AMENDMENT NO. 3 TO RESOLUTION NO. 122-01, A
RESOLUTION SETTING SALARIES AND RELATED BENEFITS
FOR OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY AND MANAGEMENT
UNITS.
WHEREAS, Resolution No. 122-01 sets salaries and benefits for
employees of the General Supervisory, Police Supervisory and Management Units;
and
WHEREAS, the City Council desires to amend the above Resolution as
set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. Resolution No. 122-02 is hereby amended effective February 15, 2002, by
revising the salary of the following class title in the Management Unit:

2. Effective July 1,2003, the following paragraph is added at the end of Section 5
to read as follows:
SECTION 5.
Medical and Dental Insurance
Medical Retirement Insurance Study
The City will conduct and complete by July 1, 2002, or as soon thereafter
as possible, an actuarial study to determine the current cost of the City's
retiree medical insurance program and the incremental cost of certain
changes to the program. If the General Management and General
Supervisory employees covered by this Resolution are interested in retiree
medical insurance program changes, based upon this study, the City shall
reopen discussions on this subject. The City assumes no obligation for
additional costs under this section.

3. Effective April 1, 2002, Section 6 is amended in its entirety to read as follows:
SECTION 6.
Life Insurance
The City shall provide a basic term life insurance policy of no less value
than the minimum provided for General Supervisory employees for City
Council members. In addition, the City shall provide contributions toward
a life insurance plan as follows:
Management Unit - One hundred percent (100%) of the insurance
premium for each officer and employee, such insurance coverage
equal to their projected annual base salary to the nearest $500.
General Employees, supervisory Unit - One hundred percent
(100%) of the insurance premium for a policy equal to the
employee's projected annual base salary to the nearest $500 of a
minimum amount of $30,000.
Police Supervisory Unit - One hundred percent (100%) of the
insurance premium for each employee, such insurance coverage
equal to the employee's annual base salary to the nearest $500.
All of the provisions of Section 6 are subject to each officer's or
employee's option to have insurance in the amounts they desire
within the limitations herein set forth.
4. Effective January 1,2003, Section 7 is amended in its entirety to read as follows:
SECTION 7.
Deferred Income
Ail probationary and full-time employees of the City shall be eligible to
participate in the city's Deferred Income Plan.
Fire Management and Police Supervisory (sworn and unsworn)
employees shall be eligible to participate in a retirement savings plan
which provides that for every One Dollar ($1.00) the employee contributes
to a deferred compensation plan, the City will contribute One Dollar
($1.00), up to a maximum of the employee's annual base salary per
calendar year as outlined below:

Effective July 1,2003, Section 13 is amended in its entirety to read as follows:
SECTION 13.
P.E.R.S. Contribution
In addition to amounts presently paid by the City, the City shall pay the
following contribution to P.E.R.S. (Public Employees Retirement System)
normally paid by the employee:
Eight percent (8%) for General Supervisory and Police Supervisory
(Non-Sfety) employees who were in the employment of the City on
July 1, 1983. Those employed after July 1, 1983, shall not be
eligible for the eight percent (8%) City contribution to P.E.R.S. until
the completion of six (6) years of continuous employment with the
City.
Fire Management - nine percent (9%) - except those employees
hired on or after July 1, 1983, the City shall pay two percent (2%) of
the employee P.E.R.S. contribution commencing January 7, 1985,
until seven (7) uninterrupted years of service, at which time the City
contribution shall increase to nine percent (9%).
Management Unit, except Police and Fire Management (Safety)-
eight percent (8%).
Police Supervisory (Safety) and Police Management Units - nine
percent (9%) - except those employees hired on or after July 1,
1983, the City shall pay four percent (4%) of the employee P.E.R.S.
contribution commencing January 7, 1985, until the seventh
uninterrupted year of service, at which time the contribution shall
increase to nine percent (9%).

Employer Paid Member Contributions (EPMC) shall be reported as
salary earnings for retirement credit for all Management, General
Supervisory and Police Supervisory (Safety and Non-Safety),
beginning January 1, 2003.
Effective July 1,2002, Section 21 is amended in its entirety to read as follows:
SECTION 21.
Retirement
Effective July 1, 2002, or as soon as possible thereafter, the City shall
implement the three percent (3%) at age 60 retirement formula with
P.E.R.S. for Non-Safety employees (Miscellaneous).
