the decorative railing will be installed in early February. Finish work is also expected to be completed on the west side of the Allen Road Bridge this month. The contractor has finished the concrete paving the freeway lanes and shoulders. Roadway grinding and joint sealing operations will continue through most of February. Concrete barriers will be constructed at the median and along both sides of the freeway adjacent to the Rosedale-Rio Bravo Water Storage District’s water storage basins. February 2015 TRIP Status Report TRIP Status Report February 2015 Page 2 Additional work in February includes beginning work on the County-funded concrete block wall, asphalt paving for the ramps at Allen Road, installation of traffic signals and lighting at the new Stockdale Highway intersection, and final asphalt paving at the west end of the project. State Route 58 Gap Closure Contractor: Security Paving Company 85% complete; anticipated completion: March 2015 Work continued on the newly widened bridges during January. Work is nearing completion on the retaining wall adjacent to the H Street on-ramp to westbound State Route 58. Daytime closures of this on-ramp will remain in effect until this work is completed. The contractor has completed concrete paving operations, as well as the asphalt median and westbound shoulder. Construction of the median barrier is currently underway. Additional work planned for the month of February includes backfill and shoring removal for the retaining wall, joint seals, and miscellaneous electrical work throughout the project. State Route 178/Morning Drive Interchange Contractor: Granite Construction 64% complete; anticipated completion: July 2015 Current work is concentrated along Morning Drive as utility relocations and road widening activities continue. Morning Drive, between Auburn Street and Morningstar Avenue, as well as the Morning Drive/Auburn Street intersection is currently closed to traffic to allow for this construction work. The closure is expected to remain in effect through March. The new retaining wall on the north side of State Route 178 has been backfilled and the contractor plans to begin placing masonry block for the soundwall adjacent to the Canyon Hills Church residential units in February. Last month’s bridge work included placing the median curb and forming the barrier on the west side of the bridge. Upcoming work includes completing storm drains on Morning Drive and Auburn Street, installing curb and gutter on Morning Drive, additional utility work, and roadway excavation. State Route 99/Hosking Avenue Interchange Contractor: Granite Construction 8% complete; anticipated completion: early 2016 Hosking Avenue, between H Street and Silver Dollar Way, was closed in early January and the asphalt was removed from the roadway. Hosking Avenue will remain closed through late 2015 to allow for construction of the new bridge. Temporary concrete barrier rail was placed along State Route 99 within the construction zone, and the old Hosking Avenue Bridge was removed in late January. Work continues on the retaining wall in the southwest quadrant. In February, the contractor will excavate and place reinforcing steel and concrete for the foundations for the future bridge. Work on the retaining wall will continue. Beltway Operational Improvements 0% complete; anticipated completion: early 2017 A kick-off meeting for the Beltway Operational Improvements Project was held in January. The safety and operational improvements to State Route 58 and State Route 99 are expected to begin immediately following completion of the State Route 58 Gap Closure Project. TRIP Status Report February 2015 Page 3 Rosedale Highway Widening Designer: Mark Thomas Company (MTC) 0% complete; anticipated completion: late 2016 PG&E started utility relocations in January. New poles are being installed so power lines can be moved away from the future road widening limits. PG&E’s work will continue westward in the coming weeks and is expected to be completed this spring. A pre-construction kick-off meeting was held on February 2nd. The contractor will be putting together the construction schedule and preparing material submittals in the coming weeks. Construction is expected to begin in early April. Planning is underway for a groundbreaking ceremony to be held in mid-March; additional details will be included in the March Status Report. The City has possession of all of the Right-of-Way necessary to construct the project; 94 ownerships have closed escrow, and five ownerships are currently in the condemnation process. PROJECTS IN DESIGN AND RIGHT-OF-WAY State Route 178 Widening Designer: TYLin International Design 100% complete; Right-of-Way 90% complete; Anticipate bidding: spring 2015 The team is awaiting receipt of the E-76 for construction and the project is expected to be advertised for construction this spring. Anticipated Right-of-Way completion: early 2015 • 29 Ownerships (40 parcels) - 26 ownerships have closed escrow - 3 ownerships are in condemnation SR 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Designer: Parsons Design 100% complete; Project is within existing Caltrans right-of-way; Anticipate bidding: spring 2015 The project provides operational and safety improvements along southbound State Route 99 and at the Rosedale Highway off-ramp. The project is expected to be advertised for construction in spring, with construction beginning in summer 2015. Caltrans is working on the Construction Cooperative Agreement. 24th Street Improvement Project Designer: TYLin International (TYL) Design 60% complete; Right-of-Way 76% complete (full acquisitions); Anticipate bidding: mid-2016 The City received 60% design plans January On February 4th, TRIP held a community meeting to share initial landscape design concepts and gather public input on plant materials and hardscape features. More than 200 people attended the meeting and spoke with the project’s engineers and landscape team; 44 written comments were submitted at the meeting regarding the project and landscape. The team is currently reviewing and analyzing the public’s questions, comments, and input. Property acquisitions are underway • 21 full residential ownerships (two have been removed through design enhancements) - 16 ownerships are in agreement - 5 ownerships in negotiations TRIP Status Report February 2015 Page 4 Hageman Flyover Designer: Caltrans Design 25% complete; Right-of-Way 0% complete Design is ongoing and 30% design plans are expected in March Right-of-way acquisition will not begin until design has progressed to 60 percent. • 12 properties, subject to change as design progresses PROJECTS UNDER ENVIRONMENTAL REVIEW Centennial Corridor Caltrans lead; Environmental Consultant: Parsons Environmental process 90% complete; Right-of-Way 40% complete (single family properties, full acquisitions) Parsons submitted the Administrative Draft of the Centennial Corridor Project Final Environmental Document to Caltrans on January 23rd, beginning the agency’s extensive review process. The Final Relocation and Impact Report (FREIR) was reviewed and approved in January. The Programmatic Agreement (SHPO) was approved and signed in January. Survey and other field work for advance preliminary engineering began in late January Right-of-Way (Early Acquisition/Voluntary Basis) • Full Acquisitions required for the project: 199 single family residences & 36 commercial properties - 121 ownerships have requested early acquisition (6 commercial/multi-family) - 79 offers have been approved by City Council; 1 commercial - 130 letters sent to remaining parcel owners (full acquisitions) in December; 21 percent had requested additional information by the end of January. As part of the development of this system, the consultant will be required to evaluate and collect data on the existing condition of all City streets; this includes driving every street and documenting all the conditions for each segment and assigning a value for the pavement condition. The data will then be inputted into the PMS as the baseline condition from which future pavement conditions (due to normal aging) and maintenance recommendations will be derived. A PMS is a database/computer software system that tracks pavement condition, analyzes various types of maintenance efforts that could be performed to the pavement to extend its life, and then makes recommendations based on a cost to benefit analysis to cost effectively improve the pavement. Typical recommendations could include such things as crack sealing, oil application, rehabilitation, resurfacing, or ultimately replacement. The system analyzes several variables including, but not limited to, pavement condition, roadway structural section, traffic volumes, and past maintenance efforts to develop recommendations. Staff will be performing a consultant selection process over the next few months to select a consultant to develop the new PMS. It is anticipated the PMS will be completed so that the data can be used to provide pavement recommendations for the FY 2016-2017 Capital Improvement Program Budget. In addition, the consultant will be required to train City staff to evaluate the roadways on a scientific basis and input data into the system so that staff can self-sufficiently maintain the PMS proceeding into the future. Councilmember Maxwell requested that the City look at hiring a consultant who would study citywide street conditions, determine where the biggest problems are and what it might take to improve them.
