Good News
The City of Bakersfield and the Thomas Roads Improvement Program are pleased
to announce the start of construction on the Rosedale Highway Widening Project,
the completion of the State Route 58 Gap Closure Project, and the start of
construction on the Beltway Operational Improvements Project.
To celebrate we will be holding back-to-back events in the month of March.
Invitations to both events, with directions to the event locations, are attached.

We have received the E-76 on the 178 widening from Canteria to Miramonte
which allows us to now go to bid so we can begin construction! The current plan
is to open bids on April 8th and have the item on the April 22nd agenda for Council
action. The project budget is $27.5 million.
Attached you will find the monthly TRIP Status Report for the month of March. The
report gives a summary of each TRIP project in construction, in design, and under
review. Completion percentages and pictures of projects are also included.

The Bakersfield Police Department is currently seeking applications for Police
Trainees. The filing deadline for this position is March 20th, at 1:00 p.m. Interested
candidates can obtain information and apply for the position by visiting the City
of Bakersfield website or by contacting the Human Resources Department. The
police academy is scheduled to begin in August of 2015.
This will be one of the biggest weekends of the year as Bakersfield hosts visitors
from around the world. That means hotels will be full and restaurants will be
busy. Fans and racers will descend on Bakersfield for the 57th Annual March Meet
at Auto Club Famoso Raceway. This large event coincides with the CIF Boys
State Wrestling Championships at Rabobank Arena. The Convention and Visitors
Bureau has an information table in the lobby of the Arena to answer questions
and help attendees spend their money in Bakersfield (see attached picture).
On Saturday night at the wrestling event, CIF will also announce which city has
won the bid to determine where the CIF Boys State Wrestling Championship will
be held for the next five years. Bakersfield is, of course, one of those bidders.
I will be on vacation the week of March 23rd through the 27th. Chris Huot will be in
charge during my absence and will fill in for me at the Council meeting of March
25th. As usual the staff will have my contact information.
In honor of Employee Appreciation Day March 6th, WalletHub examined 116 of
the most populated U.S. cities to recognize the hardest workers in America. Its
results, released today, show Bakersfield to be the second hardest-working city in
California. The analysis used seven key metrics, among which were labor force
participation rate, average weekly work hours and number of workers with
multiple jobs.

Last night, representatives from various City Departments attended the Regional
Awards of Merit Program hosted by the Kern Council of Governments to receive
awards for the following projects and programs (see attached pictures):

Potential Traffic Delays at Stockdale Highway at Heath Road
Motorists should be prepared to stop for road construction while traveling on
Stockdale Highway, between Renfro Road and Heath Road, on Thursday, March
12th. The contractor will be conducting traffic control while restriping the roadway
and shifting traffic through to the new Westside Parkway/Stockdale Highway at-
grade intersection at the western end of the project.
This work is expected to begin around 8:30 a.m. with intermittent delays lasting up
to five minutes. Motorists are reminded to obey flagging personnel and
construction signs, and to watch for road construction vehicles and personnel
while driving through this area.
For the next few weeks, traffic will travel through this area uninterrupted, but
motorists are advised to pay attention to upcoming changes as this will become
a signalized interchange once the final phase of the Westside Parkway opens to
traffic.

TRIP projects are moving rapidly through the various stages of project development. This
report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please
contact Janet Wheeler at the TRIP office, (661) 326-3491.
MILESTONES
Mark your calendars. TRIP will host two events to celebrate major milestones on three projects in March, but
keep your calendars handy as there will be more projects moving into construction or opening to traffic during
the next few months.
First, construction on the Rosedale Highway Widening Project is scheduled to begin March 30th. TRIP is hosting a
groundbreaking ceremony on Thursday, March 19th at 1:30 p.m. The ceremony will be held on the northeast
corner of Rosedale Highway and Mohawk Street. Special thanks to San Joaquin Facilities Management, Inc. for
generously allowing us to use their Rosedale Highway Office facility for this event. This long-awaited project will
improve capacity and make other improvements to one of Bakersfield’s most congested commuter routes.
On the following day, March 20th, TRIP will host another event to celebrate the completion of the State Route 58
Gap Closure Project and the beginning of the Beltway Operational Improvements Project. Both project areas
encompass the section of State Route 58 between State Route 99 and Cottonwood Road, and the Beltway
Operational Improvements Project will begin immediately following the completion of the State Route 58 Gap
Closure Project. This event will be held on Friday, March 20th, at 1:30 p.m. at 1401 East Brundage Lane. Special
thanks to St. John Missionary Baptist Church for generously allowing us the use of their parking lot for this event.
The contractor for the final phase of the Westside Parkway project is also finishing up work on the freeway’s
western end, but an exact finish date is not yet available. A date for the Westside Parkway Phase 6C ribbon
cutting ceremony is expected to be announced in the very near future.
The State Route 178 Widening Project has also reached a major milestone. The project has been advertised for
construction bids, with the bid opening scheduled for April 8th. It’s anticipated that the construction contract will
go before City Council for approval on April 22nd, and construction would begin this summer. PG&E is currently
relocating gas pipelines in the area that are in conflict with this project.
PROJECTS UNDER CONSTRUCTION
Six projects are in various stages of construction. The State Route 178 Widening Project has been advertised for
construction bids and will now be found in this section of the Monthly Status Report.
Westside Parkway Phase 6C
Contractor: Security Paving Company
95% complete; anticipated completion: late March 2015
In February, the contractor completed all of the concrete paving for the project, as well as the work on Renfro
Road. The contractor also completed the asphalt paving for the on- and off-ramps at Allen Road and the median
shoulders. The concrete barrier rail on the north side of the freeway, in the area of the Rosedale-Rio Bravo

