O30 -15 A RESOLUTION DETERMINING THAT GRANULAR FERRIC OXIDE ARSENIC REMOVAL MEDIA AND ADSORBER MEDIA VESSELS CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR AND PURCHASE OF SAID EQUIPMENT FROM SEVERN TRENT SERVICES IN AN AMOUNT NOT TO EXCEED $400,000. WHEREAS, California is in its fourth year of an unprecedented drought and the City of Bakersfield has limited surface water supplies available to provide water to its domestic water service area customers; and WHEREAS, due to the drought and lack of surface water supplies, the City must ensure that its domestic water wells are operational to provide pumped groundwater to its customers to maintain adequate pressures and quantities of potable water; and WHEREAS, the City operated domestic water well CBK 41 regularly until its arsenic levels exceeded the State's maximum contaminant level, and thus the well had to be taken out of service in 2009; and WHEREAS, the City has a need to reinstate the operation of CBK 41 by summer to provide water to the City's service area in the vicinity of Brimhall Road and Jewetta Avenue; and WHEREAS, the City must maintain adequate pressure and water supplies to avoid health and safety issues for its domestic water system customers; and WHEREAS, City staff has worked with the City domestic water system's operation and maintenance contractor, Cal Water, and Severn Trent Services to determine an arsenic treatment system that could be installed at CBK 41 for removal of arsenic; and WHEREAS, the City will purchase the arsenic treatment media and equipment from Severn Trent Services to be installed at the CBK 41 wellsite. -- Page 1 of 3 Pages -- ��AKE� jTl h- r ORIGINAL NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment, materials, or time frame for fabrication. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
