Salvaggio requested staff check on adding a position in Traffic Engineering. DeMond concurred. The following individuals spoke rebuttal (support): Barbara Lomas and Lorna Brumfield. in Hearing closed at 8:08 p.m. McDermott requested: · The triangular area south of Stockdale Highway be removed from the Kern River Parkway Element; change the 100-foot buffer to a 40-foot buffer; and redesignate the remaining 60 feet to LR and R-i; include the 30-foot setback for the bike path. Roger Mcintosh, Martin-Mcintosh; and Rich O'Neal, Kern River Parkway Committee, agreed with the changes. The General Commercial be moved away from the residential area. downsize from 20 acres to 17 acres for 250 apartment units and allow for added amenities; and a hearing be scheduled for public review. Those areas that abut collectors and those that abut the arterials have a 20-foot yard setback with landscaping. McDermott recognized Bruce Freeman, Castle and Cook California, who agreed to the 20 foot setback with landscaping. Access from apartments be through the collector, with no direct access onto Stockdale Highway. ACTION TAKEN Bakersfield, California, May 7, 1997 - Page 10 HEARINGS continued Remove collectors, retaining only the collectors on Jewetta, running next to Liberty High School; Old Farm Road, both on the north & south sides of the freeway; designate the area from Old Farm Road to Verdugo as a modified collector, with no housing that would front onto the modified collector; designate the area between Old Farm all the way through to Allen Road as a modified collector, with housing not facing the collector. The housing lots that are adjacent to Brimhall from the high school to Allen Road to be a minimum of 18,000 square feet. McDermott recognized Henry Agonia, General Manager, North Bakersfield Recreation and Park District, to speak regarding park development fees. Staff to bring back an ordinance to assure development of parks. ACTION TAKEN Motion by McDermott to adopt resolutions and give first reading to Ordinances with amendments: · The triangular area south of Stockdale Highway be removed from the Kern River Parkway Element; change the 100-foot buffer to a 40-foot open space buffer; and redesignate the remaining 60 feet to LR and R-i; include the 30- foot parkway along the south side of Stockdale Highway, as proposed by the applicant, for the bike path. · Eliminate the 10-acre apartment site on Old Farm Road near the future freeway and add 7 acres to the north side of the apartment site along Old Farm Road, north of Stockdale Highway, for a total of 17 acres, which should make it sufficiently large enough to accommodate approximately 250 units and amenities. Access from apartments shall be through the collector, with no direct access onto Stockdale Highway. Retain as standard collectors: Jewetta Avenue, running next to Liberty High School; Old Farm Road, both on the north & south sides of the freeway; as to the east-west collector, designate the road segment to Verdugo to Allen Road as a modified collector, with no housing facing the collector. The housing lots that are adjacent to Brimhall from just west of the high school to Allen Road shall be a minimum of 18,000 square feet. Staff to bring back an ordinance to implement development of parks and in-lieu fees; and the applicant has agreed to building the parks or paying fees for park construction if such an ordinance is adopted. REPORTS Community Services Committee Report No. 1-97 regarding Recreation Programs and Facilities at Lowell Park. Motion by Carson to approve report and implement the recommendations with the addition of referring the programs for the Boys and Girls Club to staff and brought back to Council for further consideration. NAT Rowles requested the report recommendations include direction to staff, through Chief Brummer, to work with PAL Board of Directors and Senior Center to come up with a plan, check out the availability of the old maintenance facility, and come back to Council with a proposal. McDermott requested the motion include the citizens committee that reviews park activities critique the report and come back to Council with suggestions. REPORTS continued McDermott suggested experimenting with a summer program and requested staff provide a review of the past summer programs and why they were dropped; recommended cost recovery be addressed; requested the program be re-evaluated at the end of the summer for possible continuation; and suggested beginning the programs after June, following summer school. ACTION TAKEN Parks and Recreation Director Ford addressed the Master Plan that will be discussed during the budget process. Carson recognized Lynn Edwards, President, Lowell Park Association, to speak. Motion by Rowles to adopt resolution. 13. COUNCIL STATEMENTS McDermott requested Water Resources Manager Bogart and City Manager Tandy to explore the feasibility of obtaining donated land, located on the south side of Kern River near Buena Vista land in the secondary flood plain, in return for the City to provide a levee there. APPROVED NS CARSON DEMOND MCDERMOTT McDermott requested Public Works respond back regarding traffic problems on Meacham Road in front of Endeavor School; traffic is cutting through from Hageman Road to Calloway Road, causing problems around the school. McDermott announced a Centenniel Celebration Committee met with the Spiritual Heritage Committee; there will be about 100 different events; sale of the bricks continue to do well. COUNCIL STATEMENTS continued Smith advised she had received a letter from Herman Ruddell, Chairperson, Downtown Business Association Vision Committee, dated April 11, 1997, requesting a meeting with the Intergovernmental Relations Committee; and that a meeting is scheduled tomorrow with the DBA Vision Committee. Smith referred the letter she received from Robert C. Miller, Kern County Soccer Foundation, dated May 6, 1997, regarding Destec or other recreation funds, to staff for a response back to Mr. Miller. ACTION TAKEN Sullivan requested staff send information to the City Schools advising them of summer activities available to children. Sullivan advised that the 911 System is being overburdened and requested staff investigate the feasibility of implementing an alterative number and respond back. Sullivan requested staff check into regulations prohibiting skateboarding on sidewalks and/or where skateboarding is allowed; and the feasibility of a skateboard facility in Silver Creek Park. DeMond advised Sullivan that Tom Carosella, Napa, California, has been speaking about skateboard parks and may have additional information. DeMond commented on using school sites for summer activities; and advised Sullivan that there has been a pilot program at Stella Hills School for a few years. DeMond commented on the K-3 school opening at 20th and M Street in September; and inquired about any City restrictions. City Manager Tandy responded and will provide a report back. Mayor Price commented on his trip to a press conference with Governor Wilson in Sacramento regarding the funds that were seized from Cities and Counties in 1992-93. City Manager Tandy advised that City Schools are not required to comply with City regulations.