Water Storage District’s water recharge basins, has been completed and fencing has been installed. The
installation of the concrete barrier and guardrail within the median also began in February.
The contractor plans to shift traffic to the new Westside Parkway/Stockdale Highway at-grade intersection at
the western end of the project on March 12th. For the next few weeks, traffic will travel through this area
uninterrupted, but this will become a signalized interchange once the final phase of the Westside Parkway
opens to traffic.
Upcoming work includes the completion of pavement grinding and joint sealing, median guardrail, concrete
barrier rail and the County-funded concrete block wall on the south side of the freeway, electrical work, and
final signing and striping for these two miles of new freeway.
State Route 58 Gap Closure
Contractor: Security Paving Company
95% complete; anticipated completion: March 2015
This project is nearing completion and a ribbon cutting ceremony is scheduled for March 20th at 1:30 p.m.
The event will be held in conjunction with the Beltway Operational Improvements groundbreaking at the St John
Missionary Baptist Church parking lot, 1401 East Brundage Lane.
In February, the contractor completed the footing, rebar, and concrete for the retaining wall on the north
side of the project near H Street; the slope paving and crash walls at the Bakersfield Corral Overhead (railroad
bridge); and the concrete median barrier.
Final work items include completion of the gutter behind the retaining wall, miscellaneous electrical work,
paving the westbound H Street on-ramp, installing chain link fence, and various punch list items.
State Route 178/Morning Drive Interchange
Contractor: Granite Construction
65% complete; anticipated completion: July 2015
Work on the widening of Morning Drive continues with the portion of the roadway between Auburn Street
and Morningstar Avenue remaining closed. The Morning Drive/Auburn Street intersection is also closed to
traffic. Road base materials are being placed for Morning Drive from the bridge to Panorama Drive in the
northbound direction and from Auburn Street to the bridge in the southbound direction. Curb and gutter
installation has begun and the paving of Morning Drive is planned for late March.
Last month the contractor also built the block portion of the soundwall adjacent to the Canyon Hills Church
residential units, finished the curb and sidewalk at the State Route 178/Bedford Green intersection, and
completed various utility relocations along Morning Drive.
In March the contractor plans to complete the soundwall by placing transparent panels, complete the storm
drains on the project, continue placing sub-base and base for the freeway lanes and ramps, and place the
concrete barrier rail on the Morning Drive Bridge.
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction
11% complete; anticipated completion: early 2016
Hosking Avenue is closed between H Street and Silver Dollar Way, and the road will remain closed through
late 2015 while the new bridge is under construction.
In February, the contractor completed the retaining wall in the southwest quadrant of the project and began
working on the abutment on the east side of the bridge. Ongoing work includes the replacement of a sewer line
and earthwork for the new roadway and on- and off-ramp embankments.
The old Hosking Avenue Bridge was removed during the last week of January, and a time lapse video of the
demolition is now available to view online at www.bakersfieldfreeways.us.

Beltway Operational Improvements
Contractor: Security Paving Company
0% complete; anticipated completion: early 2017
A groundbreaking ceremony is scheduled for March 20th at 1:30 p.m. at the St. John Missionary Baptist
Church parking lot, 1401 East Brundage Lane.
The Beltway Operational Improvement Project will begin immediately following completion of the State
Route 58 Gap Closure. This project includes various improvements along State Route 58, from east of State
Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of Ming Avenue. Initial tasks
include the approval of required submittals and the project schedule. This project is expected to take two years
to complete.
Rosedale Highway Widening
Contractor: Teichert Construction
0% complete; anticipated completion: mid-2016
A groundbreaking ceremony will be held on March 19th at 1:30 p.m. on the northeast corner of Rosedale
Highway and Mohawk Street (San Joaquin Facilities Management, Inc. Rosedale Highway Office). The project will
provide for three lanes in each direction, and this phase of the project will complete the improvements between
Calloway Drive and State Route 99. PG&E is currently completing power pole relocations to the project’s
ultimate western limit at Allen Road.
Construction on the road widening project is expected to begin the week of March 30th, with completion
anticipated in early summer 2016. The contractor will be working in half-mile increments, beginning at Gibson
Street and working westward to Calloway Drive. (The contractor will restripe the area between Gibson Street
and State Route 99 later in the project.)
Two lanes will generally remain open to traffic during construction, but we ask for the public’s patience while
the project is under construction. Please allow extra time and drive with caution when traveling through this
route while work is underway.
The City has possession of all of the Right-of-Way necessary to construct the project; 94 ownerships have
closed escrow, and five ownerships are currently in the condemnation process.
State Route 178 Widening
Contractor: currently advertised for construction bids
0% complete; anticipated completion: mid-2017
The State Route 178 Widening Project will widen the highway from two to six lanes from Canteria Drive to
Masterson Street, and from two to four lanes from east of Masterson Street to Miramonte Drive.
The city received the E-76 for construction on March 2nd and the project was advertised on March 5th, with a
bid opening date of April 8th. Award of the construction contract is expected to be on the April 22nd City Council
agenda.
PG&E has started relocating gas pipelines along State Route 178, from Valley Street to Park Palisade Drive, in
advance of project construction. Work will primarily take place within the shoulder, but periodic lane closures
will be necessary, especially when work crosses intersections.
AT&T will begin work on the north side of State Route 178 between Canteria Drive and Valley Street on
March 16th.
The City has possession of all of the Right-of-Way necessary to construct the project; 26 ownerships have
closed escrow and three ownerships are in condemnation.

The project provides operational and safety improvements along southbound State Route 99 and at the
Rosedale Highway off-ramp, and is expected to be advertised for construction in spring after the City receives
the E-76 for construction. Construction is expected to begin in summer 2015.

24th Street Improvement Project
