Notable Items
With the declining sales tax, and layoffs in the oil and agriculture industries that
have been disrupted due to the drought, the City Manager’s proposed budget
for FY 2015-2016 is going to be very tight. While we do not usually make advance
comments on what it will contain, under the current circumstances it seems
appropriate. It is highly likely there will be no new employees, public safety or
otherwise, and the Capital Outlay schedule will be significantly reduced from
recent years. Bakersfield has remained financially strong while others go through
layoffs, bankruptcy and related, because we control our expenses in times when
revenues fall and others do not. We are in one of those cycles. Hopefully, it will
not be long-term.
Good News
The City of Bakersfield and the Thomas Roads Improvement Program are pleased
to announce the opening of the final phase of the Westside Parkway. Please join
us for the ribbon cutting celebration on Wednesday, April 15th at 2 p.m. The
celebration will be held on the Westside Parkway beneath the Renfro Road
Bridge. Please see the attached invitation for additional information.
Another competitive TRIP project bid opening took place this past week. Bids
were received for the SR-178 Widening Project, which will widen the existing
highway from two lanes to between four and six lanes from Canteria Drive to
Miramonte Drive. Granite Construction submitted the apparent low bid at
$22,254,803.10. Granite’s bid was under the amount budgeted for the project.
The project is planned to be awarded at the April 22nd City Council meeting.
Fleetwood Mac played to a sold out Rabobank Arena this week with over 9,100
tickets distributed. We anticipate a similar number for The Eagles on May 26th!

This past week the Bakersfield Police Department staff met with community
members in the Valley Zone, Metro Zone and South Zone to promote the recently
implemented community policing concepts. The meetings were a success with
over 400 people attending this week. Future meetings will be held at the following
locations and will begin at 6:00 p.m. For your convenience, we have included
ward numbers in relationship to the new Police deployment zones and
community meetings.
o Central Zone, Wards 2, 3, 4, 5 & 6: April 16th - Thursday, from 6:00 - 8:00 p.m.
at West High School, 1200 New Stine Rd.
o Hill Zone, Wards 2 & 3: April 30th - Thursday from 6:00 - 8:00 p.m. at Stella Hills
School, 3800 Jewett Ave.
In light of the severity of the continued drought, the Water Board held a special
meeting this past Wednesday to discuss an Emergency Ordinance which would
restrict the use of potable water for landscape irrigation to three days a week for
City residents. This Ordinance is in response to recent State Water Board
requirements, which were in place prior to the Governor’s recent Executive
Order, issued April 1st, which among other things mandates further water
conservation measures; potentially requiring up to 35% reductions for Bakersfield.
The Emergency Ordinance discussed with the Water Board will be brought
forward for full Council consideration at the April 22nd City Council meeting. In
light of our fourth year of drought conditions, the City will be taking every step to
curtail water use related to City operations. In addition, the City urges all residents
to use water wisely and implement all efforts to conserve water!
The Community Development Department hosted a public open house last night
and many people came to see the remodeled lobby area on the 1st Floor.
Attached is a picture for your convenience. If you have the opportunity, please
stop by and see how good it looks. It should be a functional improvement for the
taxpayers!
TRIP
Traffic Nighttime Construction Work on Rosedale Highway
Construction on the Rosedale Highway Widening Project is scheduled to begin
next week, Sunday, April 12th. The contractor plans to begin removing the
median and installing temporary paving, which will allow two lanes to remain
open to traffic during construction.
Work is scheduled to begin at Gibson Street and continue westward to Patton
Way, and will require nighttime closures of the inside lanes, in both directions,
while work is underway. These closures are expected to be in effect Sunday

through Thursday night between the hours of 8 p.m. and 6 a.m. the following
morning for the next two months.
Lane Closure on Calloway Drive
Motorists should anticipate a closure of the inside southbound lane on Calloway
Drive, on Monday, April 13 and Tuesday, April 14, 2015.
The lane closure will be between Marby Grange Way and Gleneagles Drive, andis needed to allow the contractor to make warranty repairs to concrete. This work
is expected to be conducted between the hours of 8:30 a.m. and 3:30 p.m., but
the lane is expected to remain closed overnight.
Construction Signs To Be Placed for Beltway Operational Improvements Project
Motorists are advised that road construction crews will be working at multiple
locations on City streets and along State Route 58 and State Route 99 next week,
placing construction signs for the Beltway Operational Improvements Project.
Construction signs will be placed along State Route 58 from South Real Road to
Cottonwood Road, and on State Route 99 near the junction with State Route 58.
Crews will also be posting signs on the following City streets near the freeway: H
Street, Chester Avenue, P Street, Union Avenue, Madison Street, and Cottonwood
Road.
This work will be conducted Monday, April 13 through Friday, April 17 between
the hours of 8:30 a.m. and 3:30 p.m. Crews will be working off the roadway and
away from the shoulder.
No traffic delays are anticipated, but motorists are advised to slow down and
watch for construction crews and equipment while traveling through these areas.
The Beltway Operational Improvements Project will improve interchange on- and
off-ramps at Chester Avenue, Union Avenue, Cottonwood Road and Ming
Avenue and construct auxiliary lanes and soundwalls along State Routes 58 and
99.

SUBJECT: Potential Lane Modifications on Coffee Road

Update to the original January 30, 2015 council referral above.
Vehicle volume counts have been collected and indicated an increase in the through
direction movement verses the number of right turn vehicles for the northbound approach
of the Coffee Road/Truxtun Avenue intersection. This has been a result of the Westside
Parkway reducing the demand for the right turn movement onto Truxtun Avenue.
Therefore, the roadway will be restriped to provide three northbound through lanes with
one right turn lane. This will improve the operation of the intersection and reduce the northbound vehicle stacking length, especially in the pm peak hour. The striping
modifications are planned to be installed on Saturday, April 11th. After the changes are in place, staff will continue to monitor the location for other potential operation and safety
improvements.
Councilmember Maxwell requested that staff explore what options may
be available to solve the incidence of traffic accidents that exists on
Coffee Road in front of Frugatti’s restaurant. Traffic counts are to be
compiled promptly.
