A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAKERSFIELD SUPPORTING A CALL OF
THE BOARD OF MAYORS OF THE KERN COUNTY
ASSOCIATION OF CITIES FOR REORGANIZATION OF
THE KERN COUNTY LOCAL AGENCY FORMATION
COMMISSION
WHEREAS, California statutes establish a Local Agency Formation
Commission ("LAFCO") that, among other things, regulates annexations, governs
growth-inducing expansion of utility systems, and formation of cities and special
districts; and
WHEREAS, California statutes provide that each county LAFCO shall be
composed of two representatives from the County Board of Supervisors, two
representatives from among the cities within the county, a public member-at-large, and,
at the discretion of the balance of the Commission, two representatives from among the
special districts within the county; and
WHEREAS, the Mayor of Bakersfield and mayors of other cities met to
discuss and negotiate an alternative that is equitable and acceptable to all cities in Kern
County.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield, that it supports a call by the Board of Mayors of the Kern County
Association of Cities to reorganize the Kern County Local Agency Formation
Commission by asking state legislators to add two additional city representatives to
